W artykule przedstawiono problem projektowania zrównoważonego w aspekcie wielokryterialnych metod oceny, koncentrując się na wyborze i zastosowaniu w projekcie materiałów budowlanych. Bazując na wytycznych i procedurach takich metod oceny, jak LEED – Leadership in Energy and Environmental Design, BREAM – Building Research Establishment Environmental Assessment Method oraz na innych, dokonano wyboru proekologicznych materiałów budowlanych do zaprojektowania określonych obiektów architektury. Do budowy niskich budynków mieszkalnych jednorodzinnych zastosowano elementy wykonane z odpadów. Do budowy budynku wielofunkcyjnego, wysokiego zastosowano drewno klejone krzyżowo w technologii CLT – Cross Laminated Timber charakteryzujące się dobrymi parametrami proekologicznymi. W projekcie wielofunkcyjnego kompleksu miejskiego zastosowano beton ekologiczny, który radykalnie redukuje ślad węglowy w procesie jego wytwarzania. Analiza właściwości materiałów budowlanych, ich wybór w aspekcie zrównoważonego rozwoju i ich zastosowanie w projektowaniu daje wymierne korzyści w jakości kształtowania środowiska zbudowanego.

The paper presents the problem of sustainable design in terms of multi-criteria evaluation methods focusing on the selection and use of building materials in the design. Based on the guidelines and procedures of such assessment methods as LEED (Leadership in Energy and Environmental Design), BREAM (Building Research Establishment Environmental Assessment Method), and others, environmentally friendly building materials were selected for the design of specific building structures was made. For the construction of low-rise single-family homes, products made from waste were used. For the construction of a multipurpose, highrise building, the material chosen was cross-laminated timber (CLT), which is characterized by good environmental performance. The design of a multipurpose urban complex used environmentally friendly concrete, the manufacturing process of which has a dramatically reduced carbon footprint. An analysis of the properties of the building materials, their selection in terms of sustainability, and their use in designs provide tangible benefits in terms of the quality of formation of the built environment.

The article analyses the current problems of vilnius city public Transportation. The possible solutions (options) and the technical means to improve The attractiveness of public transportation and accessibility are considered. Two main alternatives of means of electric transport (underground and tram) have been singled out for vilnius city. The suitability of these rail transport means have been substantiated. The nature and density of the work and residence places (areas) of vilnius city residents have been analysed. The scheme of tram and underground lines projected in vilnius city are evaluated, which have been composed according to the current and forecasted flows of passengers, the nature of their changes and critical points. The technical economic indicators of the tram routes and underground lines in vilnius city are analysed: average driving speed, average distance between the stations, the duration of the trip, the capacity of a single means of transport, the costs of line support and the size of investment. The accident rate of urban rail transportation is estimated. Comparative criteria of tram and underground lines are selected. The effectiveness of both rail means of transport in Vilnius city are compared according to three multi-criteria evaluation methods: the sum of ratings, simple additive weighting and geometrical means. The final conclusions and recommendations are provided.

B статье анализируются актуальные проблемы общественногоТранспорта города вильнюс. Рассматриваются возможные варианты их решения иТехнический потенциал повышения привлекательности и доступности. Общественного транспорта. Для вильнюса выделены две основные альтернативы Электрических транспортных средств (метро и трамвай) и обоснована пригодность. Этих рельсовых транспортных средств. Проанализирована локализация районов, Плотность мест проживания и работы жителей города вильнюса. Оценка схемы Проектируемых в вильнюсе трамвайных путей и линий метрополитена выполнена С учетом текущих и прогнозируемых потоков пассажиров, характера их изменений И критических точек. Анализируются технико-экономические показатели Трамвайных маршрутов и линий метрополитена в городе вильнюс: средняя Скорость движения, среднее расстояние между станциями, продолжительность Поездки, вместимость одного транспортного средства, расходы на содержание Линий и величина инвестиций. Анализируется число инцидентов в городском Рельсовом транспорте. Подбираются критерии для сравнения применяемости трамвайного транспорта и метрополитена. Эффективность обоих средств Рельсового транспорта в городе вильнюс сравнивается тремя методами Многокритериальной оценки: методом суммы рейтингов, методом простого Аддитивного взвешивания и методом средних геометрических значений. Представлены окончательные выводы и предложения.

The effect of market regulation tools on business is a complex phenomenon, and the impact of such regulation could be both positive and negative. The enhancement of the positive effect is a scientific task which requires a systematic approach. In order to find a solution to this problem it is necessary: a) to identify the relevant factors; b) to make a coherent evaluation of these factors and their influence on the phenomenon under investigation; c) to establish the optimal form and extent of the SRB (State Regulation of Business) tool required for the achievement of the desired results. The study analyses aims of economic regulation and business management from the point of view of a state. The research focuses on problems caused by state subsidies for business enterprises as one of the forms of SRB. The research also aims to enhance the effectiveness of business regulation. The main objects of this study are: state subsidies for business enterprises as a form of state intervention in the market and the possible correlation between the characteristics of subsidies and their impact on business. The evaluation presented in this study proved that EU subsidies have had a direct positive influence on the expected effect. The analysis revealed that rate of subsidies has had a higher effect on SRB impact than the size of funding.

The article analyses the current traction rolling-stock used by „Lietuvos geležinkeliai“ Plc. for freight transportation. The technical data of the above mentioned rolling-stock is explored and compared, and operation costs are estimated in the article. After the assessment of the forecasts of freight flows on the constructed railway „Rail Baltica“, the algorithm for selection of freight locomotives was proposed. The efficiency of the locomotives operated on the railway is determined by three multicriteria evaluation methods: the sum of ratings, simple additive weighting, and the geometric mean method. Locomotives are valued in accordance with technical, economic and ecological parameters. The results of possible effective performance of the rolling stock have been determined by changing coefficient values of the criteria. Finally, basic conclusions are given.

The considerations included in the paper apply to the problem of the multi-criteria evaluation of transportation systems with constraints on delivery times in supply chains. For this reason, the identification of the transport network model and the nature of the configuration of the supply chain itself was carried out. In addition, a review of issues of the multi-criteria evaluation were done with respect to transportation systems. Later, the problem of the transport service of a distribution system were formulated and then, the results were analysed using the multi-criteria method. Finally, the paper examines the impact of the threshold of compliance and the threshold of non-compliance on of the final outcome of the solution.

Rozważania zamieszczone w artykule dotyczą problematyki wielokryterialnej oceny systemów przewozowych przy ograniczeniach na czas dostawy w łańcuchach dostaw. W tym celu dokonano identyfikacji modelu sieci transportowej oraz istoty konfigurowania samego łańcucha dostaw. Ponadto dokonano przeglądu problematyki oceny wielokryterialnej w aspekcie systemów przewozowych. W dalszej części sformułowano problem obsługi transportowej systemu dystrybucji, a następnie przeanalizowano otrzymane wyniki wykorzystując metodę wielokryterialną. W końcowej części artykułu przeanalizowano wpływ wartości progu zgodności i progu niezgodności na wynik końcowy rozwiązania.
