The analysis of conditions how contemporary military operations are conducted and changes that take place in the Polish Armed Forces’ structures leads to a conclusion that the execution of tasks is closely connected with the necessity to use more and more advanced technical assets to transmit information. This should also be reflected in the ways information is exchanged between personnel on command posts (CPs) on land forces’ tactical level. The reorganization of command structures and new positions in command subunits enforces rethinking of information transmission (orders, decisions) and information security during combat operations. CP commands, organized by command battalions, have a special role to play in this process. Research made in this area shows that only a properly constructed organizational and functional structure of these sub-units and equipping them in modern communication and IT assets allow meeting the challenges of the modern battlefield (area of operation - AOR). Therefore it is appropriate to make an analysis of future command sub-units and information links organized by them in the superior’s command system in reference to the conditions of a future battlefield (AOR). The article deals with the possibilities to apply structural and technical solutions to transmit information for the needs of command posts and communication hubs from the battalion level to the division including. The author presents information links and correlation between different elements of command and control structures that are reflected on CPs. He also shows possible directions of development and changes in this aspect in relation to commanders’ needs and expectations. At the same time, the necessity to meet operational, technical and exploitation requirements is stressed. In addition, the capability to exchange information in centric network environment is discussed.

The article presents selected problems concerning teleinformatic network organization for crisis management needs in the province (voyvodship) area. Basing on assessed information needs of crisis management bodies organized in the province, that may function in a standard and emergency modes, modern electronic communication services and teleinformatic network structure have been defined. The teleinformatic network for crisis management in the province was based on just being implemented by the Ministry of the Interior program of Polish regional, district (poviat), municipal and communal teleinformatic networks organized by local government bodies.

The aim of the article is to present reconnaissance cycle conducted by specialist reconnaissance cells. Information operations require dealing with all accessible information, thus determining which information is essential, searching for missing pieces of information, processing it and distributing to the interested party. Update information is crucial on contemporary battlefield as the situation changes very dynamically. Therefore IT technologies are widely introduced to all basic information operations and the methods of working on information are constantly improved. It must be stressed that the lack of a precise beginning and end of particular stages are characteristic for the reconnaissance cycle. Thus all cycle stages are closely connected and they interpenetrate. Each cycle must be synchronized with decision-making process and is conditioned by the commander’s information needs. The reconnaissance cycle is carried out in peacetime, crisis and wartime.

Zjawisko organizowania przestrzeni informacyjnej na potrzeby sił zbrojnych istnieje już od kilkunastu lat, i trend ten wciąż się nasila. Sprzyjają temu zarówno osiągnięcia technologii informacyjnych, jak i wyniesione z praktycznych zastosowań i rzeczywistych doświadczeń przekonanie, że technologie te mogą i powinny być głównym czynnikiem sukcesu współczesnych i przyszłych działań zbrojnych oraz szeroko rozumianego bezpieczeństwa narodowego. W połączeniu z tworzoną od kilku lat koncepcją działań sieciocentrycznych (Network Centric Warfare – NCW), wykorzystującą wiedzę zgromadzoną w sieciach internetowych i centrycznych do formowania i stosowania wielorodzajowej siły, działania zbrojne mogą się stać – i stają – nieporównywalnie bardziej efektywne. W pewnym uproszczeniu działania sieciocentryczne można opisać jako bazującą na przewadze informacyjnej koncepcję, według której wzrost siły bojowej jest generowany poprzez połączenie w sieć informacyjną sensorów, decydentów i systemów walki w celu osiągnięcia wspólnej świadomości, zwiększenia szybkości dowodzenia oraz tempa operacji, zwiększenia skuteczności uzbrojenia, odporności na uderzenia przeciwnika i stopnia synchronizacji działań. Zatem działania sieciocentryczne przekładają przewagę informacyjną na siłę bojową poprzez wydajne połączenia dysponujących wiedzą różnych jednostek organizacyjnych na polu (w przestrzeni) walki.

The trend of organizing the information space for the needs of armed forces is visible last couple of years and still continues, mainly because of the IT technologies achievements. The main popular believe is that high technologies can be and should be the main factor of common and future military activities, since positive impact on the widely understood national security. Technology, and growing with it last few years Network Centric Warfare Concept (NCW) became a unison, in which the knowledge gathered in nets is used to form a kind of multi-force military activities that could be proven – as they are now – much more effective. Simply speaking, NCW could be described as information superiority based concept, in which the combat power growth is generated by connecting into common information net: sensors, decision makers and combat platforms to achieve a common situation awareness, speed C2 and operations tempo, increase weapon effectiveness, resistance to enemy strikes and level of operations synchronization. In other words NCW transfers information superiority into combat power by efficient connectivity of having different knowledge units which exist in the battlefield (battle dimension). But is the concept mentioned above an ideal panacea for all requirements of present and future conflicts and threats? Does it have any important weaknesses? And if any, is the result of strong points able to cover negative results of eventually existed weak points? That is why it is worth to identify specifics of NCW. Thanks to that it would be possible to classify each military (or national security) operation as a network centric or not – as an old time style industrial era activity.

The article presents the assessment of applying the wireless network WiMAX for the needs of military tactical systems. Firstly, the most important parameters and mechanisms are defined in IEEE 802.16 standard referring to the equipment physical layer specification and the media access protocol operation. Then the terms referring to IEEE 802.16 standard and WiMAX devices are defined. The next chapters are devoted to range and effectiveness tests. They include the description of test configuration, basic parameters of equipment performance and test results. The final chapter includes conclusion and summary.

The information era threats pose a great challenge for modern societies’ functioning. They create an essential element shaping the character of current armed conflicts. Information operations play a special role in armed forces’ operations. However, the development of the mentioned above threats requires elaborating new solutions exceeding traditional perception of the operations in question. The concept that seems to fill in the loophole in information space is defined as strategic communication. The basic elements of this concept include information operations, public diplomacy, services rendered in the radio and television programmes area and public relations. The latter is interpreted in different ways and therefore the article shows various interpretations of this strategic communication component drawing special attention to such activities undertaken during crisis response.

The automation of information processing causes that reconnaissance elements make up subsystems of information-coupled reconnaissance measures. New technologies generate new sources of information, which in turn allow acquiring data so far inaccessible. Situation imagery and taking advantage of reconnaissance knowledge are not a simple matter in spite of technical development because the excess and complexity of information generate big problems with data interpretation. In military experts' opinion, the number of data processing means is insufficient in order to meet demands, due to the degree of data complexity. Therefore, in order to ensure the effective application of reconnaissance system, it must be organized in a “mega system” and must be integrated with global systems of (fire, electronic, psychological) operations. It will enable the control of information resources through all joint (combined) operation’s components. The article shows technical and operational assumptions of reconnaissance system within Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR). Basing on lessons learned in operations in Afghanistan and Iraq, a thesis may be drawn that the borders or differences between various kinds of operations are more and more obliterating. Therefore, it may be concluded that the Intelligence, Surveillance and Reconnaissance (ISR) systems may be probably used in all future missions in which armed forces participate. Thus, in peacetime and in time of growing crisis situation, the ISR systems will be engaged in data acquisition. System developments in this area are taken over by the US Armed Forces, which in network centric warfare (NCW) experts’ opinion are the world leaders in the area of implementing and exploiting ISR systems and NCW concepts.

In the contemporary world of military operations, combat operation is still a complicated process that is a simple continuation of politics, according to Clausewitz’s classic definition. Nowadays further race of science fiction with sophisticated science and technical development seems to have no sense. Why? Due to the fact that acquiring and possessing information minimises the risk. A skilful use of information by PR techniques, or by medical manipulations permits modern military commanders to determine the results of military operation even before the conflict breaks out. A hermetic culture and civilisation barriers lead to the lack of success in Iraq. As in a vicious circle, we come to the conclusion that each commander creates the environment not only by the firepower and manoeuvres but by information as well, which is gathered by others in various forms. Information processing is the main way to transform the information overloaded world. The only superpower in the world - the USA has been shaping its own world using such projects as Echelon, SDI and others.

Both in armed fighting conditions and in peace operations, the information stream is used by simple and complex organisations (reconnaissance structures). Depending on the purpose, amount of processed data and distribution of new information contents, the importance of selected organisation components varies, furthermore their number and location in operation space is different. Reconnaissance organisations function with a different purpose and structure in the whole area of activities. The article presents basic information stream components. Appropriate functioning of command and control system and destruction handling depends on information supply, therefore, according to the author it seems necessary to distri bute the information stream due to selective users’ needs. Functioning of tactical reconnaissance system depends on the quantity and quality of information. Approaching modernisation of the army, reconnaissance system including involves rapid changes in the structure and equipment of reconnaissance units in the nearest future. Undoubtedly, the efficiency of taking advantage of gained information depends on automation of several information processes. However, the decreasing number of exercises co-ordinating reconnaissance systems leads to the loss of efficiency in mutual co-operation between the destruction and reconnaissance systems to recognise a situation on the battlefield. In consequence such a situation will make the exchange procedures of acquired information disappear.

Information stream is used by various reconnaissance structures both in armed fighting and peace operations as well. The importance of particular elements of reconnaissance organisations depends on the destination, amount of transformed data and distribution of new information contents. The article presents information stream basic elements. According to the author it is necessary to split the information stream due to its users needs. However, the effectiveness of using the gained files depends on the automation of many information processes. Decreasing number of exercises co-ordinating reconnaissance systems leads to the loss of effectiveness in mutual co-operation between fighting means and recognising a situation on a battlefield. Such a situation may result in disappearing of procedures that exchange acquired information files.
