Surveying field measurements performed during the development and updating of land registry were based directly on measuring networks. Accuracy parameters of these networks are lower in comparison with modern measurement networks. The main reasons for the lower accuracy relate mainly to the lower precision of measurements, two orders of network and approximate techniques for determining the coordinates of the points of these networks. Currently, archival materials of the State Geodetic and Cartographic Resource are used during surveying of real estate (division, separation, modernization of land registry). The paper presents the results of experimental evaluation of the accuracy parameters of former networks. The purpose of the performed evaluation to was to analyze the possibilities of use archival materials of the State Geodetic and Cartographic Resource during surveying works related to real estate. The study was carried out on the basis of three test objects located in the Małopolskie voivodship. Points of the analyzed networks found on the ground were measured (approx. 34% of all points), and then their coordinates were determined. The representative research sample was constituted by sets of deviations Z - the length of the displacement vector of the point in the research sample in relation to its position considered as error free. The basic estimator of the accuracy of analyzed networks was the root mean square error RMSE. This estimator was determined on the basis of a vector Z* originating from the set, from which the outlying observations were removed. Values of calculated RMSE show, that for the analyz ed objects the required accuracy is met by no more than 16% of the points of the networks (RMSE ≤ 0.20 m). Therefore, it may be concluded, that for more than 80% of the border points the average position errors exceed the threshold size: 0.30 m relative to the 1st class geodetic network. Hence the conclusion that during surveying real estate, archival materials of the State Geodetic and Cartographic Resource should be used in a limited scope.

The legal basis for the modernization of the land and building registry is the Act of 17 May 1989 Geodetic and Cartographic Law, which determines how the procedure of update and modification of data, to the form which is in accordance with applicable regulations, is carried out. Maintaining of the proper degree of timeliness and reliability of the registry data is important because of the prospect of integration with the Databases of Topographic Objects (BDOT) and Geodetic Registry of Infrastructural Network (GESUT), in the project of construction of the Real Estate Integrated Information System (ZSIN). Furthermore, the land and building registry (EGiB) plays a significant role in the implementation of most of the processes of real estate management. The aim of the publication is to verify the compliance of the registry data regarding the area and the course of the borders of plots before and after modernization, with the real state in the field. The complex survey of plots before and after modernization was performed to assess the effects of modernization, taking into account the reliability of geodetic works and the timeliness of the registry data. The present study involved updating the course of borders and areas of the plots used solely for agricultural purposes. The object of research represented the complex of 31 plots used for agricultural purposes, located far from the village buildings. The study area is located in Małopolskie voivodship, in the district of Myślenice. In order to verify the course of borders of plots the rapid satellite measurement using the method RTK / RTN with the receiver CHC X900+ was applied. The selected measurement technique is economic and accurate, therefore often used by surveyors for this type of field tasks. The study showed the need for re-modernization of land and buildings registry in the selected area.

Geodezyjne pomiary terenowe wykonywane w przeszłości podczas zakładania i aktualizacji ewidencji gruntów oparte były bezpośrednio na osnowach pomiarowych. Parametry dokładnościowe tych osnów są niższe w porównaniu ze współczesnymi osnowami pomiarowymi. Obecnie, archiwalne materiały Państwowego Zasobu Geodezyjnego i Kartograficznego wykorzystywane są podczas wykonywania prac geodezyjnych dotyczących nieruchomości. W pracy przedstawiono i przeprowadzono ocenę trzech metod poprawy parametrów dokładnościowych dawnych osnów ewidencyjnych i pomiarowych. Metoda pierwsza (I) obejmuje transformację współrzędnych punktów dawnych osnów do obowiązującego układu współrzędnych na podstawie współrzędnych punktów dostosowania. Druga metoda (II) oparta jest na ścisłym wyrównaniu osnowy wraz z pomiarem uzupełniającym wybranych punktów w celu wzmocnienia sieci. Trzecia metoda (III) polega na inwentaryzacji i pomiarze wszystkich istniejących punktów dawnych osnów oraz ścisłym wyrównaniu sieci dla wyznaczenia współrzędnych punktów zniszczonych. Efektywność metod rewaloryzacji dawnych osnów oceniono na podstawie badań eksperymentalnych, w których wykorzystano dane z obiektów testowych. Satysfakcjonujące wyniki poprawy parametrów dokładnościowych osnów osiągnięto metodą „I” w tych przypadkach, w których stosunek liczby punktów dostosowania do ogólnej liczby badanych punktów wynosił ok. 1/3. Podobnie dla metody „III”, zadowalające wyniki można osiągnąć w przypadku wykorzystaniu ok. 30% punktów sieci jako dodatkowe punkty nawiązania. Natomiast w metodzie „II” dobre wynik można osiągnąć, jeżeli odsetek odszukanych punktów i wykorzystanych jako punkty nawiązania wynosi zaledwie ok. 10% wszystkich punktów sieci. Badając kompleksowe nakłady prac geodezyjnych (polowych i kameralnych) ustalono, że zarówno metoda „I” jak i metoda „II” rewaloryzacji osnów, charakteryzują się podobnymi kosztami.

Geodetic field measurements performed during the establishment and updating of land registry were based directly on the measuring networks. The accuracy parameters of these networks are lower compared to modern measurement networks. Currently, the archive materials of the State Geodetic and Cartographic Resources are used during the performance of geodetic works concerning real estates. The work presents and evaluates the set of three methods of improving the accuracy parameters of the former registry and measurement networks. The first method (I) includes the transformation of the coordinates of the former networks points to the current coordinate system basing on the coordinates of the adjustment points. The second method (II), is based on the strict adjustment of the network together with the additional measurement of the selected points in order to strengthen the network. The third method (III) consists in inventory and survey of all existing points of former networks and strict adjustment of the grid in order to determine the coordinates of destroyed points. The effectiveness of former networks revaluation methods was assessed on the basis of experimental research, in which data from test objects were used. Satisfactory results of improved networks accuracy parameters have been achieved by the method "I" in cases where the ratio of the number of adjusted points to the total number of tested points was equal about 1/3. Similarly for the "III" method, satisfactory results can be achieved when about 30% of network points are used as additional control points. However, in the method "II" good results can be achieved when the percentage of found points and points used as control points is only about 10% of all network points. By complex studying of the geodetic works outlays (field and chamber work) it was found that both the "I" method and the "II" method of revaluation of networks are similar in efficiency.
