Stałą funkcją państwa jest prowadzenie przygotowań obronnych. Podstawę przygotowań obronnych państwa stanowią potrzeby obronne oraz wynikające z nich zadania obronne. Są to przedsięwzięcia realizowane przez organy władzy i administracji publicznej, jednostki organizacyjne podległe i nadzorowane przez te organy, instytucje państwowe, przedsiębiorców oraz obywateli. Związane są z przygotowaniem państwa do sprawnego działania i przetrwania w warunkach zewnętrznego zagrożenia państwa i w czasie wojny, a także usuwanie skutków po zażegnaniu zagrożenia, zmierzające do przywrócenia stanu normalnego funkcjonowania państwa. Zadania te w administracji publicznej są realizowane na stanowiskach pracy związanymi z obronnością kraju. Łącznikiem pomiędzy państwem w zakresie polityki obronnej i siłami zbrojnymi, a obywatelami i różnymi instytucjami „cywilnymi” w terenie są terenowe organy administracji wojskowej. W TOAW zatrudnieni są członkowie korpusu służby cywilnej. Realizują zadania na rzecz obronności i bezpieczeństwa państwa. Właściwe przygotowanie zasobów osobowych TOAW obejmujące planowanie, organizowania i zarządzanie gwarantuje realizację zadań w powyższym zakresie na najwyższym poziomie.

Conducting defense preparations is a permanent function of the state. The basis for the defense preparations of the state are defense and resulting needs of them defense tasks. These are projects implemented by authorities and public administration, organizational units subordinate and supervised state institutions, entrepreneurs and citizens. They are associated with the preparation of the state for efficient operation and survival in conditions external threat to the state and during war as well as removal of effects after averting the threat, aimed at restoring the normal state of the state's functioning. These tasks in public administration are carried out related to national defense. A link between the state in the field of defense policy and the armed forces and local military administration bodies are citizens and various "civil" institutions on the ground. Civil service corps members are employed in TOAW. They carry out tasks for the defense and security of the state. Proper preparation of TOAW's personal resource, including planning, organization and management, guarantees the implementation of tasks in the above-mentioned scope at the highest level.

The following article refers to the notion of military administration. The cognitive procedure was focused around the definition of “military administration”, and research was focused on recognizing the elementary facts that are related to this notion. The aim of the article is to present and organize the most important methodological approaches that refer to the notion of “military administration”. To achieve this goal, the method of document examination was employed, which made it possible to accumulate, sort, describe and scientifically interpret the issues of military administration. By pinpointing and justifying the problem, a stance was taken in the face of the views of other authors, who considered all the aspects of “military administration”. From a scientific point of view, the topic described below and the attempt at defining the notion of “military administra-tion” can lead to conclusions which have not been a topic of discussion for many years

Artykuł poświęcony jest organizacji szkolenia dowództw i sztabów na szczeblu terenowych organów administracji wojskowej. Przedstawiono w nim ogólne założenia realizacji przedsięwzięć w zakresie szkolenia dowództw i sztabów, w tym kwestie stanowiące o istocie, treściach oraz celach szkolenia dowództw i sztabów na szczeblu Wojewódzkiego Sztabu Wojskowego (WSzW) i Wojskowej Komendy Uzupełnień (WKU). Ponadto zaproponowane zostały typy, formy, kryteria i rodzaje ćwiczeń oraz wskazano założenia organizacyjne w zakresie procesu przygotowania, prowadzenia, oceny i przebiegu zakończenia ćwiczeń z dowództwami i sztabami na szczeblu WSzW i WKU. Określone zostały również zasady zgrywania systemów walki. Przedstawione w pracy propozycje i warianty rozwiązań w obszarze prowadzenia ćwiczeń z dowództwami i sztabami mają wymiar konceptualny. Można je wykorzystać w działalności szkoleniowej na tym szczeblu. Mogą one również stanowić podstawę do prowadzenia dalszych rozważań w tym zakresie.

The article presents the organisation of command and staff training at the level of territorial organs of military administration. There have been general assumptions presented of the implementation of projects in the training of command and staff, including issues deciding about the essence, content and objectives of command and staff training at the level of Voivodeship Military Staff and Military Conscription and Recruiting Headquarters 30. In addition, there have been proposed types, forms, criteria and models of exercises and indicated organisational assumptions in the process of implementing, monitoring, evaluation and course completion exercises with commands and staffs at territorial organs of military administration. Specific rules have also been determined for coordinating combat systems. Presented proposals and variants in the area of conducting exercises with commands and staffs have a conceptual dimension. They can be used in training activity at this level. They can also provide a basis for further discussion in this spectrum of activities.

This article is dedicated to military administration personnel. The author divided military administration personnel into professional soldiers and army employees. Describing the issues connected with the employment in military administration, special attention was put to the legal basis of employment of both army employees and professional soldiers. Then, the author discussed the problems connected with filling the military positions in military administration as well as recruitment and selection procedures for candidates applying to be employed in military administration within the Civil Service. Taking into consideration the proposed organisational and legal changes concerning the Polish Armed Forces, it needs to be stressed that the presented legal regulations concern the period until September 2013.

The overriding task of the research was to define, examine and suggest procedures of effective cooperation between local military administration bodies and public administration in crisis situations. The solutions proposed in the article stress fields and range of cooperation and binding procedures in this area. The research has shown that in crisis situations the use of military units in rescue and prevention operations takes place when the use of other assets (so called non-military assets) is not possible or may appear insufficient. The area not covered in the theoretical and practical aspect seems to comprise the cooperation procedures, mainly obligatory provisions ordering appointing the representatives (chiefs) of local military administration (Military District, Provincial Military Staff, Military Draft Board) into the Crisis Management Teams. The lack of such provisions causes that the current contacts between military administration bodies and public administration bodies are scarce. Moreover, as both the experts and respondents participating in the research showed in their opinions, a serious failure in the organization of these bodies’ cooperation is the lack of common trainings, meetings, consultations, staff exercises and decision-making games relating to military units’ participation in crisis response. The lack of such activities has a great influence on the organization of cooperation during rescue and prevention operations; consequently lowering the effectiveness of military units’ operations.

The bill of 1 July 2004 on professional soldiers’ military service was to assume conditions to implement effectively a new personnel policy as well as favour structural transformations taking place in the armed forces. Additionally it introduced several mechanisms so completely different from the previously binding ones that it was necessary to adopt new qualitative requirements towards those servicemen who deal with the Polish Armed Forces ’personnel. Taking into account the mentioned above conditions, in 2007, the department for personnel matters in the Ministry of National Defence decided to organise a basic personnel course for personnel officers at National Defence University (AON). The aim of the course was to professionally prepare officers to perform duties on positions where knowledge on personnel is required. This article deals with the evaluation of the personnel course conducted at the Administration and Mobilisation Branch, Strategy and Defence Faculty, AON. The course participants evaluated the course by completing anonymously a questionnaire including 13 questions and their justification. The questions concerned, among others, the atmosphere of the course, its programme, lectures, classes and decision-making games.
