The theoretical basis of strategic security management for shaping the structural order and sustainability processes

The relevant literature lacks theoretical considerations regarding strategic areas in relation to strategic security as a socio-economic category. The very concept of strategic security appears only in the aspect of network security, cyber security, as well as in military security approaches. Meanwhile, strategic security is also an economic and social category, and as a strategic area, it requires a priority approach. It also becomes a challenge for public management. It is assumed in the paper that strategic security management, as an economic and social category, requires the use of appropriate instruments and ensures stability, structural order as well as development sustainability in the long term. The paper attempts to define strategic security, areas that should be considered strategic, to identify links between the strategic area and the strategic industry, as well as to indicate directions for further discussion and to attempt to implement it.

W literaturze przedmiotu brakuje rozważań teoretycznych dotyczących obszarów strategicznych w związku z bezpieczeństwem strategicznym jako kategorią społeczno-ekonomiczną. Sama koncepcja bezpieczeństwa strategicznego pojawia się tylko w aspekcie bezpieczeństwa sieci, bezpieczeństwa cybernetycznego, a także w podejściach do bezpieczeństwa wojskowego. Tymczasem bezpieczeństwo strategiczne jest również kategorią gospodarczą i społeczną, a jako obszar strategiczny wymaga podejścia priorytetowego. Staje się także wyzwaniem dla zarządzania publicznego. W artykule założono, że strategiczne zarządzanie bezpieczeństwem, jako kategoria gospodarcza i społeczna, wymaga zastosowania odpowiednich instrumentów i zapewnia stabilność, porządek strukturalny oraz trwałość rozwoju w perspektywie długoterminowej. W artykule podjęto próbę zdefiniowania bezpieczeństwa strategicznego, obszarów, które należy uznać za strategiczne, w celu zidentyfikowania powiązań między obszarem strategicznym a przemysłem strategicznym, a także wskazania kierunków dalszej dyskusji i próby jego wdrożenia.

Autor porównał dwa dokumenty: Krajową Strategię Rozwoju Regionalnego 2010-2020 (9.09.2009) oraz Raport w sprawie identyfikacji i delimitacji obszarów problemowych i strategicznych interwencji w Polsce. Przeprowadzona analiza miała na celu prześledzenie tych dokumentów w kontekście trzech głównych zasad polityki regionalnej opisanych w KSRR: 1. Interwencję państwa w tzw. obszarach strategicznej interwencji; 2. Interwencję na możliwie jak najniższym poziomie, gwarantującym najwyższą efektywność; 3. Współudział, współdecydowanie i współodpowiedzialność podmiotów publicznych w tworzeniu polityki i osiąganiu jej celów. Wynikające z tego zestawienia wnioski wydają się spójne z uwagami wniesionymi przez prof. T. Markowskiego w dokumencie Funkcja NSRR na lata 2007-2013 - wybrane zagadnienia rozwoju przestrzennego w projekcie Narodowej Strategii Rozwoju Regionalnego.

The author in his paper compared the two documents: National Regional Development Strategy 2010-2020 (9 September 2009) and Report on the identification and delimitation of the problem areas and strategic intervention in Poland. The analysis was designed to trace these documents in the context of the three major regional policy principles deseribed in KSRR: 1. State intervention in so-called. Strategic Areas of intervention; 2. Intervention at the lowest possible level, ensuring the highest efficiency; 3. Participation, co-actors and co-responsibility of public policy-making and achieving its objectives. The resulting statement of the conclusions seem consistent with the observations contributed by the professor. T. Markowski in the Function NSRD 2007-2013 - selected issues of spatial development in the draft National Strategy for Regional Development.

W artykule przeprowadzono badania dotyczące określenia obszarów strategicznych w jednej z polskich hut. Jest to część badań prowadzonych w ramach metody BOST, opartej na zasadach systemu Toyoty. Do analizy poszczególnych obszarów wykorzystano wykresy kołowe, natomiast do analizy uzyskanych ocen wykorzystano diagram Pareto-Lorenza.

The main subject of the research presented in this paper is specifying of the strategic area in one of polish steelworks. This is a part of researches conducted within the confines of BOST method, based on rules of Toyota system. Circular charts were used to an analysis of the individual areas and Pareto-Lorenz diagrams were used to analysis of the received estimation.
