W artykule wykorzystano zmodyfikowaną ważoną rozmytą metodę delficką, używaną w zastosowaniach informatyki w obszarze sztucznej inteligencji, do rozwiązania problemu statystyki publicznej. Analiza technik stosowanych w Artificial Intelligence wskazuje na możliwość implementacji reprezentacji wiedzy za pomocą teorii zbiorów rozmytych, łącznie z rozmytymi technikami wnioskowania (logika rozmyta) w obszarze identyfikacji specyfik statystyki publicznej. Metoda ta, biorąc pod uwagę realia pracy statystyki publicznej, wydaje się przydatna przy identyfikacji jej specyfik, z którymi mogą się zmagać urzędy statystyczne lub jej pozostałe komórki organizacyjne. Szerzej problemy te opisano w artykułach [5] i [6]. Autorzy niniejszego opracowania zmodyfikowali znaną z literatury ważoną rozmytą metodę delficką do identyfikacji specyfik statystyki publicznej przedstawiając jej działanie na przykładzie.

The article discusses, the concept of the use of a modified by authors of the well-known heuristic methods of decision making called Delphi method to help solve two basic issues; the identification characteristics of public statistics and objectivity of assessments. In order to obtain objectivity of expert assessments it was proposed by authors appropriate construction of the standardization of weights in weighted method, which takes into account the degree of convergence of the inference rules expert’s group. Identification of characteristics of public statistics can be a difficult even for specialists of statistics. Specialist dealing with various areas of official statistics usually not overwhelms the whole functioning of your organization, and what’s more important any organization may not fully understand the processes inside and discern the effects of such activities (e.g. informal processes-hidden or unconscious). By the way, it is in a certain sense natural and understandable, especially in the absence of the information model. Presented here modified weighted fuzzy inference technique including a new algorithm to assign standardized weights experts can greatly facilitate decision-making not only related to statistics, but also to other related tools – more or less used in an area of artificial intelligence.
