Podstawowym problemem we współczesnym, zorganizowanym i dynamicznym świecie jest zaspokojenie rosnących potrzeb społecznych, zarówno indywidualnych, jak i zbiorowych. Jego rozwiązanie jest zadaniem wielu różnorodnych organizacji. Choć dominującą rolę w tym zbiorze odgrywają organizacje biznesowe, ukierunkowane głównie na zaspakajanie potrzeb indywidualnych, to szczególne znaczenie dla ludzkości posiadają organizacje publiczne. Stanowią one bowiem kościec struktury organizacyjnej państw, zapewniają warunki funkcjonowania społeczeństw oraz zmierzają do zaspokojenia ich zbiorowych potrzeb. W obecnych uwarunkowaniach coraz częściej preferowany jest sieciowy model zaspokajania potrzeb publicznych, w którym istotną rolę odgrywają zarówno organizacje publiczne, jak i biznesowe. Takie rozwiązanie posiada zwykle zalety i wady i powinno być poprzedzone szczegółowymi analizami.

The contemporary, extremely dynamic world is characterized by an enormous number of di-verse organizations created by people to satisfy their collective and individual needs. Although the dominant role is played by business organizations, focused mainly on satisfying individual needs, public organizations have a special significance for humanity. They are the bones of the organizational structure of states, they ensure the conditions for the functioning of societies and are aimed at satisfying their collective needs. The activities of these organizations are mainly financed from public funds and determine the standard of living and development of societies. However, more and more public funds allocated for this purpose remain also in the interest of business organizations. The access of these organizations to public funds depends to a large extent on the type of services offered and on social policy and the model of meeting the collective social needs adopted by the state authorities. Currently, the network model of satisfying public needs is preferred; it stresses the role both public and business organizations. Such a solution usually has advantages and disadvantages. It should be preceded by detailed analyzes and must take into account economic and social conditions in the country. In practice, it should be clearly stated to which system the satisfaction of social needs we are going and what decides for choosing of such a system. The way of managing this process should also be clearly defined.
