Stan infrastruktury krytycznej państwa w aspekcie jej podatności na zagrożenia

W artykule omówiono znaczenie infrastruktury krytycznej państwa w ogólnym kontekście jego bezpieczeństwa. Przedstawiono ogólną charakterystykę infrastruktury państwa, w tym charakterystykę infrastruktury krytycznej. Uwagę poświęcono charakterystyce systemów infrastruktury krytycznej według stanu na 2011 r. na podstawie danych Rządowego Centrum Bezpieczeństwa będącego rządową agendą mającą w swoich właściwościach systemy bezpieczeństwa państwa, w tym system infrastruktury krytycznej. Analizie poddano system energetyczny – przede wszystkim zaopatrzenie w energię i paliwa, system łączności, włączając w ten system radio, telewizję i internet jako podstawowe środki kształtowania opinii społecznej, system ochrony zdrowia, zaopatrzenia w żywność i podobne podsystemy warunkujące funkcjonowanie państwa i gwarantujące bezpieczeństwo społeczeństwa. Zwrócono uwagę na systemy transportu jako systemy mające znaczący wpływ na rozwój ekonomiczny, gospodarczy i społeczny, a także na systemy ratownicze w zakresie ochrony ludności, mienia i środowiska przed skutkami zagrożeń naturalnych i cywilizacyjnych często mających swoje przyczyny w powszechnej globalizacji życia i rozwoju ludzkości. W artykule podjęto także próbę wskazania na różnego rodzaju zagrożenia w podstawowych obszarach funkcjonowania państwa, takich jak: gospodarczy, polityczny, kulturowy, środowiskowy, technologiczny itp. Treści zawarte w artykule odnoszą się do wybranych rezultatów badań przeprowadzonych w ramach projektu realizowanego w zakresie bezpieczeństwa i obronności państwa pt.”System Bezpieczeństwa Narodowego RP” finansowanego ze środków Narodowego Centrum Badań i Rozwoju na podstawie umowy nr DOBR/0076/R/ID1/2012/03 z 18.12.2012, kier. nauk. W. Kitler. Należy podkreślić, że dane statystyczne zawarte w artykule pochodzą z okresu, w którym była prowadzona analiza dla potrzeb realizowanego projektu. W związku z tym, że artykuł jest prezentacją treści projektu i jego upowszechnieniem, dane statystyczne mogą stwarzać przeświadczenie o nieaktualności treści artykułu, jednak uaktualnienie danych statystycznych zmieniłoby treść artykułu jako materiału z przeprowadzonych badań w ramach projektu pt. „System Bezpieczeństwa Narodowego RP”. Dane statystyczne wskazują przede wszystkim na problem a nie maja wskazać stanu rzeczywistego.

The article discusses the importance of state critical infrastructure considering the state safety. The general characteristic of state infrastructure including critical infrastructure has been described. The author describes the systems of critical infrastructure operating in 2011 using the data basis from Rządowe Centrum Bezpieczeństwa / Government Centre for Security/ which is the government department responsible for state safety systems including critical infrastructure. The article analyses the following systems: - the energy system ,first thing, the energy and fuel supply, -the communication system including radio, television and internet as the crucial media influencing the social opinion, - health care and food supply systems and other similar systems which guarantee state good functioning and its safety .The special attention was paid both, on transport as a system which considerable influences economic and social development and on rescue systems operating to protect people, property and environment against the effects of natural and man- made disasters often having their causes in common globalization and development of mankind. The author tries to point out various kinds of threats present in the basic areas of state such as: economic, political, cultural, environmental, technological and others. The ideas present in the article deal with some selected results of research carried within the project about safety and defense of a country titled ‘System Bezpieczeństwa Narodowego’ /’ The System of National Safety of Republic of Poland’/. The project was financed by Narodowe Centrum Badań I Rozwoju / the National Centre of Research and Development/ on the basis of agreement no DOBR/0076/R/ID1/2012/03 from 18.12.2012, chief scientist W.Kitler. It should be stressed that statistic data included in the article come from the period when the analysis needed for the project was carried out. Because the article ,in some way, presents and propagates the project ,the statistic data may cause the impression that the article dśs not deal with the present situation. To change the data it would mean to change the content of the article which is based on the research material included in the project ‘System Bezpieczeństwa Narodowego RP’ / ‘The System of National Safety of Republic of Poland’/ . The data are to point the problem itself and not to present the real situation.

Praca skupia się na dwóch kompatybilnych grupach czynników, mianowicie na pęku głównych współzależnych efektorów konstytuujących realny system bezpieczeństwa narodowego oraz na docenianiu aksjologii logistyki i strategii. Pierwsza grupa analizuje: (1) krąg znaczeniowy logistyki i bezpieczeństwa; (2) strategię i systematykę celów bezpieczeństwa narodowego; (3) konstatację faktu, iż Polska strategia bezpieczeństwa narodowego pomija znaczenie logistyki. Druga grupa zajmuje się: (1) prakseologiczną projekcją logistyki; (2) funkcją strategii bytu i rozwoju; (3) ograniczonością definicji celów (logistycznych) bezpieczeństwa narodowego. Bezpieczeństwo jest zjawiskiem dynamicznym zarówno w czasie jak i przestrzeni, postrzeganym jako proces. Istotna w tym jawi się architektura bezpieczeństwa, zarówno w obszarze wiedzy, jak i praktyki, obejmująca ogół form i sposobów organizowania i kształtowania przestrzeni dla pokojowego bytu społecznego i państwowego. Warunkiem nieodzownym do ich osiągnięcia jest jednak niezawodne funkcjonowanie infrastruktury krytycznej państwa. Funkcją celu logistyki w systemie bezpieczeństwa każdego państwa, jest sprawna i skuteczna injekcja w tę architekturę spójnie czterech zasad konstruktywnych Witruwiusza: dyspozycji, dystrybucji, symetrii i etyki.

The paper concentrates on two compatible groups of factors, namely on a bundle of main correlative effectors that constitute the real national safety system and of an appreciation of logistics and strategy axiology as well. The first group analyses: (1) semantic circle of logistics and of the safety to; (2) strategy and target systematics of national safety; and (3) constatation the fact that Polish national safety strategy omit the logistics significance. The second group deals with: (1) praxeological logistics projection; (2) function of existence and development strategy to; and (3) finiteness of national safety (logistical) targets definition. The safety be a dynamic event both in time and space, seeing as process. Essential to that appears an architecture of safety, both in knowledge and in practice area, covering a whole of forms and means of space organizing and shaping for security of peaceful social and state existence. However, an indispensable condition to achievement it ones be an unfailing working of state critical infrastructure. The target function of logistics in safety system of each state, be an efficient and effective injection in that architecture coherently, the four constructive principles of Vitruvius: disposition, distribution, symmetry and ethics as well.

Działania na rzecz zapewnienia stabilnego oraz harmonijnego rozwoju gospodarczego państwa są ściśle związane z bezpieczeństwem narodowym. Niezmiennie od przeszło półwiecza jednym z kluczowych elementów tych wysiłków pozostaje zagadnienie zabezpieczenia dostaw paliw płynnych na rynek wewnętrzny. Problem jest przede wszystkim implikacją całkowitego uzależnienia naszego kraju od importu ropy naftowej i braku jakichkolwiek perspektyw na zmianę tego stanu rzeczy w przyszłości. Gwarancja niezakłóconej podaży surowca równoważącej popyt urasta tym samym nie tylko do roli czynnika determinującego tempo rozwoju gospodarczego, lecz także stan bezpieczeństwa narodowego. Kwestia ta nabrała zupełnie nowego znaczenia wraz z transformacją ustroju Polski i odejściem od gospodarki centralnie planowanej.

A guarantee of undisturbed raw material supply that balances the demand becomes not only a factor determining the pace of economic development, but also the state of national safety. This question has got a totally new meaning since the transformation of Polish system and the end of centrally-planned economy. Previous system solutions that were standing in Polish People's Republic have become completely useless in new political and economical conditions and international relations. Legislative changes in this area, appearing from 1989 to 1996, were based on the old formula and completely irrelevant to the needs of that moment. Serious and almost revolutionary law amendment that included the changes in accumulation of liquid fuels reserves, was the Act from 1996. However, this Act was unrefined, contained loopholes and inaccuracies, and in critical situations would expose Treasury to serious financial loss. Most of it was eliminated by successive Act amendments. Finally, the new Act about the oil supplies ended the process. It contains many modern solutions, although it is not without disadvantages. Its main defect, addressed to legislatives, is a total transfer of costs (of storing strategy reserves) to businessmen. As the result, business entities finance the actions that are strongly connected to deeds enabling the national safety, even though this should be done by Treasury.
