Nauki o bezpieczeństwie, w warunkach polskich, identyfikują bezpieczeństwo militarne jako jeden z głównych sektorów bezpieczeństwa państwa (narodowego). Jednym z podstawowych pojęć, które występuje w kontekście rozważań o bezpieczeństwie militarnym jest pojęcie przemocy zbrojnej. Na podstawie wybranych publikacji naukowych i słownikowych autor publikacji podjął próbę analizy porównawczej zastosowania pojęcia przemocy zbrojnej z perspektywy problematyki bezpieczeństwa militarnego. W związku z brakiem precyzji co do sposobu interpretacji omawianego pojęcia, niezbędne będzie ponowne określenie granic i ustalania demarkacji znaczeniowych w odniesieniu do rozumienia przemocy zbrojnej. Należy przyjąć, że podobne podejście będzie potrzebne w odniesieniu do innych pojęć stosowanych w obrębie omawianego sektora bezpieczeństwa.

Security sciences in Poland identify military security as one of the most important sectors of a state (national) security. Armed violence is one of the most basic notions that appears in the contexts of the military security discourses. The author of the publication, on the grounds of selected scientific literature and lexicons, made an attempt to apply comparative method to analyse the notion of armed violence from the perspective of military security problems. Due to the precision deficiency of the interpretation method of debated notion, there will be need for armed violence meaning delineation and demarcation. The analysis leads to assumption that similar process will be required with the reference to other definitions that are utilized within confines of the discussed security sector.

This year, NATO is celebrating its 70th anniversary and the signing of the North Atlantic Treaty. The Alliance was founded in the early days of the Cold War, but found itself in a new geopolitical situation after the collapse of the Soviet Union and the end of the bipolar world. The organization has been transforming ever since and over time this transformation has included both expansion and adaptation to new circumstances. With the return of Russian neo-imperial ambitions in the recent years, NATO has been given new impetus. Emerging threats and challenges, which are mainly of a military nature, have been addressed by NATO through further recent adaptation processes which were based on the return to the core role of the Alliance, namely collective defense and deterrence. This, in turn, has created a boost of NATO activity on the ground, which means that improvement with regard to interoperability and integration is now in high demand.

W tym roku NATO świętuje 70. rocznicę podpisania Traktatu Północnoatlantyckiego. Sojusz został zawarty na samym początku zimnej wojny, jednakże zaraz po rozpadzie Związku Radzieckiego i końcu tzw. świata dwubiegunowego znalazł się w nowej sytuacji geopolitycznej. Wraz z renesansem rosyjskich ambicji neoimperialnych, NATO otrzymało nowy impuls do działania. Pojawiające się zagrożenia i wyzwania, głównie o charakterze wojskowym, wpłynęły na dalszą ewolucję Sojuszu i jeszcze większe zaangażowanie w procesy dostosowawcze. Głównym kierunkiem działania jest powrót do koronnej roli Sojuszu, która skupia się na kwestiach obrony zbiorowej oraz odstraszaniu. Rozwój NATO w zakresie interoperacyjności i integracji jest obecnie wysoce pożądany.

Wieloaspektowa złożoność współczesnego świata uniemożliwia, na podstawie licznych przesłanek, wyprowadzenie generalnej syntezy, na bazie której możliwe było by profilowanie rzeczywistości w kierunku zapewnienia względnie całkowitego bezpieczeństwa globalnego, regionalnego, wewnątrzpaństwowego i personalnego. W związku z tym nie można wykluczyć, że w przyszłości, podobnie jak obecnie, będą się pojawiać militarne sytuacje kryzysowe "generujące" znaczną liczbę uchodźców oczekujących wsparcia humanitarnego. Autorzy w artykule przedstawili ewolucję współczesnych zagrożeń o naturze militarnej i scharakteryzowali w tym kontekście działania pokojowe i humanitarne, które mogą być podejmowane przez międzynarodowe siły zbrojne z mandatu uprawnionych organizacji. W dalszej części artykułu autorzy dokonali analizy dostępnego materiału analitycznego poświęconego skali uchodźstwa w militarnych sytuacjach kryzysowych. Następnie na podstawie zebranych danych przedstawiono koncepcję przestrzenno-funkcjonalną obozu dla uchodźców. Ostatnia część artykułu to autorski zarys klastrowej koncepcji organizacji strefy humanitarnej dla uchodźców w militarnej sytuacji kryzysowej o znacznym zasięgu. Wykazano także potencjalne zalety zaproponowanego podejścia klastrowego do rozwiązania problemu humanitarnego uchodźców.

Nowadays it is not possible to assume that one can ensure global, regional and personal security. The geopolitical situation is changing all the time. Moreover, one cannot exclude the fact that in the future military crisis situations will appear generating a significant number of refugees. Those refugees will expect humanitarian aid. In the initial part of this article, the authors describe and characterize peaceful and humanitarian actions carried out by international military forces. Next, the authors analyze the available data connected with the scale of refugee problem during selected military crisis situations. Based on the data collected, the authors introduce the functional concept of a refugee camp. Finally, the authors of this article outline the cluster concept of humanitarian zone organization for refugees in future military crisis situations. This proposed method may allow one to better overcome the refugee problem in the future. What is more, the authors mention a few advantages of this concept as an attempt to solve the humanitarian problem of refugees.

The article contains selected aspects of the political and military situation in Iraq after the end of the “Iraqi Freedom” operation. It defines principal factors that could have a direct influence to define the deadline of coalition’s military presence in Iraq. In the introduction the authors deal with problems concerning the process of transferring the responsibilities to the Iraqis and creating a new, democratic Iraq. The main part of the article concentrates on the assessment of military threats that currently determine the political and military situation in Iraq and, according to the authors, may lead to creating difficult situations, which in particular conditions can be critical. Moreover, the authors show the main groups of anti-coalition resistance and the ways of their influence on coalition forces, taking into consideration in particular the objects of the attacks and the ways they are conducted. The final part of the article presents possible development scenarios of the political and military situation in Iraq.
