The aim of the article is an attempt to show the role of actions taken in the area of Smart Mobility in the process of shaping Smart City. The paper presents examples of cities from all over the world, which implemented Smart City model solutions into their functional structure. The examples mentioned above concerned mainly the implementation of innovative and effective technologies in the area of transport and mobility, while being safe for the natural environment. As an example from Poland, the city of Szczecin was chosen – indicating ways to apply similar (to those used in the largest metropolises of the world) solutions in the field of transport and mobility, enabling the city to introduce intelligent, sustainable and inclusive development of the local community, and ultimately conducive to improving the quality of its life. The research used desk research analysis, analysis of domestic and foreign literature on the subject, as well as Polish and European legal regulations controlling the procedures related to the subject of the research.

Międzynarodowa współpraca mająca na celu wzmocnienie transportu śródlądowego, będącego naturalnym zapleczem portów morskich w rejonie Morza Bałtyckiego, to temat przewodni projektu EMMA. Projekt skupia 21 partnerów z 5 krajów nadbałtyckich, zainteresowanych przede wszystkim przewożeniem, wzrastającej wciąż, masy towarowej przy wykorzystaniu najbardziej ekologicznego i efektywnego środka transportu jakim niewątpliwie jest żegluga śródlądowa.

International cooperation aiming at strengthening the inland transport, being a natural base for maritime harbours in the Baltic Sea region, is the key theme of the EMMA project. The project is carried out by 21 partners from 5 Baltic countries interested mainly in transport of the constantly increasing mass of goods while using the most ecological and effective mean of transport, which undoubtedly is the inland navigation.

W artykule postawiono tezę, że w planowaniu publicznego transportu zbiorowego w Polsce zgodnie z obowiązkiem nałożonym przez Ustawę o publicznym transporcie zbiorowym trudno jest ograniczyć się tylko do tego transportu i pominąć inne formy mobilności miejskiej. W celu udowodnienia tej tezy przedstawiono nowoczesne podejście do planowania transportu w miastach polegające na opracowaniu zrównoważonego planu mobilności miejskiej. Koncepcji takiego planu przeciwstawiono krajowe wymogi ustawowe dotyczące planowania zrównoważonego rozwoju publicznego transportu zbiorowego wynikające z ustawy o publicznym transporcie zbiorowym z 2010 r. Zwrócono uwagę na dylematy powstające przy ich sporządzaniu. Następnie plany zrównoważonego rozwoju publicznego transportu zbiorowego uchwalone lub przygotowane dla miast centralnych aglomeracji miejskich w naszym kraju poddano analizie pod kątem ich zakresu merytorycznego. Za przedmiot szczególnego zainteresowania uznano zajmowanie się w tych planach innymi formami mobilności niż tylko publiczny transport zbiorowy. Na podstawie przeprowadzonej analizy tezę o trudności planowania rozwoju publicznego transportu zbiorowego bez zajmowania się innymi formami mobilności miejskiej uznano za udowodnioną. Wysnuto praktyczny wniosek dotyczący możliwości wykorzystania efektów wykonanych prac planistycznych przy opracowaniu właściwych zrównoważonych planów mobilności miejskiej zgodnych z metodyką zalecaną przez Unię Europejską.

In the article a thesis was stated that in public transport planning according to the polish Public Transport Act it is difficult to take into account only that kind of transport and to miss other forms of urban mobility. In order to prove this thesis a modern attitude to urban transport planning connected with planning sustainable mobility was shown. Opposite to the coception of such a plan the regulations of Public Transport Act were introduced. The dilemmas comming out in preparing the sustainable public transport plans were presented. Next, the sustainable public transport plans prepared for central cities in urban agglomerations in Poland were analyzed in the aspect of the meritorical range, especially from the point of view of taking into account other forms of mobility. On the basis of those analyses the thesis stated in the article was proved. A practical proposal concerning the possibilities of using the Sustainable Public Transport Plans in preparing the proper Sustainable Urban Mobility Plans was made.

Mają one przyczyniać się do poprawy dostępności obszarów miejskich, zapewnienia wysokiej jakości transportu publicznego oraz kreowania zrównoważonej mobilności. W artykule przedstawiono najważniejsze unijne i krajowe dokumenty strategiczne determinujących planowanie zrównoważonej mоbilności miejskiej.

Sustainable urban mobility plans are an important instrument for achieving the objectives of European transport policy. The plans are an instrument for improve the accessibility of urban areas, to ensure high quality public transport and creating sustainable mobility. The paper presents the most important EU and national strategic documents which determine the planning sustainable mobility.
