Zatwierdzenie w maju 2020 roku nowej strategii bezpieczeństwa Rzeczypospolitej Polskiej nakazywało zwrócić uwagę na aspekty terminologiczne pojęć używanych w tym dokumencie, a także na kwestie prawne wiążące się z problemem, czy ten akt, formalnie rzecz biorąc, ma być kontrasygnowany czy też nie. Równie ważną sprawą było zwrócenie uwagi na to, że w systemie prawnym Polski opracowywane są w praktyce dwie strategie – jedną zatwierdza Prezydent RP (ostatnia postanowieniem z 12 maja 2020 r.), druga zaś ma formę uchwały Rady Ministrów (ostatnia z 9 kwietnia 2013 r.). Obecnie obowiązująca strategia została poprzedzona wcześniejszymi strategiami oraz „Białą księgą bezpieczeństwa narodowego Rzeczypospolitej Polskiej”. Strategia z 12 maja 2020 roku jest obszernym dokumentem, w którym analizowane są wszystkie elementy bezpieczeństwa narodowego. W jej treści odniesiono się do takich zjawisk, jak: hybrydowość, działanie w cyberprzestrzeni, potrzeba nowych technologii oraz problem sztucznych inteligencji.

With the May 2020 approval of the new national security strategy of the Republic of Poland, it was necessary to look at the terminological aspects of the terms used in this document, as well as to consider the legal issues associated primarily with whether or not it would be formally countersigned. Also, it was equally important to note that in practice there were two strategies prepared in the Polish legal system – one to be approved by the President of the Republic of Poland, the last one being adopted under the Decision of 12 May 2020, and the other under the Resolution of the Council of Ministers, last adopted on 9 April 2013. The currently applicable strategy was preceded by other strategies and the White Book on the National Security of the Republic of Poland. The strategy of 12 May 2020 is an extensive document exploring all the aspects of national security. It addresses such phenomena as hybridity, cyberspace activities, the need for new technologies and the issue of artificial intelligence.

The aim of the paper is the comparison of 2007 and 2014 National Security Strategies focusing on the role of Armed Forces in the system of National Security. Moreover, the author tries to verify the need for changes in relation to the current international situation in Central and Eastern Europe. The parts of this analysis are related to the given chapters of the strategies. The article indicates the reasons and presents conclusions resulting from the changes incorporating in the current document. Moreover, the author analyses the legitimacy of adjustments in the context of current threats to the security of Poland and Europe.

The relationship between ethics and business is discussed permanently not only within the framework of foreign professional discourse, but also in Slovakia. The study deals with the extent of value and moral preferences expressed in national and international social strategies and to what extent they correspond with business, specifically with business in Slovakia. Their rare occurrence proves that business with respect to ethics is the issue of concrete companies and it is more emphasised at declarative level.

Związek między etyką i biznesem jest nie tylko stale omawiany w ramach zagranicznego dyskursu zawodowego, ale także na Słowacji. Artykuł przedstawia badania w zakresie wartości i preferencji moralnych, które zostały wyrażone w krajowych i międzynarodowych strategiach społecznych, a także w jakim stopniu odpowiadają one działalnościom gospodarczym, w szczególności na Słowacji. Ich rzadkość dowodzi, że biznes w odniesieniu do etyki jest kwestią konkretnych firm, i to bardziej na poziomie deklaratywnym.

The article examines the recent aggression of Russia in Ukraine as an example of a hybrid war also referred to as a crawling conflict. A comparative analysis of Russia's strategic level documents (strategy and doctrine) published in 2000, 2010 and 2014, as well as of the order of battle of the Russian armed forces (land), shows that Russia had been motivated and had achieved readiness to conduct hybrid activities in Ukraine a long time before the intrusion in February 2014. The article also extrapolates from the conflict general lessons on the character and structure of contemporary and future combat operations. Finally, in the framework of conclusions, universal hybrid warfare components and counteractions are discussed.

Dynamiczne zmiany związane z rozwojem społeczeństw nie tylko przynoszą liczne możliwości, ale także rodzą nowe wyzwania i zagrożenia. Proces ten narzuca potrzebę nieustannego dostosowywania działań państwa we wszystkich aspektach jego funkcjonowania. W konsekwencji prowadzi to do wykształcenia nowych trendów, czasem paradygmatów. Uznane przez naukę, wywierają - równolegle - znaczący wpływ na sferę praktyczną. Zintegrowane podejście do bezpieczeństwa oraz zintegrowane podejście do rozwoju to dwa trendy, które ostatnio pojawiły się w Polsce. Z perspektywy teoretycznej obydwa są komplementarne, wzajemnie wzmacniające, a także stanowią czynnik integrujący politykę państwa. Jednakże, w sferze praktycznej, oddzielnie formułowane i realizowane, mogą prowadzić do duplikacji wysiłków, tworząc tym samym warunki dla możliwych luk lub nachodzenia na siebie różnych dziedzin. Artykuł opisuje wieloznaczną istotę natury bezpieczeństwa i rozwoju, jak również potencjalne zagrożenia związane z powyżej wspomnianymi trendami (paradygmatami), jednocześnie formułując postulat stworzenia narodowej strategii (Grand Strategy) jako narzędzia integracji polityki prowadzonej na szczeblu państwowym.
