Na jej kanwie autor wyjaśnia różnice znaczeniowe między takimi pojęciami jak „doktryna wojenna” i „doktryna wojskowa”. Ma nadzieję, że treść rosyjskiego dokumentu zainteresuje szersze grono specjalistów, nie tylko wojskowych, oraz pokaże rzeczywiste intencje przywódców współczesnej Rosji.

The article includes a translation of the Russian Federation’s new war doctrine. The author explains the differences in meaning between such terms as “war doctrine” and “military doctrine”, and hopes that the Russian document will be of interest to the wider spectrum of specialists, not only military specialists, and show the actual intentions of contemporary Russia’s leaders.

Although the Luftwaffe won a signal victory in the Polish campaign in September 1939, the campaign also exposed many serious flaws in the doctrine, tactics, equipment and organization c f the Luftwaffe. The Luftwaffe used the experience of the Polish campaign in a very effective program to examine and revise the Luftwaffe„s doctrine and tactics in time for the gr4eat campaign in the West in May/June 1940. Germany's success against the Western powers in 1940 was, in large part, due to the superior doctrine and tactics of the Luftwaffe. This article is a case study of how a military force can effectively learn from recent operations and quickly apply the lessons in the form of doctrinal change.

Właściwie skonstruowana doktryna obronna umożliwia przygotowanie sił zbrojnych do prowadzenia działań bojowych oraz zabezpieczenia funkcjonowania w okresie pokoju i konfliktów zbrojnych. Błędy popełnione już na etapie wypracowania doktryny mogą się zemścić w praktyce. Takim przykładem jest brytyjska doktryna wojenna z okresu 1919-1939. Początkowo rząd brytyjski nie przewidywał zagrożenia międzynarodowego, cięto budżety wojskowe oraz redukowano stany osobowe sił zbrojnych. Wojsko było słabo opłacane, przez co brakowało chętnych do służby. Nie dostrzegano także zagrożeń ze strony Niemiec, koncentrując się na Dalekim Wschodzie. Zakładano również, że blokada ekonomiczna określonego państwa przynosi wymierne efekty militarne bez potrzeby prowadzenia działań wojennych. Historia zweryfikowała te błędne zalożenia.

Properly developed defense doctrine allows for a proper preparation of the armed forces to conduct combat actions and secure situation in time of peace and conflict. The mistakes made during the stage of doctrine development could have damaging results in later practice. The illustration of this may be British war doctrine from 1919-1939. British government had never anticipated any international threat situation, and the military budgets would be reduced as would be the personnel of the armed forces. The army was underpaid, which was discouraging for potential candidates for military service. Germany was not considered as a source of threat, and the government's attention focused mainly on the Far East. Also, Great Britan's economic blockade of Germany was believed to be enough to prevent it from entering into war. History, however, verified this belief.

Each country forms its security system to ensure the inviolability of its territory. The strategy adopted by Russia derives from the newest Military Doctrine of the Russian Federation. This document is the subject for consideration for the writers of this article. In many periodicals a number of opinions are expressed about the strategy and resulting problems, so the authors decided to once again discuss this matter.
