Wdrażanie systemu zarządzania bezpieczeństwem i higieną pracy wspomaga rozwój różnych form partycypacji pracowniczej, a w szczególności partycypacji bezpośredniej, zakładającej osobiste zaangażowanie pracowników w sprawy bhp. W artykule przedstawiono wyniki badania rozwiązań w zakresie partycypacji bezpośredniej, wprowadzanych w przedsiębiorstwach. Potwierdzają one, że w przedsiębiorstwach, gdzie wdrożono SZ BHP częściej wdrażane są wszystkie formy partycypacji bezpośredniej, większy jest udział pracowników w partycypacji oraz jej siła.

Implementation of an OSH management system (MS) supports the development of different forms of direct participation. This article presents the results of a survey on direct participation implemented in companies. They confirm that in companies with OSH MS all forms of direct participation are implemented more frequently and the number of workers taking part in OSH-related activities is higher.

Workers’ Involvement - A Missing Component in the Implementation of Occupational Safety and Health Management Systems in Enterprises

Effective implementation of occupational safety and health (OSH) legislation based on European Union directives requires promotion of OSH management systems (OSH MS). To this end, voluntary Polish standards (PN-N-18000) have been adopted, setting forth OSH MS specifications and guidelines. However, the number of enterprises implementing OSH MS has increased slowly, falling short of expectations, which call for a new national policy on OSH MS promotion. To develop a national policy in this area, a survey was conducted in 40 enterprises with OSH MS in place. The survey was aimed at identifying motivational factors underlying OSH MS implementation decisions. Specifically, workers’ and their representatives’ involvement in OSH MS implementation was investigated. The results showed that the level of workers’ involvement was relatively low, which may result in a low effectiveness of those systems. The same result also applies to the involvement of workers’ representatives and that of trade unions.

Przedstawiono udoskonaloną wersję wspomaganego komputerowo modelu analizy kosztów i korzyści w obszarze bhp (AKK v.2.0) odpowiadającego zaleceniom i wskazówkom zawartym w Polskiej Normie (PN-N-18004:2001), dotyczącej wdrożenia i doskonalenia w przedsiębiorstwach systemów zarządzania bhp. Model uwzględnia wszystkie istotne składniki kosztów bhp w związku z czym opracowany program komputerowy AKK v.2.0 umożliwia zarówno monitorowanie kosztów bhp jak i ekonomiczną ocenę skuteczności podejmowanych działań prewencyjnych w przedsiębiorstwie.

Presentation of an improved OSH Cost-Benefit Analysis model, which has been supported by a computer programme (AKK v.2.0) in me with the recommendations and guidelines in the Polish standard (PN-N-18004:2001) on the implementation and improvement of OSH management systems in enterprises. The model takes account of all significant OSH cost items in a company. Thus, the developed computer programme enables the monitoring of OSH costs as well as the economic analysis of preventive measures efficiency in a company.
