Polska elektroenergetyka stoi przed wieloma wyzwaniami determinowanymi zmianą modelu funkcjonowania systemów elektroenergetycznych. Przeprowadzono identyfikację tych wyzwań, przyjmując jako punkt odniesienia różne perspektywy postrzegania systemu elektroenergetycznego. Pozwoliło to na wskazanie najistotniejszych, które mogą implikować konieczność zmiany dotychczasowego, sprawdzonego historycznie, podejścia do elektroenergetycznej automatyki zabezpieczeniowej. Właściwa interpretacja tych wyzwań wydaje się szczególnie istotna. Jest to determinowane istotnością roli pełnionej w systemie elektroenergetycznym przez elektroenergetyczną automatykę zabezpieczeniową.

The Polish electrical power system is facing a number of challenges. These challenges are determined by the currently observed and expected future directions of the development of power systems. Identification of these challenges was performed. In the analysis, different perspectives of perception of power system as a reference point were assumed. This allowed identifying the most important factors. The publication focuses on the characterization of the most important factors identified as these which may cause the necessity to change the current approach to power system protection.

Opracowanie ma na celu przedstawienie perspektyw współpracy na europejskim, konkurencyjnym rynku energii w zakresie rezerw oraz energii bilansującej po wprowadzeniu kodeksów sieciowych ENSTO-E. W referacie przedstawiono nowe obszary dla aktywności operatorów systemów przesyłowych (OSP) obejmujące w szczególności działania związane z wymianą, współdzieleniem i transferem rezerw oraz wymianą i rozliczaniem usług bilansowania. Zaprezentowano wymagania dotyczące współpracy OSP w ramach obszarów skoordynowanego bilansowania (CoBA). Przedstawiono zasady współdziałania operatorów z dostawcami usług bilansowania oraz podmiotami odpowiedzialnymi za bilansowanie w zakresie pozyskiwania, aktywacji i rozliczania usług bilansowania.

The prospects of cooperation on the European competitive energy and power reserves market after implementation of the network codes, developed for the European Commission and ACER by ENSTO-E were presented in this paper. The new rules will automatically and immediately be applicable in all EU countries, after approval by the European Commission. It is expected to impose new obligations on the Transmission System Operator (TSO), but also create new possibilities in the process leading to ensure the safety and reliability of the power system. The paper presents new areas of TSO activity, including in particular issues related to exchange, sharing, transfer of reserves or exchange and settlement of power system balancing services. The requirements for cooperation between TSOs within the Coordinated Balancing Areas (CoBA) and the consequences resulting from the implementation of the CoBA functions were presented in this paper. In addition, the rules of cooperation between TSOs, Balance Service Providers (BSP) and Balance Responsible Parties (BRP) in the acquisition, activation and settlement of balancing services were considered in this paper.

The article raises the issue of the state of integration of European energy markets in light of the EU law. Firstly, it discusses the Directives 2009/72 and 2009/73 regulating the possibility of regional initiatives aimed at deepening mutual integration of the energy markets in certain neighbouring Member States. It further mentions solutions included in the network codes (NC CACM, FCA NC, NC EB) and their implications for integration of energy markets at the regional level. Problems associated with creation of a regional electricity market in the context of their impact on the functioning of the national electricity market, divergent interests of neighbouring countries and the absence of appropriate legal instruments were also discussed.

Kodeksy sieci odgrywają coraz większą rolę w kształtowaniu aktualnej, a w szczególności przyszłej struktury wewnętrznego rynku energii. Dlatego też warto powiedzieć kilka słów na temat ich genezy, zasad ustalania oraz zagadnień, które już regulują i tych, które w przyszłości będą prawdopodobnie regulować.
