The use of military force in the foreign policy of the Russian Federation

In their action, the Russian authorities use a number of different tools, military strength being one of the key ones. Russia’s neo-imperial ambitions are reflected in the new strategic and doctrinal documents. They follow a more confrontational line and emphasize Russia’s desire to frame a new architecture of international security. In pursuing its strategic goals, Russia has undertaken a comprehensive programme of technical upgrade of its armed forces, launches impressive military exercise programmes and militarizes the society. The worsening international situation at the beginning of the 21st century, as a derivative of the growing power and importance of the Russian Federation, posed a threat to the countries of the former Warsaw Pact. The aim of the article is to discuss the military tools employed in the foreign policy of the Russian Federation, both direct and indirect. In areas of strategic interest outside the post-Soviet area, they mainly take an indirect form. An example of Russia’s desire to restore its imperial influence is demonstrations of its strategic combat capabilities, including by taking provocative action in the western direction.

Evaluation of Selected Elements of the Potential of the Polish Armed Forces

The article contains a presentation of the Polish Armed Forces and in-depth characteristics of selected areas, which, in the author’s opinion, determine the level of its military potential. The Armed Forces of the Republic of Poland were characterized, focusing on the main defense tasks that are set for soldiers of the Polish Army in the context of fighting and securing the interests of the Polish state, as well as tasks resulting from international agreements. A definition of the Armed Forces potential was showing the approach to this issue by various authors. The number of soldiers was assessed and compared with the strength of the world’s most powerful armies as well as the armies of neighboring countries. An analysis of material resources was made, presenting not only their current state, but also the prospects for development. Additionally, it was emphasized that apart from personal and material resources, an extremely important element influencing the military potential is the psychophysical condition of Polish soldiers. It was emphasized that a particularly important feature that should characterize a soldier is high level of physical fitness. In order to understand this problem well, physical fitness has been defined according to the approach of various authors, gross motor skills have been described, broken down into fitness and non-fitness skills, and the method of assessing the physical fitness of soldiers of the Polish Army has been presented. In the last stage, reference was made to the results of the physical fitness assessment presented in the available national literature.

W artykule zaprezentowano Siły Zbrojne RP oraz pogłębioną charakterystykę wybranych obszarów, które zdaniem autora determinują poziom potencjału militarnego. Scharakteryzowano Siły Zbrojne Rzeczypospolitej Polskiej, skupiając się na głównych zadaniach obronnych stawianych przed żołnierzami Wojska Polskiego w kontekście prowadzenia walki i zabezpieczenia interesów państwa polskiego, a także zadaniach wynikających z porozumień międzynarodowych. Przedstawiono definicję potencjału Sił Zbrojnych, prezentując podejście do tego zagadnienia różnych autorów. Oceniono liczbę żołnierzy Wojska Polskiego z podziałem na korpusy osobowe, rodzaje wojsk i porównano ją z liczebnością najpotężniejszych armii świata, a także armii sąsiadujących. Dokonano analizy posiadanych zasobów materialnych, prezentując nie tylko ich aktualny stan, ale również perspektywy rozwoju. W tym kontekście szczegółowo przedstawiono aktualny stan uzbrojenia Wojsk Lądowych Sił Zbrojnych RP, a także główne uzbrojenie i wyposażenie Sił Zbrojnych RP. Dodatkowo podkreślono, że oprócz posiadanych zasobów osobowych oraz materialnych niezwykle ważnym elementem wpływającym na potencjał militarny jest kondycja psychofizyczna i również w tym kontekście dokonano oceny żołnierzy Wojska Polskiego. W związku z tym scharakteryzowano elementy kondycji psychofizycznej, do której zaliczono zdrowie psychiczne, cechy osobowości oraz sprawność fizyczną. Podkreślono, że szczególnie istotną cechą, która powinna charakteryzować żołnierza, jest wysoki stopień wyszkolenia fizycznego. W celu poprawnego zrozumienia tego problemu zdefiniowano sprawność fizyczną w podejściu różnych autorów, dokonano opisu podstawowych zdolności motorycznych z podziałem na zdolności kondycyjne i niekondycyjne oraz przedstawiono sposób oceny sprawności fizycznej żołnierzy Wojska Polskiego. W ostatnim etapie odniesiono się do wyników oceny sprawności fizycznej przedstawianych w dostępnej literaturze krajowej. W tym ujęciu zaprezentowano podstawowe wyniki badań przeprowadzone m.in. na żołnierzach Wojsk Specjalnych oraz kawalerii powietrznej.

The Lithuanian-Polish-Ukrainian Brigade's development potential in the context of regional security

Since January 2017 the Lithuanian-Polish-Ukrainian brigade (LITPOLUKRBRIG) is fully operational to influence and shape not only regional security but also international peace out of Europe. Its development potential can contribute to support Ukraine in its current military reform as well as in an accession process to NATO. It can positively impact military competencies, capabilities, and capacities of all founding nations and contribute to a stronger regional identity based on common values, interests, experiences and threats perceptions either. Now is the time for the founding nations to decide whether to keep a status quo of the brigade or to further build its "trademark" upon its strengths and competencies. If they choose the second option, the Brigade has to become more visible and active in the security sphere which leads to the necessity to demonstrate its effectiveness and utility in practice. The purpose of this article is to answer the questions: where is the development potential of the Lithuanian-Polish-Ukrainian Brigade and how it can be used in the context of strengthening both tripartite cooperation and security in the region. In the introduction, the author collides different perspectives on the future of LITPOLUKRBRIG. In the first part, he argues that the brigade can help Ukraine to join the Euro-Atlantic family. In the second part, he justifies that the brigade can have a positive impact on military capabilities development and the interoperability of the armed forces of all founding states. In the third part, he justifies that the brigade has the potential to shape regional security. In the fourth part, he argues that LITPOLUKRBRIG can contribute to building a stronger regional identity and tripartite cooperation based on common values, interests, experiences and common threat’s perception.

Od stycznia 2017 r. Brygada litewsko-polsko-ukraińska (LITPOLUKRBRIG) jest w pełni operacyjna, aby wpływać i kształtować nie tylko bezpieczeństwo regionalne, ale także międzynarodowy pokój poza Europą. Jej potencjał rozwojowy może przyczynić się do wsparcia Ukrainy w bieżącej reformie wojskowej, a także w procesie przystąpienia do NATO. Może pozytywnie wpłynąć na kompetencje wojskowe, zdolności i potencjał wszystkich państw założycielskich i przyczynić się do wzmocnienia regionalnej tożsamości opartej na wspólnych wartościach, interesach, doświadczeniach i postrzeganych zagrożeniach. Nadszedł czas, aby państwa założycielskie zdecydowały czy zachować status quo brygady, czy też budować jej „znak towarowy” na podstawie swoich mocnych stron i kompetencji. Jeśli wybiorą drugą opcję, Brygada musi stać się bardziej widoczna i aktywna w sferze bezpieczeństwa, co prowadzi do konieczności wykazania jej skuteczności i użyteczności w praktyce. Celem tego artykułu jest udzielenie odpowiedzi na pytania: gdzie leży potencjał rozwojowy Brygady litewsko-polsko-ukraińskiej i jak można go wykorzystać w kontekście wzmocnienia zarówno trójstronnej współpracy, jak i bezpieczeństwa w regionie. We wstępie autor zderza ze sobą różne perspektywy dotyczące przyszłości LITPOLUKRBRIG. W pierwszej części przekonuje, że brygada może pomóc Ukrainie w przystąpieniu do rodziny euroatlantyckiej. W drugiej części uzasadnia, że brygada może pozytywnie wpłynąć na zdolności wojskowe i stopień interoperacyjności sił zbrojnych wszystkich państw założycielskich. W części trzeciej uzasadnia, że brygada dysponuje potencjałem do kształtowania regionalnego bezpieczeństwa. W części czwartej przekonuje, że LITPOLUKRBRIG może przyczynić się do budowania silniejszej tożsamości regionalnej i trójstronnej współpracy opartej na wspólnych wartościach, interesach, doświadczeniach i wspólnym postrzeganiu zagrożeń.

Artykuł przedstawia uwarunkowania tworzenia Wojsk Obrony Terytorialnej (WOT). Opis problemowy nawiązuje do doświadczeń w tym zakresie, wskazuje na postawy normatywne i prace analityczno-projektowe traktujące o tej formacji oraz określa jej znaczenie w Systemie Obronnym Państwa (SOP). Wskazane zostały też relacje problematyki WOT z przedmiotem badań, zwłaszcza dyscypliny nauk o obronności, a w niej ze sztuką wojenną, gdzie umiejscowione są działania tych wojsk. W części końcowej artykułu przedstawiono elementy koncepcji organizacyjno-funkcjonalnych tworzenia potencjału WOT. Uogólnienia syntetyczne i oceny prognostyczne zawarte zostały w podsumowaniu, w którym zaakcentowano związki z projektami technicznymi (sprzęt, uzbrojenie).

The article presents the conditions necessary for setting up of Territorial Defense Forces. The problem’s description relates to experiences in this field, indicates a normative approach as well as analytical and project stipulating studies dealing with this type of forces, pointing-out its meaning within State Defense System. Additionally relations between the TDF problematic and the research subject have been shown, especially with regard to defense studies such as the art of war, within which the functioning of these forces is incorporated. The final part of the article presents the elements of organizational and functional concepts of TDF potential creation. Synthetic generalization as well as prognostic assessment have been comprised in the summary that also accented on related technical projects (equipment, armament).

W pracy podjęta została próba określenia poziomu aktualnej pozycji regionalnej Iranu na Bliskim Wschodzie poprzez pryzmat działalności Korpusu Strażników Rewolucji Islamskiej. Rozwój sytuacji geopolitycznej regionu wraz z licznymi problemami politycznymi stał się spoiwem dla tworzenia systemów zabezpieczeń stosowanych przez państwa regionu. Ponadto, wydarzenia zmieniające równowagę w regionie stają się elementem pobudzania działalności Iranu, który dostrzega w tym szanse nie tylko na zabezpieczenie własnej suwerenności, ale również na zwiększenie swojej roli w regionie. Podstawą tych działań jest chęć uzyskania zdolności do prowadzenia nieregularnych i niekonwencjonalnych działań zbrojnych. Punktem na mapie budowy tych zdolności jest Korpus Strażników Rewolucji Islamskiej wraz ze swoimi zróżnicowanymi oddziałami wewnętrznymi. Jest to kluczowa aktywność Iranu w ramach regionalnej wojny wpływów.

The aim of this article is to examine the current level of Iran’s regional position in the Middle East through the prism of the activities of the Islamic Revolutionary Guard Corps. The development of the geopolitical situation of the region, together with a number of political issues has become a bond for the development of security systems by major countries in the region. In addition, recent crisis and political issues changing balance in the region has become a part of stimulating activities of Iran. Iran sees the chance to secure its sovereignty and also the chance to increase its role in the region. The basis for these actions is the desire for the ability to conduct irregular and unconventional warfare. Islamic Revolutionary Guard Corps with their internal diverse divisions is a point on the map in the construction of these capabilities. This is Iran’s main activity in order to development its regional influence war.
