EPCHC- energy performance contracting (EPC) model for historic city centres

The current predominant obstacle for the implementation of energy retrofitting projects at the neighbourhood level is attributable to restricted funding options, which is especially relevant for the expensive renovation of buildings of cultural heritage importance. The first aim of the article is to articulate and identify the main characteristics which influence the funding processes for energy retrofitting historic urban districts. The second objective is to build a comprehensive approach/procedural funding model based on these identified specifics/characteristics. The “energy performance contracting model for historical city centres” (EPCHC) is constructed with procedural processes (steps) associated with the main specific characteristics of urban central districts. The principal attributes which define and influence EPC in historical city centres are “district-level retrofitting”, the “multi-stakeholder approach” and “cultural heritage preservation”. First demonstrated are the benefits of the district level EPC’s “economy of scale”. Secondly, city centres are specific neighbourhoods with several public (municipal, governmental) and private entities, necessitating a particular tailor-made EPC approach is necessary for each stakeholder. Thirdly, the article focuses on the issue of higher retrofitting costs because as a result of historical building status and finding an optimal solution to overcome the conflict between sustainable renovation and cultural preservation. The procedural model for EPCHC in historical city centres offers step-by-step guidelines with suggestions to be followed in order to approach and involve all the various stakeholders. EPCHC could open a new perspective on district green retrofitting and could facilitate municipalities’ decision-making processes upon deciding to retrofit historical central districts.

W sytuacji finansowej, w jakiej działają obecnie przedsiębiorstwa górnicze, konieczna staje się weryfikacja ich strategii w zakresie struktury finansowania. Autorzy podjęli próbę stworzenia nowych modeli finansowania. Modele finansowania działalności przedsiębiorstw górniczych budowane są z uwzględnieniem określonych uwarunkowań wewnętrznych i zewnętrznych, które przedstawiono w niniejszym opracowaniu.

The financing models of mining enterprises activity are constructed with taking into consideration determined external and internal conditions, which are presented in this study.

Kraków z ponad 700-tysięczną liczbą mieszkańców jest centrum administracyjnym i ekonomicznym Województwa Małopolskiego. Aby ułatwić komunikację w mieście poczynione zostały kroki celem budowy Trasy Pychowickiej - wewnętrznej obwodnicy centrum. Długość odcinka poddanego analizie wynosi 2915 m. Na tej trasie, pod wzgórzem Sowiniec, konieczna jest budowa tunelu drogowego. Przygotowaliśmy techniczno-finansowe studium Projektu: Tunel - Trasa Pychowicka. Ukazujemy, że powyższy projekt jest technicznie i finansowo wykonalny. Niniejszy referat oparty jest na wstępnym studium wykonalności sporządzonym dla powyższego Projektu przez firmę ILF Consulting Engineers (1), (2). Analizowaliśmy dwa różne zagłębienia tunelu (2). Płytkie posadowienie okazuje się o około 30% tańsze. Niemniej z przyczyn politycznych będzie wykonalne wyłącznie głębokie posadowienie.

Kraków with over 700,000 inhabitants is the economic and administrative centre of the Małopolskie Region. In order to ease the inner city traffic load, a north-south tangential road is intended to be constructed. The overall length of the section under investigation, which consist of two separate roads, is 2915 m. In the course of this route, a road tunnel will be required underneath the Sowiniec hillock. This study has been prepared to examine the technical and financial feasibility of the Kraków Trasa Pychowicka Project. The parameters which have been applied to this study are based on experience taking the circumstances in Poland into consideration. It is shown, given the assumptions enumerated in this study, this tangential road is in fact technically and financially feasible.

Opisano zastosowanie klasycznego programowania liniowego do optymalizacji struktury zobowiązań krótkoterminowych, finansujących majątek obrotowy przedsiębiorstwa. Uwzględniono model finansowania linią kredytową, zobowiązaniami z tytułu dostaw i usług, kredytem zabezpieczeniowym należnościami, papierami dłużnymi i kredytem ratalnym. Ze względu na specyfikę polską rozwinięto ujęcie sposobu finansowania zobowiązaniami z tytułu dostaw i usług. Omówiono wnioski płynące z próby wdrożenia metody w przedsiębiorstwach polskich.

Linear mathematical programming has a broad spectrum of applications. Optimisation of current assets short term financing is one of the classical fields. The paper discusses some basic kinds of current assets financing such as: account payable, line of credit, commercial papers, credit secured with accounts receivable and instalment credit. There are some proposals of basic model modifications effective in Polish economy. The account payable financing and Polish commercial papers financing have been developed. The paper also discusses some basic problems connected with model application in Polish economic conditions.
