Referat poświęcony jest zagadnieniom związanym z systemem oceny zgodności wyrobów przeznaczonych na potrzeby obronności i bezpieczeństwa państwa. Dokonano w nim prezentacji obowiązujących rozwiązań systemowych i funkcjonalnych obowiązujących w wojsku, których celem jest eliminowanie zagrożeń stwarzanych przez użytkowane wyroby dla życia i zdrowia żołnierzy oraz środowiska. Przedstawiono w nim także definicje stosowanych pojęć dotyczących oceny zgodności wyrobów, wyrobu, certyfikacji, dokumentacji, specyfikacji technicznej. Do napisania referatu wykorzystano obowiązujące przepisy prawa: ustawę z dnia 17 listopada 2006 r. o systemie oceny zgodności wyrobów przeznaczonych na potrzeby obronności i bezpieczeństwa państwa, rozporządzenia i decyzje Ministra Obrony Narodowej oraz wybrane normy Polskiego Komitetu Normalizacyjnego dotyczące tej problematyki.

The paper discusses the issues pertaining to the compliance assessment system for products for defence purposes. It introduces system-related and functional solutions currently in place in the armed forced, which are aimed at eliminating the risk that the use of products may pose to the life and health of the soldiers and the environment. The paper also defines the terms used in products or product compliance, certification, documentation, technical specification. The following currently applicable legal provisions have been referred to in the paper: the Act of 17 November 2006 on the Compliance Assessment System for Products for Defence Purposes, the regulations and decisions issued by the Minster of National Defence as well as the selected standards of the Polish Committee for Standardization connected with this subjects.

Przedstawiono demonstrator testera wbudowanego, przeznaczony do pracy na stanowisku dydaktycznym w laboratorium z przedmiotu Zaawansowane Metody Pomiarowe i Diagnostyczne. Na stanowisku studenci zapoznają się z technologią BIST (ang. Built-In Self-Test), która jest przykładem wdrożenia strategii projektowania dla testowania.

A demonstrator of Built-In Self-Tester (BIST) for testing and diagnosis of fully differential circuits is presented. The demonstrator works on the educational stand in the Laboratory of Advanced Measurement and Diagnostic Methods, where students are familiarized with BIST technology, which is an example of implementation of Design-for-Test strategy. In the BIST, a testing method is applied, which employs the excitation of the circuit under test by a common-mode signal. Fault location is performed with use of a fault dictionary. Laboratory tasks include: fault detection, analysis and validation of diagnostic method, fault dictionary construction, fault location and calculation of test quality metrics. Students evaluate test quality metrics using a probabilistic approach to the analysis of measurement process in accordance with guidance provided by the Joint Committee for Guides in Metrology (JCGM) in “Evaluation of measurement data – The role of measurement uncertainty in conformity assessment” JCGM 106: 2012.

Przeprowadzono krytyczną dyskusję stosowanych w literaturze definicji ryzyka błędnych decyzji wynikających z niepewności pomiarów. Dla znanych rozkładów prawdopodobieństwa charakteryzujących produkcję i aparaturę pomiarową dokonano analizy ryzyka na przykładzie testowania amplitudy napięcia. Pokazano, że tradycyjne definicje ryzyka producenta i ryzyka konsumenta są przypisywane prawdopodobieństwom zaniżonym. Porównano je z definicjami lepiej dostosowanymi do praktyki produkcyjnej.

In the paper a critical discussion of the definitions of producer's and consumer's risks associated with measurement uncertainty is presented. The considerations are illustrated by an example of amplitude testing, for which risks are evaluated using known from literature and proposed formulae. It is shown that when the consumer's risk is discussed in literature it is by definition lower than probability referenced to the consumer's perspective. The reason for this is that the appropriate action, usually taken in the case of parameter being outside the acceptance interval, is not considered. The similar remark refers to the definition of the producer's risk because production yield is usually not 100 %. The proposed definitions of risk are better adjusted to the industrial practice. The paper concludes that suitable precautions must be taken using the definitions of consumer's and producer's risk which are published in journals. This discussion deals also with draft of the important document "Evaluation of measurement data - The role of measurement uncertainty in conformity assessment", JCGM 106, which is under preparation by Joint Committee for Guides in Metrology.

W referacie przedstawiono podstawowe akty prawne (normy, dyrektywy, regulaminy EKG ONZ), które regulują zasady - warunki badań wyrobów przed wprowadzeniem ich do obrotu towarowego. Omówiono system certyfikacji wyrobów i usług w krajach Unii Europejskiej oraz zasady certyfikacji wyrobów w Polsce. Przedstawiono procedury procesu homologacji dla grup wyrobów, których niepoprawne działanie może szczególnie zagrażać bezpieczeństwu użytkowników. Ta grupa wyrobów objęta jest dyrektywami "starego podejścia" (sektorowymi). Badania tego typu wyrobów mogą być realizowane tylko w laboratoriach notyfikowanych, które dysponują specjalistycznym zapleczem technicznym i kadrowym. Zamieszczono wyniki badań eksploatacyjnych przewodów zapłonowych (próby napięciowe) oraz wybrane wyniki badań systemów alarmowych na zgodność wymaganiami regulaminu EKG ONZ nr 97.

In the paper basic legal acts (norms, directives, UNECE regulations) are presented. Legal rules of tests and certifications in so called voluntary and regulated - mandatory areas are discussed. Also procedures of conformity assessment according to "module approach" are characterized. Procedures for the homologation of product groups that work may specially influence on users safety are presented. This group of products is enclosed by "old approach" (sector) directives. Such a type tests can be realized only in notified laboratories, that poses specialized technical and staff back-up.

W powyższym artykule przedstawione zostały nowe podstawy prawne i zasady wydawania dopuszczeń dla wyrobów. Kolejne artykuły będą publikowane w kolejnych numerach kwartalnika CNBOP „Bezpieczeństwo i Technika Pożarnicza”.

This article is the first of the four articles concerning changes in the approval system of products used for fire protection units in Poland. New law regulations and principles for issuing approvals for products are presented in this article. The next articles will be published in the following issues of CNBOP’s quarterly called „Bezpieczeństwo i Technika Pożarnicza” (“Fire Safety and Technology”).

A systematic modeling approach to describing, prescribing, and predicting usability of a product has been presented. Given the evaluation results of the usability dimension (UD) and the measurement of the product’s design variables, referred to as the human interface elements (HIEs), the approach enables one to systematically assess the relationship between the UD and HIEs. The assessed relationship is called a usability model. Once built, such a usability model can relate, in a quantitative manner, the HIEs directly to the UDs, and thus can serve as an effective aid to designers by evaluating and predicting the usability of an existing or hypothetical product. A usability model for elegance of audiovisual consumer electronic products has been demonstrated.
