Stosunkowo liczne są publikacje i opracowania, których celem jest analiza i syntetyczna ocena polityki ochrony środowiska w Polsce. Większość wypowiedzi koncentruje się na osiągnięciach i porażkach polityki. Sporo jest również prac i studiów skupiających się na samych instrumentach zastosowanych w celu osiągnięcia wyznaczonych celów polityki. Korzystając z poglądów i doświadczeń wcześniejszych i wymienionych analiz, w artykule postawiono mniej ambitne zadanie. Porównując pierwszy i drugi dokument "Polityka ekologiczna państwa", opracowane i wydane przez Ministerstwo Środowiska, podjęto próbę zidentyfikowania podobieństw i różnic, a następnie krytycznej oceny wybranych elementów drugiego z wymienionych dokumentów. W ocenie w szczególności uwzględniono realizację idei trwałego i zrównoważonego rozwoju.

The paper describes how the national sustainable development strategy originated and has so far developed in Poland. Thus, in the beginning, public participation is commented stressing its minor impact on policy formulation. In addition, the most significant institutionalization and necessary organizational settings are presented from the historical and analytical perspective. The most important and significant factors and players in the Polish sustainability game are listed together with comments on the European Union (EU) accession influencing the real effects. It seems to be an objective evaluation that policy impact of the sustainability approach itself is rather weak. Certainly, the tendency oriented on policy coherence with the EU programs is much stronger. The appendix to this part of the paper is a comprehensive description of the most relevant research programs associated with sustainability which are presendy undertaken in Poland. The next part of the paper gives an overview on the major steps towards formulation and parliamentary approval of the official strategy document. Then, also other domestic documents on sustainability development are presented. In fact, the EU impact needed most substantial survey. Critical experts agree that the EU influenced in a veiy strong way elaboration of cohesion of policies, sectoral objectives and, last but not least, the top level policy objectives in Poland. Small section on sustainability indicators represents wishful thinking reasoning rather than a positive evaluation of sustainability measurement in Poland. In the central part of the paper the author argues and explains how the strategy has been adopted and shaped and why it does not satisfies the most ambitious expectations. Moreover, some arguments are given to strengthen the opinion that although the EU clearly initiated the sustainability development recognition in CEE countries, the present plans and directives do not well reflect the specific situation observed in the accession countries. In conclusions, the need to reformulate sustainability goals, indicators and strategy elaborated by Brussels is expressed clearly.
