This paper presents a rocket flight safety analysis using methods from the internationally recognized standard RCC 321-20 with an emphasis on a suborbital launch from the Polish coast. Currently, several entities are launching (or planning to launch) suborbital rockets and land them in the Baltic sea – and such flights are expected to be performed using more and more capable rockets with increasing launch frequency. While the present approach in Poland is to close a predefined air space, monitor or close the maritime zone to any traffic and ensure that the impact point dispersion of all rocket elements will fit within that restricted area, established and proven methods often take advantage of advanced calculations of flight risk to the public, aircraft and vessels. This paper demonstrates this approach and compares relative rocket or missile flight safety from Poland to other locations frequently used for such exercises. The results of this work may also be beneficial when planning safety measures for military exercises involving missiles.

Autor omawia współpracę wojskową - jej skalę i zakres - Rosji i Białorusi po 2014 roku. Analizuje zmiany, jakie zaszły w tej dziedzinie po interwencji rosyjskiej na Ukrainie. Przedstawia podstawy prawno-traktatowe białorusko-rosyjskiej współpracy, a także główne punkty sporne w obustronnych relacjach. W ostatnich latach pogłębiły się różnice w polityce międzynarodowej obydwu państw. Rosja od swego najbliższego sojusznika oczekuje poparcia w konflikcie z Sojuszem Północnoatlantyckim oraz jednoznacznego uznania zasadności jej interwencji na Ukrainie. Rosyjskie dążenia do pogłębienia integracji z Białorusią, również w sferze wojskowej, są intensywne zwłaszcza w ostatnich miesiącach. Autor zwraca uwagę na współpracę w dziedzinie przemysłu zbrojeniowego obydwu państw, a także na wspólne manewry wojskowe oraz proces kształcenia białoruskich żołnierzy w rosyjskich uczelniach wojskowych.

Content available remote Determinants of Military Cooperation Between Belarus and Russia After 2014

The author discusses the scale and scope of military cooperation between Russia and Belarus after 2014. He analyses the changes that have occurred in this area after the Russian intervention in Ukraine. He presents the legal and treaty basis of the Russian-Belarusian cooperation, as well as the main points of contention in bilateral relations. In recent years, the differences in the international policies of both countries have widened. Russia expects its closest ally to support it in its conflict with the North Atlantic Alliance and to unequivocally recognize the legitimacy of the Russian intervention in Ukraine. Russian efforts to deepen integration with Belarus, including the military sphere, have been intense, especially in recent months. The author also draws attention to the cooperation in the field of the armaments industry of both countries, as well as joint military exercises and the process of training Belarusian soldiers at Russian military universities.

In the twenty-first century, information flows have become necessary to ensure the efficient and effective management of military organisations, which is required for support in the form of modern information tools. The military organisation requires rapid data collection, processing and analysis to manage them, not only within the organisational structure, but also to derive information from subordinates. The above mentioned factors have become an indispensable part of the functioning of the Computer Assisted Exercises (CAX’s). This article covers the role of full information exercises and which systems and technology are the most commonly used exercises conducted at the War Game & Simulation Center (WG&SC'). Some of the research has been characterised with modern tools in the form of a simulation system and other applications that support management and a verification exercise of their usefulness in training commands and staffs using the example of the exercise organised by the Inspectorate for Polish Armed Forces Support, under the codename Silesia-14.

The coordination of reconnaissance system is a constant process. After the basic training period, each unit where reconnaissance systems operate should be assessed in reference to the coordination of its components. In further training periods, the activities assessing the coordination are repeated until the end of training is reached. A commander is responsible for the coordination on each level. Provisions in doctrinal documents explicitly show who is responsible for the coordination of warfare systems.The article describes exercise ANKONDA 2010 and features difficulties experienced by the team controlling the coordination of reconnaissance system on the highest level of command. The first part of the article contains a general analysis of doctrinal documents concerning problems of reconnaissance system coordination and shows discrepancies in documents and the necessity to elaborate more homogeneous documents and sometimes even devising new ones. The second part of the article presents remarks and propositions of an assessment chart for reconnaissance system coordination on an operational level. This attempt may be imperfect, the only one though.

An appropriate course of the cycle of a decision-making process depends largely on commander’s correct accomplishment of activities referring to the task analysis. Without any doubt, they include precise formulation of his/her own task and thought in such a way that they would be explicit and fully understood for the subordinates. Unfortunately, this activity frequently causes many troubles resulting from the lack of homogenous methodology in this area. The article presents one of such methods that allows efficient formulation of a precise own task but also commander’s identification of criteria used further in the decision cycle of the process of command while comparing different variants of operation by the staff. It is a discursive essay inspiring to search and show various solutions in this area.

The political-military situation in Europe, internal conditions of a country and a new organization and principles of functioning of the armed forces - these are the basic determinants enforcing a permanent verification and update of assumptions as well as forms and ways of training all the elements of defense system, especially the entities commanding the army. Military pragmatists and theoreticians have recently made substantial efforts to study the problem of commands and troops preparation to conduct combat activities. These efforts should result in new, fit for contemporary times, solutions in the training system of the Polish Armed Forces, including the subsystem of the Army training. This service, just like all other components of the armed forces, has been undergoing downsizing and reorganization. The aim of the reform formulated many years ago is still relevant and involves: increasing operational capabilities and mobility, introducing new structures and functional solutions adequate to the requirements of modern warfare, increasing professionalization and modernity,. Despite the invariability of the main goal of training, the need for continuous adjusting the content of training to the actual conditions of its realization still exists. The former ideas reflecting the past should be replaced with the relevant new ones. If we do not adjust them, our actions will depart from reality and we will be less able to act effectively. This thesis of Alvin Toffler applied to our armed forces means the process of permanent improvement in every aspect of the army’s existence. Especially today, when the army is being prepared to operate abroad. The joint execution of military and nonmilitary tasks now and in the future requires the introduction of the professional armed forces ready to cope with these tasks. This readiness is possible to achieve only by permanent implementation (improvement) of the training process. Training has always been the main task of the armed forces in time of peace. It has been conducted to prepare the commands and armies to organize and wage operational-tactic actions in case of military conflict or war. All armies use national forms, methods and ways of training that have been worked out through the years and determined by tradition, the wealth of the country, the society’s attitude to military service and training base they have at their disposal. In the article the elements of the army training system in functional and organizational aspects are presented.

The military has introduced last year new normative documents known as doctrines. An example of these could be the instruction on the preparation of conducting exercises with commanders and troops of the Polish Armed Forces, which is designated as DD/7.1.1. Taking into consideration of doctrinal records, the author presents in this article the composition, tasks of the teams and persons in charge of tactical-special exercises with company-size communications units. The proper selection of personnel and funtional teams for the supervision of such exercise can guarantee its proper administration. Depending on the level of command the organisational structure of the exercises’ leadership, the tasks of the supervising personnel and functional teams will vary. Therefore, the article should be viewed as a source for discussion or further search for such organisational structure of an exercises’ supervising personnel, which would on one hand be suitable from the doctrinal perspective, and on the other be proper from the exercise’s needs perspective.

The main task areas for an Exercise Director while exercise planning are the following: analyses of all conditions and limitations that influence the preparation, organization and course of an exercise, mostly its shape, i.e. building the concept assumptions for preparing and conducting an exercise, issuing an order to prepare an exercise and work out guidelines for its authors’ team and controlling the authors’ tam's work. The range of work differs depending on the type, kind, form and momentum of an exercise. Having analyzed all the data, the exercise director makes a synthesis of all conclusions resulting from information analysis that is the basis to prepare an exercise and formulates conception assumptions to prepare and conduct an exercise (thus the so called exercise project), After developing the conception assumptions to prepare and conduct an exercise, the exercise director prepares guidelines for the authors’ team. In order to authorize all organizational and preparatory activities connected with the exercise, an order relating to preparing the exercise is issued.

The planning of operational - tactical training is a necessary component that decides on the right training functioning in mechanised and armoured brigades’ commands. The planning of brigade command is an integral part of a complex planning of training in a unit and the planning process binding in the armed forces. At the same time it is the commander’s basic activity that ensures the correct functioning of the brigade in peacetime. The article presents the analyses’ results of normative documents’ that provide general principles of planning the commands training in the Polish Armed Forces, the course of the planning process in the brigade, as well as forms and contents of documents that are made as a result of the planning. Numerous publications that contain opinions and viewpoints of German and American authors on the planning of training have been used in the article. Consequently, similarities and differences have been defined in comparison with other allied armies, mainly American and German ones. Basing on the considerations included in the article, the research results and the planning process presented in the literature on organisation management theory, the modification of the planning training process by the brigade command has been suggested. In conclusion, it can be stated that the aim of planning the training by the brigade command, the decision and intention (concept) of training activity including, is to help maintain the effectiveness of managing the training process and provide guidelines for future actions to accomplish it. It can also be added that the process of training planning is a universal activity, performed by all commands on this organisational level of the land forces. However, there are not two brigade commands (or any other organisations) that would do it in an identical way. Therefore the procedure of training planning proposed in the article is a general pattern that draws some helpful framework-convergent with the operational planning process. It contains, as any planning process, three basic stages, i.e. planning, decision-making and detailed planning. Moreover, the establishing of the training situation (in the operational planning process-determining the position), assigning tasks and control may be added to the mentioned above stages.
