The article is devoted to the problem of studying Israel’s experience in psychological rehabilitation and support of war veterans who have experienced combat stress. It reveals the main methodological principles („VISED”) of providing support by Israeli military psychologists to servicemen and war veterans. The main emphasis is on the importance of following the principles of „VISED” to support military personnel in situations of stress and psychological trauma. The article highlights Ukraine’s interest in familiarization, adaptation and application of Israeli experience in the field of medical and psychological rehabilitation of veterans, their families and families of fallen servicemen. The need to involve experts and implement innovative approaches to create a similar system in Ukraine, taking into account the specifics of the region, which will contribute to comprehensive rehabilitation and assistance to victims of Russian aggression, is emphasized. Implementation of Israeli practices and work methods will help to improve the quality of life of the affected persons and contribute to their social adaptation.

Artykuł poświęcony jest problemowi badania doświadczenia Izraela w zakresie rehabilitacji psychologicznej i wsparcia weteranów wojennych, którzy doświadczyli stresu bojowego. Ujawnia główne zasady metodologiczne („VISED”), którymi posługują się izraelscy psycholodzy wojskowi, udzielając wsparcia żołnierzom i weteranom wojennym. Główny nacisk kładziony jest na znaczenie przestrzegania zasad „VISED” w wsparciu personelu wojskowego, w sytuacjach stresu i traumy psychologicznej. Artykuł podkreśla zainteresowanie Ukrainy z zapoznaniem się, adaptacją i zastosowaniem izraelskiego doświadczenia w dziedzinie medycznej i psychologicznej rehabilitacji weteranów, ich rodzin oraz rodzin poległych żołnierzy. Zwraca się uwagę na konieczność zaangażowania ekspertów i wprowadzenia innowacyjnych podejść, w celu stworzenia podobnego systemu na Ukrainie, uwzględniając specyfikę regionu, co przyczyni się do kompleksowej rehabilitacji i pomocy osobom dotkniętym rosyjską agresją. Wdrożenie izraelskich praktyk i metod pracy przyczyni się do poprawy jakości życia poszkodowanych osób i ich adaptacji społecznej.

Purpose: The main objective of the research presented in this paper is to identify the research gap in the management of the process of competence preparation of soldiers in the context of their social roles and expectations of citizens. To achieve this goal, the first part of the paper explains the concepts of professional training and activities that shape a professional serviceman. The second part of the paper is devoted to social competence vs. emotional intelligence in the management of military personnel. The third part analyzes the results of a study of the extent to which military personnel fulfill the roles assigned to this formation in society. Design/methodology/approach: The research presented in this study is based on the analysis of the literature and critical review of selected areas of professional preparation of military personnel. The literature study also took into account secondary sources, which were research communications in the subject area. Using methods of logical deduction and inference, conclusions and recommendations were derived, which are presented in the final part of the article. The combination of different research methods made it possible to obtain a broader context of the phenomenon under study and ensured a higher quality of the research conducted. Personal experience regarding the training of military personnel was also used, as the author is professionally involved in the academic training of military personnel, as discussed in this paper. Findings: The dynamics and high level of complexity in the modern world of VUCA, moreover the expectations of societies force the continuous improvement of the process of competence preparation of military personnel. Studies indicate that the profession of a soldier is oriented towards fulfilling the basic needs of the other which are the needs for security and protection of private property and more broadly of society as a whole. In the research, those interviewed presented that they feel a moral responsibility to fulfill their role primarily to society and their own conscience. This is confirmed by the awareness of military personnel as to their choice of vocation in their professional life and service, as well as the properly conducted process of professional development of cadres and the correct direction of competence development. However, in areas such as the opinions of subordinates, one can find opinions suggesting demonstrated deficiencies in social behavior, especially in superiors, which should be monitored in professional development and supplemented as necessary. Research limitations/implications: Continuous changes in the sphere of security, customs, trends and in the structure of societies result in the emergence of new expectations and needs addressed to military personnel. This is a contribution to continuing research on the directions of development in the field of competence development in a dynamically changing environment. Practical implications: The recommendations developed on the basis of the research is the identified need to develop professional competence in the emotional intelligence (competence) of military personnel, especially in the cognitive and social aspects, ensuring the adaptation of soldiers to function under threat conditions. This should result in the expansion of the periodic evaluation questionnaires, to which soldiers are subjected, with indicators and measures relating to the individual assessment of competence preparation in relation to social and emotional competence, and the preparation of a program to improve the diagnosed shortcomings in this area. Originality/value: Based on the conducted research, the article proposes original system solutions for managing the competence development of military personnel in their roles in society.

Purpose: The purpose of this article is to explain the process of military personnel reconversion, as well as to assess its impact on the improvement of the social security of soldiers discharged from professional military service as a result of the restructuring of the armed forces. Method: The scientific methods used in the paper include: analysis and criticism of the literature on the subject, as well as logical analysis and construction. The research was carried out on the basis of data on the Polish Armed Forces. Results: Analysis of the available sources allows for a thesis that reconversion of military personnel may have a significant impact on the improvement of the social security of military professionals and the condition of the armed forces, provided that the organizational and legal conditions are fully adapted to its needs. Conclusions: Currently, reconversion of military personnel is carried out under optimal conditions and has the appropriate organizational potential and legal basis to secure the restructuring process of the Polish Armed Forces.

Pole elektromagnetyczne jest jednym z istotnych czynników występujących na stanowiskach pracy w jednostkach organizacyjnych resortu obrony narodowej. Specyfika pracy personelu wojskowego w zasięgu promieniowania elektromagnetycznego ze względu na rodzaj stosowanych urządzeń, często utrudnia zastosowanie krajowych przepisów bezpieczeństwa i higieny pracy. W celu pełnej ochrony zdrowia personelu wojskowego i zapewnienia bezpieczeństwa pracy w Zakładzie Ochrony Mikrofalowej Wojskowego Instytutu Higieny i Epidemiologii opracowano projekt normy „Bezpieczeństwo i higiena pracy. Ochrona przed promieniowaniem elektromagnetycznym. Profilaktyka i ochrona zdrowia personelu zatrudnionego w zasięgu promieniowania elektromagnetycznego od 0 Hz do 300 GHz”. W artykule omówiono określone w normie wymagania dotyczące profilaktyki i ochrony zdrowia personelu wojskowego zatrudnionego w zasięgu promieniowania elektromagnetycznego, wymagania w zakresie oszacowania narażenia personelu na promieniowanie elektromagnetyczne według skali względnej dla potrzeb profilaktyki i ochrony zdrowia personelu, a także zasady postępowania w wydarzeniach wypadkowych związanych z promieniowaniem elektromagnetycznym.

The electromagnetic field ( the electromagnetic radiation) is one of the most essential factors, which exist at the workplace at the organizational units of the Ministry of National Defence. The specificity of work of the military personnel, within the electromagnetic radiation range, often impedes an application of the civil National Safety and Health at Work regulations. For the complete protection of health of the military personnel and assurance of work safety in the Department of Microwave Safety, at the Military Institute of Hygiene and Epidemiology was formulated the proposal of standard: “Occupational safety and health. Protection against electromagnetic radiation. Prophylaxis and health protection of personnel working at the range 0 Hz to 300 GHz of electromagnetic radiation”. The article presents specified in the standard the prevention and health care requirements for the military personnel, who is employed at the electromagnetic radiation exposure area, estimation of risk of the electromagnetic radiation exposure by a relative scale for the prevention and health purposes and the code of actions after accidents which may occur in the electromagnetic field area.

Uczestnictwo sił zbrojnych państw członkowskich NATO oraz Unii Europejskiej w operacjach reagowania kryzysowego, również we wrogim (niesprzyjającym) środowisku, zwiększa niebezpieczeństwo odizolowania personelu, zarówno wojskowego jak i cywilnego. Nikogo nie trzeba przekonywać, że utrata własnych żołnierzy lub pracowników cywilnych może skutkować daleko idącymi następstwami, włącznie z wycofaniem sił wojskowych z rejonu operacji. Stąd, niezwykle ważnym jest utrzymywanie odpowiednio zorganizowanych i wyszkolonych zasobów, zdolnych do odzyskiwania personelu w czasie pokoju, kryzysu i wojny. Świadomość istnieniu takich jednostek wśród żołnierzy i innych aktorów uczestniczących w operacji, niewątpliwie zwiększa ich morale. Problematyka odzyskiwania personelu w NATO i UE ma swoje odzwierciedlenie w zapisach stosownych dokumentów normatywnych. Niestety, brak jest pełnego konsensusu pomiędzy poszczególnymi państwami, co do zapisów i kształtu doktryn odnoszących się do procedur, taktyki, technik oraz szkolenia w przedmiotowej problematyce. Niniejszy artykuł przedstawia ewolucję zasadniczych uregulowań doktrynalnych odnoszących się do odzyskiwania personelu w NATO i UE. Charakteryzuje również ogólne założenia sojuszniczej doktryny AJP-3.3.9 oraz unijnej koncepcji w obszarze odzyskiwania personelu. Ważnym elementem pozostaje także problematyka edukacji, szkolenia i treningów z omawianego obszaru.

The article deals with officers’ preparation to allied operations. Its main task is to diagnose the existing state of preparing officers to carry out tasks in operations overseas and answer the question how officers’ preparation to operations outside the country is currently conducted. The article includes legal acts of the participation in missions, principles of officers’ qualification to operations overseas and the present state of the subunits’ preparation to participate in allied operations. The basis to describe this system was the preparation of respective Polish Armed Forces’ contingents to operation Iraqi Freedom and current ISAF stabilization mission in Afghanistan.

Nowadays the quality of knowledge, competence gained and stance presented acquire more and more importance as they decide about officer’s further development and affect his/her successes or failures. Motivation to act is the factor which enables achieving significant results at work. Behaviour, based on a certain motive, is cm activity directed to achieve a goal. Shaping motivation among officers on specialist courses is considered to be one of management functions. It is commonly known that the state of being motivated sparks creativity, effectiveness, enthusiasm, loyalty and engagement in work and military service. Over half of the respondents believe that the decision concerning their participation in the specialist course was due to an order (external motivation) but, to a large extent, it resulted from officers’ individual professional aspirations and plans (internal motivation). The research results confirmed that there is a connection between motivation aspects of officers’ acting and processes of their personality shaping and functioning.

The contents of leadership training, the education goals and didactic requirements make up for the structure of the leadership training programme. Certain didactic and educational activities that are to cause complex changes in the leadership competencies of the learners are the attributes of the programme of leadership education. The following problems should be included in the content structure of leadership training: genesis, legitimacy, components, stimulators, leadership inhibitors, leadership competencies, strategies, tactics and techniques of leadership, leadership errors and pathologies and the leadership training methodology. The leadership education includes such subjects as leadership history, philosophy, sociology, psychology, didactics, legal aspects, research methodology and also theory and practice of a specific kind of leadership.

The aim of this article is to present the career army as a final solution of the Armed Forces concept in our country. The presented diagnosis and evaluation of conditions of the career army functioning makes up a complex of methodological and essential issues. The issue of forming career armed forces in Poland has been discussed for a long time. Similar ongoing process in other countries, social transformations in Poland and other countries and most of all the necessity of a wider participation of the Polish Armed Forces in military operations outside Poland contribute the present state of affairs. A social and military potential as well as high level of social and economic development in countries that already have career armed forces are important for this process. Creating a fully career army requires bearing high costs connected with maintaining the personnel and purchasing military armament and equipment. The decreasing of armed forces in NATO countries is caused by both the high costs of their maintaining and also by a tendency to create a professional army model. Today countries need smaller but more professional and effective armies. The army of the future must be far more effective at the comparably similar level of financial expenditures. The functioning of career armed forces in Poland seems the necessity of the near future.

They constitute one of the groups of the military which have been fulfilling an important function during the transformation. The portrait is based on opinions by the professional military evaluating chaplains’ activity in their immediate surrounding.

The article attempts to implement the basic recommendations and assumptions of human resources theory onto military science subordinated to problems of contemporary armed forces’ personnel management. Taking into account an interdisciplinary character of human management theory and practice focus of attention, the presented subject matter has been analysed due to these scientific subdisciplines that can be recognised as guidelines for problems under consideration. Thus the basic areas of knowledge basing on which the description. and analysis of military personnel management have been carried out include praxiology, theory of organisation and management, selected humanities such as psychology and sociology of organisation and management. Presented cognitive-methodological assumptions determined the range and contents of considerstions discussed in the article over procedural dimension of human resources management in the military. In the introduction the idea of management in a systemic approach has been identified and explained from the point of view of a classical cycle of organised actions. Then the basic functions of military personnel management have been listed and described including personnel planning, organising working teams, motivating subordinates to take actions and also supervision and evaluation of military personnel members and their professional activity effects. It is hoped that considerations in this article that relate to the effectiveness of managerial (commanding) activities will prove the need to develop an entirely scientific thought on praxiological dimension of officers’ professional preparation to contemporary military service.

The article shows sociological aspects of the armed forces development at the beginning of the 21st century. The author focuses on sociological analysis of institutional-organisational understanding of the armed forces, as well as contemporary conditions of transformations of the army from an institution to an organisation. Considerations connected to types of strategy used in the transformation process seem very important for having a critical attitude towards conducting the modernisation and reorganisation of the Polish armed forces.
