Dokonano syntezy i charakterystyki sezonowych warunków hydrometeorologicznych w obszarze Pacyfiku gdzie położone jest pole Clarion-Clipperton. Zaprezentowano aktualny zakres monitoringu z różnych ośrodków lądowych i boi hydrometeorologicznych wraz z przykładami morskich map. Może być on wykorzystany do budowy programu odbioru informacji pogodowej w trakcie górniczej eksploatacji pola Clarion-Clipperton. Szczególną uwagę zwrócono na problemy i propozycje uwzględnienia warunków hydrometeorologicznych w zachowaniu bezpieczeństwa prac wydobywczych.

One synthetized and characteristicses of seasonal hydrometeorological conditions in the area of Pacific where is put the Clarion-Clipperton zone. One presented the current range of the monitoring from different land centers and hydrometeorological buoys together with examples of marine chart. This monitoring can be used to the construction of the programme of the weather information reception during the mining exploitation on the Clarion-Clipperton field. The special attention was returned on problems and proposals of the regard of hydrometeorological conditions in the preservation of the safety of mining works.

As automatic measurement systems become available, local governments more often install this kind of equipment on their territory, mainly as a complement to nationwide system. Examples of such local hydrometeorological monitoring systems for flood protection purposes have been recently installed in Żywiec and Kłodzko counties and in Brzeskomunicipality. Nationwide hydrological monitoring system managed by the Institute of Meteorology and Water Management (IMWM) can not trace fast, local floods, especially in mountains and piedmonts. That is why after the flood in 1997 local governments started to design and implement dedicated systems. Many assumptions undertaken at that time are consistent with the INSPIRE spirit. However, not all of them were implemented. Local systems assuring higher spatial density and measurement frequency were designed as a complement to the nationwide monitoring system of IMWM. Efforts to integrate systems at different levels and with different degree of detail undertaken already at design stage were not completed mainly due to imperfection of formal and legal regulations. An obstacle was not lack of good will but lack of clear legal solutions, resulting in finding temporary and short term solutions. Presently, local monitoring systems could become a valuable source of information, but they do not guarantee indispensable interoperability. On the other hand, to be able to fully use data collected by those systems, continuous supply of data from higher level institutions should be assured. Also this postulate was not fulfilled. A postulate of general access to data was partially met. The data from Żywiec county system were made publicly available on internet web pages from the beginning. The Kłodzko county presents in internet current measurements and the Brzesko commune does not make data available for public. Local governments, unlike IMWM, have no reservations to make available the source data gathered by means of public funds. Point measurements from Żywiec county are used i.a. for water cycle modelling. A system of spatial modelling of hydrometeorological processes (WISTOO) developed for several years at Cracow University of Technology enabled for example dynamic generation of raster maps with rainfall and current surface runoff threat. To ensure interoperability of data and systems, development of a common and uniform reference system (i.a. river network) is needed as well as common standards for data exchange.

Teren województwa śląskiego ma kluczowe znaczenie w osłonie przeciwpowodziowej całego kraju, ponieważ tutaj znajdująsię obszary źródliskowe trzech największych polskich rzek. Decydujące znaczenie odgrywa szybkość pozyskiwania danych opadowych. Wymaganie to mogą spełnić dane z radaru meteorologicznego. Na bazie radaru funkcjonującego pod Katowicami opracowano działający operacyjnie system mo-nitoringu opadów.

The area of the Sląsk province is of crucial importance for flood protection of the entire country because this is where are the well-head areas of the three biggest Polish rivers. The deciding meaning has the rate of data delivery. This requirement can be met by meteorological radar data. There has been developed an operational system of precipitation monitoring based on the radar situated in the vincinity of Katowice.

Omawiany problem został pokazany na przykładach odnoszących się do jednostek samorządowych w Brzesku i Żywcu -współpracujących w ramach Projektu Likwidacji Skutków Powodzi z Biurem Lokalnej Ochrony Przeciwpowodziowej w Krakowie.

The Author considers advantages and shortcomings of application the regional - communal or district - threats monitoring systems. The discussed problem has been presented by discribing examples of the municipalities in Brzesc and in Zywiec - which cooperate with the Regional Office of Food Control in Cracow in the framework of the Plan of Liquidation of Effects of Floods.
