The article presents and develops two basic theses. The first thesis assumes that the effectiveness of the systems used by air forces due to their fire power and precision of application substantially exceeds the capabilities of land forces’ and navy’s systems. The air force has always supported and will continue to support the main strikes of ground and naval forces. The second thesis states a greater air forces’ engagement in operations other than war, i.e. protection and support for peacemakers, humanitarian aid, logistic support, prevention air strikes as a response to breaching mediation agreements. The turn form conducting peace missions to operational ones may be immediate or even sudden (see USA Air Force police actions over Bosnia or Iraq). Hence results the necessity of air force's state-of-the-art equipment and personnel training in all weather conditions day and night. Developing the mentioned above theses, there have been analysed and characterised main systemic and technological conditions of air force development including: air constructions - manoeuvre capabilities, jump jets take off and landing, survivability; range of combat acting - air-to-air refuelling; development of air force command systems - air command posts; new technologies - stealth; electronics - guidance systems; air force armament - smart weapons; unmanned aerial vehicle.
