Poniższy artykuł przedstawia problematykę misji stabilizacyjnych i operacji pokojowych jako metody rozwiązywania konfliktów. Ujęto w nim historyczne uwarunkowania tworzenia sił wielonarodowych przeznaczonych do przeciwdziałania zagrożeniom. Zaprezentowano również rolę organizacji międzynarodowych, takich jak: ONZ, OBWE, NATO i UE w zaprowadzaniu pokoju światowego. Przedstawiono także rodzaje misji realizowanych przez poszczególne organizacje. Zwrócono szczególną uwagę na przyszłość tego typu operacji jako metody rozwiązywania konfliktów.

This article presents the problem of stabilization missions and peace operations as a method for conflict resolution. It includes historical conditions for the creation of multinational forces to counter threats. The author presents the role of international organizations, such as UN, OSCE, NATO and EU, in restoring world peace. Moreover, the author presents the types of missions performed by individual organizations. Special attention is paid to the future of such operations as a method for conflict resolution.

Having analysed counterinsurgency operations, the author, proves that winning or victory is not ISAF forces’ task, as some experts say. It is the Afghans who are supposed to win, not multinational forces because their task is only to support the Afghan government. Having defined the final goal of the operation in this way, the aim of the operation for multinational forces and cooperating with them other international organizations (the UN and EU), governmental organizations (e.g. USAID) and NGOs is not to destroy the Taliban but to deprive them of their foundation, i.e. support of the population. However, the basic problem in the population’s engagement and active participation is to find the entity responsible in all processes taking place while stabilizing the crisis situation. Therefore one of the best weapons in counterinsurgency operations is not to shoot and negotiate. Well-prepared integration negotiations that allow an active joining of the local population’s and international community’s goals and interests in commonly conducted process of rebuilding the country after a conflict is the most important condition to stabilize the situation in the region.

The evolution of military art for the reason of political assumptions of using the armed forces to solve contentious issues causes changes in practice and theory of the military art. Changes in the area of military art are resulted from the unification of the main object of research, namely military operations. Contemporary operations in individual conflicts became independent categories, in the result of which the goal of military strategy is achieved directly. It causes changes in the development of operations theory. It is contemporarily assumed that all operations will be joint in nature and hence it is not legitimate to develop theories of operations conducted by only one service in one environment. If the main subject of researches has changed, it is legitimate to do some changes in the theory adequately to its diagnosis and forecasted development. Therefore, in the structure of military art the basis of operational art and the theory of operations should be specified.

The article presents Polish almost ten-year experience in organising with our neighbours multinational units for peace and humanitarian operations. Basing on Polish doctrinal documents it presents political conditions of this phenomenon and their importance to develop an enlarged military co-operation with the neighbours. The author shows the process of political establishing of LITPOLBAT and POLUKRBAAT. On the example of staff and tactical exercises he shows reaching operational abilities in both battalions. Then he introduces the area of responsibility during the peace enforcement operation in Kosovo. He draws the political and organisational road of SHIRBRIG – international unit to take part in “immediate deployment” peace operation. He also presents the beginning of preparations and organisational works to call a trilateral Polish – Czech – Slovak brigade of peace forces.
