Supply chain security is one of the challenges many countries are currently addressing. As this topic is a national security prerogative, the systems for screening also vary. The Czech Republic is preparing a legislative framework to protect strategically important infrastructure from high-risk suppliers. This commentary focuses on the Czech Republic’s progress in this area, particularly in the European context.

Wskazane zostały tu ograniczenia powszechnie stosowanych rozwiązań technicznych oraz różne podejście do zagadnień projektowych prezentowane w powszechnie stosowanych i mniej popularnych standardach projektowych.

Under national regulations devices for smoke removal from staircases should be the minimum mandatory equipment for most multi-storey buildings. The article presents the definition and characteristics of designed and manufactured systems of this type. It also discusses the limitations of commonly used technical solutions and different approaches to design issues in widely used and less popular design standards.

This paper shows how mature and consolidated scientific outcomes and the increased awareness on the risks related to the hydrocarbon production and gas storage have brought European and national governments to develop new regulations, decrees, and guidelines informed by high-level scientific contents. To do this, the Italian experience from 2012 to present is described from the viewpoint of two governmental administrations, i.e., the Ministry of the Economic Development and the National Civil Protection Department. A fruitful interaction among research institutes, universities, and public administrations has accompanied this long activity phase. It includes, among other things, the constitution of working groups, the development of regulatory guidelines, their testing in pilot case studies, the constitution of a technical–scientific network for the offshore safety (CLYPEA). Within this collaboration, common goals are pursued with a coordinated approach by the ministry and the department, optimizing therefore the achievement of common goals.

This paper reviews the regulatory issues of safety and health in the construction industry at the professional level, nationally and internationally. The author built a model of legal safety and health, and described the basic documents of work safety and health useful in the construction industry.

Nowe regulacje prawne obowiązujące w Unii Europejskiej sformułowały wymagania zasadnicze zgodnie z którymi należy projektować, produkować, oceniać, eksploatować oraz wycofywać z eksploatacji pojazdy. Wymagania w sposób jednoznaczny odnoszą się do zarówno do wymagań wspólnotowych jak i do wymagań krajowych. W rozumieniu przepisów należy dążyć do ujednolicenia wymagań. W niniejszym artykule zaprezentowano wymagania stawiane systemowi kolei europejskich w kontekście ochrony środowiska. Tezy niniejszego artykułu zostały wygłoszone w trakcie sesji plenarnej konferencji „Ochrona środowiska i oszczędność energii w transporcie szynowym”.

The new legal regulations applicable in the European Union formulated the essential requirements in accordance with that the rail vehicles must be designed, produced, assessed, operated and removed from the operation. The requirements explicitly refer to both the community requirements as well as the national requirements. Within the meaning of the regulations it should be strived to make the requirements uniform. This article presents the requirements for European railways system in the context of environmental protection. The thesis of this article were given during the plenary session of the conference " Environmental protection and energy savings in rail transport".

Poniższy artykuł jest pierwszym z cyklu pod wspólnym tytułem „Prawne regulacje w zakresie systemu kolei”. Zawiera podstawowe informacje opracowane na podstawie różnego rodzaju dokumentów obowiązują- cych dla taboru kolejowego. Mogą być one pomocne w pracy specjalistów zajmujących się konstrukcją, badaniami oraz certyfikacją taboru kolejowego i jego głównych składników oraz w pracy inżynierów w zakładach produkujących tabor. Na końcu artykułu umieszczone zostało obszerne zestawienie dokumentów związanych z tematem artykułu. Artykuł zawiera także tzw. linki do stron internetowych, dzięki którym czytelnik może uzyskać dostęp do całych tekstów przytoczonych i omawianych dokumentów. W kolejnych numerach kwartalnika ukazywać się będą kolejne artykuły dotyczące praktycznego stosowania przepisów dotyczących taboru kolejowego.

This article is the first in a series under the title „Legal regulations for the rail system". It contains the basic information elaborated based on various documents applicable for the rolling stock. They can be helpful in the specialists work in designing, testing and certification of the rolling stock and its major components as well as in engineers work in the factories producing the rolling stock. At the end of this article the extensive list of documents related to the subject of this article is placed. This article contains also so-called links to the websites by which the reader can obtain the access to the full texts of documents citied and discussed. In the further numbers of quarterly the next articles on the practical application of the regulations relating to the rolling stock will be placed.

Artykuł przedstawia kilka wybranych różnic w wymaganiach dla pojazdów interoperacyjnych między przepisami krajowymi, a Unii Europejskiej. W pierwszej części omówione zostały przepisy prawa wraz z przywołanymi normatywami oraz proces ich legislacji. Następnie zestawiono oraz omówiono różnice między przepisami krajowymi, a Unii Europejskiej. Wnioski przeznaczone są dla podmiotów działających w szeroko rozumianej gałęzi transportu szynowego i wskazują kierunek rozwoju produktów, aby jak najbardziej ułatwić proces ich dopuszczenia do stosowania w Polsce i/lub Europie. Dodatkowo, niniejszy artykuł można wykorzystać jako kompendium wiedzy na temat aktualnie stosowanych przepisów dotyczących transportu kolejowego.

The article presents a few selected differences in the requirements for interoperable vehicles between the national and the European Union regulations. The first part discusses the regulations of the law with the cited standards and the process of their legislation. Then the differences between the national and the European Union regulations are summarized and discussed. The conclusions are designed for entities operating in the wide understood branch of rail industry and indicate the direction of product development in order to best facilitate the process of their authorization for placing in service in Poland and / or Europe. Additionally, this article can be used as a compendium of knowledge about the currently applicable regulations relating to the rail transport.

Obowiązujące regulacje prawne określają wymagania stosowane przez wszystkie strony procesu pracy, w trakcie której użytkuje się maszyny i urządzenia techniczne. Obecnie obowiązujący system wymagań prawnych tworzony jest przede wszystkim przez zapisy prawa europejskiego (dyrektywy EWG, WE i UE). Ich implementacja do krajowego systemu prawnego państwa członkowskiego jest obowiązkowa. Zakres oraz sposób wdrożenia uzależniony jest od charakteru zawartych w nim wymagań. Niewdrożenie w określonym czasie, wymagań dyrektyw do prawa krajowego skutkuje nakładaniem sankcji finansowych na Państwo Członkowskie. W opracowaniu wskazano wymagania prawne stawiane przed użytkownikami maszyn i urządzeń technicznych. Stanowią je, przede wszystkim, dyrektywy 2006/42/WE, 2009/104/WE oraz dyrektywy powiązane z nimi, odnoszące się do wymagań i sytuacji szczególnych. Wszystkie te wymagania implementowane zostały do krajowego systemu prawnego. Obowiązek ich stosowania (w określonym zakresie) przypisany został projektantom, konstruktorom, pracodawcom i pracownikom. Obowiązkiem pracodawcy jest stosowanie się również do krajowych regulacji prawnych niewynikających z ustawodawstwa europejskiego.. Wymagania krajowe traktować należy jako uzupełniające, w stosunku do zapisów prawa europejskiego. Stosowane są przede wszystkim w obszarach branżowych zastosowań maszyn.

The current legal regulations specify the requirements applicable by all parties of the work process, during using the machines and technical equipment. The current system of legal requirements is created by the provisions of European law (EEC, EC and EU directives). Their implementation in the national legal system of a Member State is a must-have. The scope and method of implementation depends on the nature of the contained requirements. Failure to implement within a specified time, the requirements of the directives into national law results in the imposition of financial sanctions on a Member State. In the paper showed legal requirements for users of machinery and technical equipment. They are, first and foremost, Directive 2006/42/EC, 2009/104/EC and directives related to specific situations and requirements. All these requirements have been transferred to the national legal system. To their use (in a certain range) was assigned to the designers, constructors, employers and employees. Regardless of the laws aimed at the implementation of the requirements of European law, the duty of the employer is to apply to the national regulations. National requirements should be considered as complementary in relation to European law. Are used primarily in the areas of industry-specific uses of the machines.

The article presents the current information concerning the safety against derailment of railway vehicles that was collected on the basis of European standards, studies of committee ORE, UIC leaflets, Technical Specifications for Interoperability and national regulations. The essence of the safety factor against derailment, the way for its computational designation and the methodology of experimental studies are described.

The paper presents the issues of determining intergreen times on rural high-speed signalized intersections. Calculating methods of the duration of intergreen times in selected countries and its comparison with national rules has been shown. The influence of the dilemma zone on the intergreen times has been emphasized.
