Mobile robots are increasingly replacing people in particularly dangerous situations and those at risk of losing their lives or health. One of such applications are military and preventive activities, where mobile robots are not only used for reconnaissance and patrol operations and the development trend is focused on the increasing use of mobile robots on the battlefield. Therefore, this type of equipment must meet the requirements and standards guaranteeing safety for the user and the environment. The paper presents a set of requirements for the production and use of autonomous combat vehicles put up by organizations such as the Defence Department, the European Union and NATO.

Roboty mobilne coraz częściej zastępują człowieka w sytuacjach szczególnie niebezpiecznych i zagrożonych utratą życia lub zdrowia. Jednym z takich zastosowań są działania militarne i prewencyjne, gdzie roboty mobilne nie są wykorzystywane już tylko do prowadzenia działań zwiadowczo-patrolowych. Trend rozwojowy ukierunkowany jest na coraz częstsze zastosowanie robotów mobilnych na polu walki. W związku z tym wytwarzanie i późniejsze użytkowanie tego typu sprzętu musi spełniać szereg wymagań i norm gwarantujących bezpieczeństwo dla użytkownika i środowiska. W artykule przedstawiono zbiór wymagań jakie dla wytwarzania i eksploatacji autonomicznych pojazdów bojowych jakie stawiają organizacje takie jak Ministerstwo Obrony Narodowej, Unia Europejska i NATO.

Postępująca robotyzacja wielu sfer życia człowieka, w tym robotyzacja wojska, jest przyczyną wielu problemów etycznych, społecznych i ekonomicznych. Niniejszy artykuł dotyczy tych pierwszych, które rozpatrywane są z perspektywy roboetyki - niedawno powstałego działu etyki stosowanej związanego z robotyką. W pracy tej przedstawiono zakres zainteresowań roboetyki oraz etyczne implikacje stosowania robotów przez wojsko. Opisano powody, dla których mechaniczni żołnierze zastępują coraz częściej człowieka, oraz wskazano problemy etyczne, z jakimi mierzą się ich konstruktorzy i użytkownicy. Poruszona została też kwestia odpowiedzialności za skutki działań robotów. Ponadto przedstawiono relacje wywiązujące się między robotem a jego użytkownikiem, z zaznaczeniem możliwych zagrożeń, na jakie narażeni są użytkownicy i osoby postronne. Praca ma charakter przeglądowy i referowane są w niej stanowiska znanych naukowców zajmujących się tą tematyką, do których zaliczyć należy m.in. Ronalda Arkina, Colina Allena i Wendella Wallacha. Głównym celem artykułu jest wskazanie, iż dalszy rozwój robotyki, wraz z postępującą robotyzacją różnych aspektów naszego życia, wymaga od nas poszukiwania nowych etyczno-prawnych rozwiązań, bez których prawidłowe funkcjonowanie robotów i ludzi będzie zaburzone.

Military robotics is rapidly becoming one of the leading fields of robotic industry. Robots which coexist with humans and ones that are going to be built in near future cause many ethical, social and economic problems. In this paper I describe the ethical dilemmas and problems which emerge from human-robot interaction. This area of interests is investigated by roboethics - the ethics applied to robotics. There have been described advantages of replacing humans by robots in an army. Moreover some of the other problems have been highlighted, such as problem of responsibility of autonomous military robots. Besides, one part of this article deals with complexity of arising relationship between robot and its operator. Also there have been presented opinions of leading scientist (such as Ronald Arkin, Colin Allen and Wendall Wallach) in this area. The main goal of this paper is to show that the current development of robotics and its future implications changes the world around us. Therefore the new ethical and lawful solutions are needed. Without them the positive interaction between human and robots could not be possible.

Essential dynamic changes undergo in almost all areas of social, political ant economic life in the contemporary world. We can see that the appearing of the information society is the most spectacular effect of the rapid scientific and technical progress of the recent years. In the first part of the article, the authors have presented general characteristics of the contemporary world referring mainly to the analysis of the most serious threats to personal and structural security. The terrorist era man has been depicted and also, basing on S. Huntington, the causes, idea and character of recent Islamic wars have been presented. In the second part of the article, the reusable automated systems that are introduced to the armament of the leading world armies have been described. As the last wars’ practice shows, their broader use (and the application of so called smart weapon) greatly contributes to minimize the losses, not only among own soldiers but also among the enemy soldiers and civilian population. Therefore, from the ethical point of view, we can notice a new moral value of the conducted military operations that shows a much greater than before respect to human life.
