The article presents the reasons and the entire process of work on the modernization of the GMDSS system. The main legal and technical aspects of the modernization of the GMDSS system were discussed as well. New devices and systems of the modernized GMDSS system were described. On the basis of the key points of the modernized GMDSS, an attempt was made to evaluate the entire project.

Content available Extensible event stream format for navigational data

The eXtensible Event Stream (XES) format is a new approach to illustrate the process data. Every ship journey is a sequence of some activities which can be read using different sources of data such ARPA, AIS etc. So we can say that this is a kind of process and its data can be organized in ordered and simple form. The most popular data formats to show the process data were of course XML and CSV. Currently, we can observe huge progress in the domain of process mining. Every year, new tools appeared and the need for some data standard became necessary. This standard is called Extensible Event Stream. In this paper, the use of XES format in navigational data is described.

The standard for interfacing marine electronic devices (NMEA – National Marine Electronics Association), does not provide unambiguous information regarding the reliability of data and its timing. In this paper, time delays in navigational data are investigated. For this purpose AIS and navigational data collected offshore and onshore are used. The investigations are concentrated on lags among various NMEA sentences recorded in a relational database during the survey voyage. The analysis is based on standard elements of descriptive statistics.

The paper presents an analysis of the selected robust adjustment methods applied in geodesy, proving thereby justifiability in choosing the applied attenuation function. With a use of the radar navigation methods, the said methods were applied in the process of determination of the observed vessel’s positions.

The paper presents design and realization of computer decision support system in collision situations of passage with greater quantity of met objects. The system was implemented into the real ship electro-navigational system onboard research and training ship m/v HORYZONT II. The radar system with Automatic Radar Plotting Aid constitutes a source of input data for algorithm determining safe trajectory of a ship. The article introduces radar data transmission details. The dynamic programming algorithm is used for the determination of safe optimal trajectory of own ship. The system enables navigational data transmission from radar system and automatic determining of safe manoeuvre or safe trajectory of a ship. Further development of navigator’s decision support system is also presented. Path Planning Subsystem is proposed for the determination of global optimal route between harbours with the use of Ant Colony Optimization algorithms.

W celu poprawnego opracowania systemu wspomagania decyzji nawigatora należy na etapie projektowania określić informacje, na których podstawie decyzja będzie wypracowywana. Artykuł w pierwszej części prezentuje wymagania dotyczące obowiązkowego wyposażenia statków morskich w systemy i urządzenia nawigacyjne, a w drugiej - szczegółową analizę dostępnych informacji nawigacyjnych na przykładzie statku m/s Nawigator XXI.

In order to devise a navigator's decision support system correctly, information should be specified, on stage of projecting, on basis of which the decision shall be worked out. The article presents requirements concerning obligatory ship equipment in navigational systems and devices, and the second part presents the detailed analysis of accessible navigational information on example of the m/s Nawigator XXI.
