The article presents the issues of land intermodal transport, taking into account their impact on the natural environment. The subject of the research is the use of the ELECTRE I method as a decision support tool in the assessment of various variants of transport, taking into account intermodal transport, i.e., transport on the initial and final sections of the route with the use of road transport and transport in the middle longest section by rail transport. This significantly reduces the emission of harmful compounds emitted into the atmosphere by the transport industry. In connection with the above, research on the possibility of choosing transport routes using mixed modes of land transport has been presented. The analyzed transport from point A to destination B considers two reloading operations at the land intermodal terminals. For each of the variants, indicators related to emissions from fuel consumption, the total time and cost of the process, the share of rail transport in the entire process, and the distance of road transport were calculated. The final analysis of the results shows that the following parameters had the most significant impact on the course of the research: the level of carbon dioxide emissions into the atmosphere and the total cost of the process for a given variant. Based on the conducted research, it can be concluded that the variant of transporting cargo from Rybnik to Świdnik with reloading at the PCC Intermodal terminals in Gliwice and the Lublin Container Terminal turned out to be the most advantageous solution.

The article considers several modern scientific papers substantiating the need for assessing workplace safety and focusing on methods applied for the quantitative assessment of working conditions. The analysis found unsolved problems in qualimetry, which could lead to the development of new practical and generally applicable methods to effectively assess working conditions. The analysis proved the relevance of the topic and helped to determine the aim of the article, i.e., the development of a methodology for the quantitative assessment of working conditions in industries, considering harmful production factors. An exponential distribution, which belongs to the theory of extreme statistics, was proposed for the transition of heterogeneous single indicators of harmful factors into a dimensionless scale. Affine transformations were used to combine dissimilar scales, making it possible to divide segments on dissimilar scales into equal proportions. The article proposes a step-by-step method for determining a complex indicator of working conditions in industries. The proposed methodology allows management decisions that minimise the deviation in actual values of harmful factors from the optimal ones. The developed technique was tested at one specific metallurgical production site.

The article presents the tender procedure used to select the best - according to the investor’s requirements - variant of the offer for the General Contractor of a development investment. The subject of the contract was the comprehensive construction of a complex of single-family, semi-detached buildings with a traditional brick structure. In the opinion of the authors of the article, a well-thought-out selection of an appropriate contractor is one of the most important elements of the investment process, because it has a direct impact on the fluency of the construction stage and the future use of the investment, during the warranty period. In addition, a diligently conducted tender procedure allows to minimize the risk of selecting an unprofessional contractor and thus allows to counteract many possible problems and conflicts during the implementation of the subject of the contract. At the stage of the tender procedure, four variants of offers for the comprehensive implementation of the construction of a complex of single-family semi-detached buildings of the following criteria: price (C1), lead time (C2), form of payment (C3), liquidity (C4), experience (C5) and resources (C6). In this article, the authors presented in details the calculation procedure using the ideal point method. Conducting a multi-criteria assessment of variants, based on the selected methods, also clearly verified the strengths and weaknesses of all tenderers, enabling the selection of the best one in the light of the adopted assessment criteria.

Przedmiotem artykułu było zaprezentowanie procedury przetargowej zastosowanej do wyboru najlepszego - w świetle wymagań inwestora - wariantu oferty Generalnego Wykonawcy inwestycji deweloperskiej. Przedmiot zamówienia stanowiła kompleksowa realizacja budowy zespołu budynków jednorodzinnych w zabudowie bliźniaczej o konstrukcji tradycyjnej murowanej. W opinii autorów artykułu, przemyślany wybór odpowiedniego wykonawcy, stanowi jeden z najważniejszych elementów procesu inwestycyjnego, ponieważ wywiera bezpośredni wpływ na płynność etapu budowy oraz przyszłe użytkowanie inwestycji, w trakcie trwania okresu rękojmi gwarancyjnej. Dodatkowo, rzetelnie przeprowadzona procedura przetargowa w dużej mierze pozwala zminimalizować ryzyko wyłonienia wykonawcy nieprofesjonalnego i tym samym daje możliwość przeciwdziałania wielu możliwym do zaistnienia potencjalnym problemom i konfliktom w trakcie realizacji przedmiotu zamówienia. Na etapie postępowania przetargowego wyselekcjonowano i poddano ocenie wielokryterialnej cztery - najbliższe preferencjom inwestora - warianty ofert na kompleksową realizację całego przedsięwzięcia budowlanego. Każdego z wyłonionych oferentów przeanalizowano przy wykorzystaniu następujących metod oceny: sumy ważonej, AHP oraz punktu idealnego, z punktu widzenia określonych przez zamawiającego kryteriów, a więc: cena (C1), czas realizacji (C2), forma płatności (C3), płynność finansowa (C4), doświadczenie (C5) i zasoby (C6). W niniejszym artykule autorzy szczegółowo zaprezentowali procedurę obliczeniową przy wykorzystaniu metody punktu idealnego.

The paper presents a proposal of a new method for clustering search results. The method uses an external knowledge resource, which can be, for example, Wikipedia. Wikipedia – the largest encyclopedia, is a free and popular knowledge resource which is used to extract topics from short texts. Similarities between documents are calculated based on the similarities between these topics. After that, affinity propagation clustering algorithm is employed to cluster web search results. Proposed method is tested by AMBIENT dataset and evaluated within the experimental framework provided by a SemEval-2013 task. The paper also suggests new method to compare global performance of algorithms using multi – criteria analysis.

W pracy przedstawiono propozycję nowej metody klasteryzacji wyników wyszukiwania. Metoda wykorzystuje zewnętrzny zasób wiedzy, którym jest Wikipedia. Wikipedia - największa encyklopedia - to darmowy i popularny zasób wiedzy służący do wydobywania tematów z krótkich tekstów. Podobieństwa między dokumentami są obliczone na podstawie podobieństwa między tymi tematami. Następnie algorytm klasteryzacji, bazując na propagacji powinowactwa, jest wykorzystywany do grupowania wyników wyszukiwania w Internecie. Proponowana metoda jest testowana przez zbiór danych AMBIENT i oceniana w ramach eksperymentalnych narzędzi dostarczonych przez konkurs SemEval-2013. W artykule zaproponowano również nową metodę porównywania globalnej wydajności algorytmów z wykorzystaniem analizy wielokryterialnej.

This paper proposes a new method of rational and quantitative assessment of ecological concrete in terms of the ecological impact and engineering performance. The concrete mix is evaluated through the multi-criteria Ecological Index (EI) and Performance Index (PI) approach. The EI accounts for the impact of the concrete on environment including the carbon emission and raw materials usage, whereas the PI accounts for the engineering performance of the concrete such as compressive strength and water sorptivity. Depending on the applications of the concrete, different criteria may be chosen for the evaluation. Concrete mixes reported in the literature comprising different types of cement, supplementary cementitious materials and aggregates are analyzed to illustrate the applicability of the proposed multi-criteria assessment method. It is shown that the proposed method is able to effectively reflect the concurrent ecological impact and engineering performance of concrete mixes, and hence facilitate rational design of ecological concrete to suit practical engineering applications.

The paper presents the possibilities of applying one of the multi-criteria assessment methods (the development measure method) in the processes of multi-variant design of technical and organizational solutions on the example of selecting equipment for a newly designed mine working in a hard coal mine. Using the case study, the authors proposed an alternative solution for decision-making problems in mining companies in relation to solutions based solely on unit costs of coal mining. The case study is preceded by the presentation of general principles regarding cost accounting in mining companies as well as the use of multi-criteria assessments.
