Technology assessment is one of key challenges in innovation management concerning support for the decision-making processes with regard to the importance, development, and implementation of technologies. The article presents a literature review concerning the term “technology assessment” and methods and models applied in this field. Against this background, an original complex technology assessment system that was developed and verified at the Institute for Sustainable Technologies – National Research Institute in Radom, Poland is presented.

Ocena technologii stanowi jedno z kluczowych wyzwań zarządzania innowacjami w zakresie wspomagania procesów decyzyjnych dotyczących znaczenia i rozwoju technologii. W artykule przeprowadzono analizę pojęciową terminu „ocena technologii” oraz zaprezentowano przegląd stosowanych w tym zakresie metod i modeli. Na tym tle przedstawiono oryginalny system kompleksowej oceny technologii opracowany i zweryfikowany w Instytucie Technologii Eksploatacji – Państwowym Instytucie Badawczym w Radomiu.

The article presents the Analytic Hierarchy Process (AHP) method, used for the development of the commercial potential assessment method (PK) of innovative technological solutions. The need for the development of such a method was stemmed from the “Innovative Systems of Technical Support for Sustainable Development of Economy” strategic research programme. The AHP method helps to assign weights to the thematic assessment areas of the commercial potential method and the criteria within the areas. The AHP method is dedicated to supporting the decision making process and to facilitating the assessment with the use of multi-criteria, especially in the case of qualitative criteria subjectively assessed by the experts. The developed PK method significantly supports the process of knowledge transformation and transfer of advanced technologies in the area of the development and the maintenance of machines and technical devices. The use of this assessment improves the innovativeness and competitiveness of the economy by increasing of the efficiency and the effectiveness of the commercialisation process of innovative technological solutions.

W artykule zaprezentowano metodę hierarchicznej analizy problemu (Analytic Hierarchy Process – AHP) w zastosowaniu do opracowania metody oceny potencjału komercyjnego (PK) innowacyjnych rozwiązań technicznych, w tym opracowanych w ramach Programu Strategicznego pn. „Innowacyjne systemy wspomagania technicznego zrównoważonego rozwoju gospodarki” (w zakresie wyznaczania wag obszarów problemowych oraz poszczególnych kryteriów w ramach obszarów). Metoda AHP jest dedykowana głównie do wspomagania wyboru wariantów decyzyjnych, ale także do dokonywania oceny diagnostycznej lub porównawczej w ujęciu wielokryterialnym, szczególnie w przypadku występowania kryteriów jakościowych oraz subiektywnym charakterze dokonywanych przez ekspertów ocen. Opracowana metoda oceny potencjału komercyjnego (PK) stanowi istotny element wspomagania procesów transformacji wiedzy i transferu zaawansowanych technologii procesowych i produktowych w obszarze wytwarzania oraz eksploatacji maszyn i urządzeń technicznych. Wykorzystanie metody do oceny powstających rozwiązań przyczynia się do wzrostu innowacyjności i konkurencyjności gospodarki poprzez zwiększenie efektywności i skuteczności procesu komercjalizacji innowacyjnych.

The article presents a system for the complex assessment of technological innovative solutions at different stages of their development, whose application facilitates the generation and the development of commercially viable products. The complex assessment comprises three individual technology assessment modules, including the implementation maturity level assessment, the commercial potential assessment, and the innovativeness level assessment. The system has been developed, according to the conception of the authors of the paper, at the Institute for Sustainable Technologies - National Research Institute (ITeE - PIB) in Radom, Poland. It is mainly used for the assessment of solutions developed at the Institute, and it is also utilised by the Polish business support institutions and enterprises.

W artykule zaprezentowano kompleksowy system oceny innowacyjnych rozwiązań technologicznych na kolejnych etapach ich rozwoju, którego stoso-wanie ma umożliwić generowanie i opracowywanie rozwiązań o największych potencjalnie szansach wdrożeniowych. Kompleksowa ocena uwzględnia stopień dojrzałości wdrożeniowej, potencjał komercyjny oraz poziom innowacyjności. System opracowany został wg koncepcji autorów w Instytucie Technologii Eksploatacji - Państwowym Instytucie Badawczym w Radomiu i stosowany jest na potrzeby oceny rozwiązań opracowywanych w Instytucie oraz ocen przeprowadzonych na zlecenie instytucji otoczenia biznesu i przedsiębiorstw.
