State-of-the art management systems are oriented onto supporting a competiveness of organizations and a continuous quality improvement of products, services and processes. One of essential elements of management is the risk management process which enables to manage uncertainty and risk in relation to the conducted activity by an organization. Managing risk assists organizations in setting strategy, achieving objectives and making informed decisions. Managing risk is part of governance and leadership, and is fundamental to how the organization is managed at all levels. It contributes to the improvement of management systems. A competent use of risk management mechanisms enables each organization to use its potential to a full extent and undertake proper decisions. The issues concerning a standardization of requirements in the case of standards from the management scope; in particular from the point of view of issues connected with risk management, are presented in the first part of the article. A model of the process, oriented onto a risk in the quality management system which enables to conduct managing activities in the situation of uncertainty and to take decisions oriented onto preventing mistakes in managing the organization and onto ensuring the appropriate quality, is described. The subject – matter concerning risk analysis, in particular from the point of view of meeting the EA Guidelines, concerning horizontal requirements related to the bodies assessing the conformity for notification purposes, is brought nearer. The most essential requirements, which must be met by such a body to guarantee a competent and impartial process of the product assessment, are described. In the following chapters the basic elements of the risk analysis process are discussed and an exemplary description of the risk assessment methodology is presented.

Describes the genesis of the implementation of this system, its principles and formal and legal basis. Specifiesthe procedures used in conformity assessment modules for explosives. It contains information about the experience in this area of the Central Mining Institute as a notified bodyof the European Union.

This paper discusses the methods for assessing the conformity of explosives, effective in Poland since April 2016, and the manner of their implementation in the Central Mining Institute. It specifies the current criteria for the functioning of European notified bodies and provides schemes of conformity assessment according to the Directive 2014/28/EU. It contains information on the experience of GIG (CMI) as a notified body.

Przedmiotem niniejszego artykułu są zagadnienia dotyczące kompetencji pracowników jednostki notyfikowanej. Są one zróżnicowane w zależności od wymagań zawartych w normach stanowiących podstawę akredytacji i oceny jednostki notyfikowanej. W artykule przedstawiono przykładowe formy zarządzania kompetencjami pracowników; począwszy od określenia zbioru kompetencji i przypisania ich zidentyfikowanym stanowiskom, poprzez bieżącą ocenę, a kończąc na rozwoju kompetencji i monitoring efektywności.

Personnel competences management in the aspect of requirements put to the notified bodies. Problems of competences of employees of notified body are the paper subject. They are different depending on the requirements included in the Standards, which are the basis for accreditation and assessment of the notified body. Examples of management of employees' competences, starting form determination of a group of competences and assigning them to the identified positions, through current assessment, and ending with a development of competences and monitoring of effectiveness, are presented.

Budowanie wspólnego europejskiego rynku wyrobów budowlanych nie jest procesem zakończonym. Ponad dwadzieścia lat funkcjonowania dyrektywy budowlanej (CPD) nie przyniosło spodziewanych efektów. Czy jej zastąpienie przez rozporządzenie 305/11 (CPD) poprawi sytuację? To pokaże czas. Tak jak pokazał, że niektóre z narzędzi wprowadzonych dyrektywą wytrzymały próbę czasu, w tym zharmonizowane specyfikacje techniczne i instytucja Jednostek Notyfikowanych. W artykule znalazły się informacje o platformie ich współpracy - Grupie Jednostek Notyfikowanych do dyrektywy CPD, jej strukturze, zadaniach i efektach ponad dziesięcioletniej pracy oraz roli ITB w tym procesie.

The formation of the common European market of construction products has not been finished yet. The system based on the Construction Products Directive, which has been functioning for over twenty years, has not been fruitful enough. The question whether replacing the CPD by regulation 305/11 will improve the situation will be verified in the nearest future. What we know at the moment is that some of the tools introduced by the CPD have been verified positively, including harmonized standards and notified bodies. The article contains information about the platform of their cooperation - Group of Notified Bodies to CPD, as well as its structure, tasks, and results of its members' efforts and the role the ITB has played in the process.

The effective elimination of products, whose use leads to dangerous incidents in the mining industry, from the market requires constant cooperation of the mining supervision, market surveil-lance authorities, entrepreneurs and certifying bodies. The article raises the issue of certification and requirements, which must be met by an independent and impartial certifying body, and is a continuation of an earlier publication which appeared in issue 2/2010 of monthly fitled Bezpieczeństwo Pracy i Ochrona Środowiska [Labour Safety and Environmental Protection in Mining]. This section describes the essential requirements that the abovementioned entity must comply with, to ensure competent and impartial conduct of the evaluation process of the product.

The aim of this publication is presenting the rules of new, global approach towards EU market. There were presented the regulations of directives related to various sectors, emphasizing the obligations of manufacturers operating on the European market. There were explained the basic rules which must be obeyed by the manufacturers in order to introduce their products in the EU member states. The technical requirements of the products and the scope of responsibility were indicated. Also the obligations related to CE marking were presented. There were also mentioned the aspects related to technical documentation, risk assessment, participation of notified bodies and declaration of conformity. There were also presented the basic actions (steps) which must be undertaken by the manufacturer in order to introduce the product to the EU market.

Celem artykułu jest przedstawienie zasad nowego, globalnego podejścia do rynku UE. Przedstawiono przepisy dyrektyw odnoszących się do różnych sektorów, ze szczególnym uwzględnieniem obowiązków producentów działających na rynku UE. Omówiono podstawowe zasady które powinien przestrzegać producent, aby wprowadzić swój wyrób do obrotu w państwach UE. Wskazano na wymagania techniczne wyrobów oraz zakres odpowiedzialności, a także obowiązki producenta związane z oznakowaniem CE. Poruszone zostały także zagadnienia dotyczące dokumentacji technicznej, oceny ryzyka, udziału jednostek notyfikowanych, deklaracji zgodności. Przedstawiono również podstawowe działania (tzw. kroki), jakie musi wykonać producent, aby umieścić na swoim wyrobie znak CE.
