W artykule przedstawiono informacje dotyczące tworzenia i zmian zachodzących w urzędach górniczych funkcjonujących w Krakowie.

The history of organised forms of mining supervision in Kraków dates back to the Middle Ages, i.e. to the issuance of Statut dla żup solnych (Statute for salt mines) by Casimir III the Great. Mining offices in Kraków operated in various forms depending on the political power and political system at a given time; in modern Times they operated as a mining starostwo, a district mining office, or a State Mining Office. The successor to these bodies is the District Mining Office in Kraków, which has been established in its current form by a regulation of 1946. As part of their activity, mining offices in Kraków have supervised the extraction of most of the minerals available in Poland: rock salt, crude oil, natural gas, hard coal, metal ores, brine, healing and thermal waters, rock minerals, sand, and gravel. In addition, they currently supervise over tourism flows in the historic Bochnia and Wieliczka salt mines and building a tunnel through the Luboń Mały mountain. Those employed in the District Mining Office in Kraków are committed to ensuring safety for persons working in mines, ensuring general safety, and limiting mining effects on the environment.

Artykuł jest statystycznym podsumowaniem 2015 roku dla grupy odkrywkowych zakładów górniczych. W nawiązaniu do lat poprzednich przedstawia informacje nt. wydobywanych w Polsce kopalin, udzielonych koncesji, liczby nadzorowanych zakładów górniczych, stanu zagospodarowania złóż oraz struktury wydobycia i zatrudnienia. W sposób statystyczny obrazuje prowadzoną działalność górniczą oraz wskazuje główne kierunki obserwowanych zmian.

The economic slowdown, which has been observed in Polish construction and road engineering industries, has had directly caused a decrease in demand for construction materials and their raw materials. This trend is also evident by the decreasing number of rock material mining licenses issued by authorities. However, according to the licensing authority records of 31 December 2015, there were 7140 strip mines in Poland, with 4827 in operation (excavating useful minerals). They were dominated by small mines, each with the maximum output of 35 ktons/year and a staff of no more than 5 people. As many as 1545 mines were pending liquidation, plus 362 mines which were scheduled to abandon or temporarily stop operations.

Artykuł prezentuje syntezę przemian historycznych, jakim podlegał na przestrzeni wieków nadzór górniczy na ziemiach polskich. Analiza tej ewolucji oparta jest na dostępnym pośrednio materiale źródłowym. Scharakteryzowano główne cechy nadzoru właścicielskiego w średniowiecznym górnictwie, przejście do systemu urzędów górniczych, główne założenia zasady dyrekcyjnej oraz specyfikę okresu PRL-u. Celem autora jest próba wyjaśnienia dlaczego ewolucja kształtu nadzoru górniczego przebiegała w ten, a nie inny sposób. Zasygnalizowano także możliwość pojawienia się nowego wzorca działania nadzoru górniczego.

The article deals with the historic evolution of mining supervision on Polish territories through the ages. The scrutiny is based on the accessible processed historic sources. The main characteristics of the proprietary mining supervision were analysed along with the transition to the mining offices system, the basic principles of the directorial rule and a specific of Polish People's Republic period. The author was trying to explain why the mining supervision in Poland evolved in the way it did. A possibility of emerging of a new pattern of mining supervision functioning has been pointed out.
