In recent decades, mass cultural tourism has imposed itself on European historic centres’ various economies without planning or a clear direction. Today, it is evident that this specific development within tourism is not sustainable and has generated a series of problems. Public space is a mirror of these transformations – congested, dirtied, polluted and impoverished of its traditional richness of co-presences and plurality of uses, it clearly demonstrates the limitations and problems that plague tourist cities. Following the temporary cessation of travel due to the coronavirus (COVID-19) pandemic, tourism is now among the economic sectors undergoing a major recovery. This paper first broadly outlines a theoretical framework of overtourism. Then, it presents a case study of Florence, Italy, exploring the possible ways in which to mitigate the impact of tourist flows in the historic centre by designing public space in a sustainable manner that caters to the needs of both tourists and inhabitants.

Content available remote Child-friendliness of urban space in the example of Łabędy

Children have long been a group whose needs and perspectives have been widely ignored in public spaces, despite several international legal documents and regulations proving their rights in the city. Based on those, child-friendliness criteria have been proposed and described. The established guidelines of: mobility and access, safety and security, attractiveness and comfort have been further explored through surveys conducted with minors. Subsequently, these criteria have been applied to the chosen district of Łabędy, to examine how they present in existing public spaces. The goal of the paper is to explore how child-friendliness criteria showcased in an average district and how average city development can create spaces and solutions that are friendly for children.

The coronavirus COVID-19 outbreak and its immediate impact on all aspects of human life have changed the way we use public space in our cities. People have been forced to adopt social isolation measures and wear masks. Street life has ground to a halt and public transport use has plummeted, while social facilities such as restaurants, clubs and cinemas have been closed. The relationship between private and public space has been reversed: public space has become deserted while private space, one of luxury, has been available only to the richest. The behaviour and interactions between people in public space have also changed. The paper analyses the above phenomena and raises questions about the future of metropolitan public spaces after the COVID-19 pandemic.

The paper discusses the transformation of library spaces that occurred as a result of the spread of the SARS-CoV-2 coronavirus, as well as the directions of further spatial changes in library spaces under new pandemic conditions. The study is based on the integrated use of research methods. As part of the study, the functional-planning organization of library spaces was analyzed before and during the pandemic, and the content of the crisis of the social institution of libraries in the new conditions was formulated. The experience of transformations of other types of buildings - offices, restaurants, hospitals, etc. - was examined and the appropriateness of using these design techniques in library spaces was examined, individual planning techniques were highlighted as fundamental for further space-planning transformations, and considered as basic recommendations for adaptations, reconstruction and construction of new library buildings. Particular attention is paid to updating the focus on maintaining public health, including through the more active implementation of appropriate environmental standards in the construction.

The urban form creates the city structure, whose spatial values not only shape the functionality of the city, but also its identity, whose the most important determinant is the urban tissue. The subject of the study is the analysis of selected historical areas of Cracow in the scope of composition and readability of their urban structure. The analysis focuses on the identification of the most important aspects of spatial renewal processes of these spaces. These processes aimed at strengthening their potential as local centres, that can become a factor stimulating the development of the individual urban units. The increase in the attractiveness and quality of public spaces will positively affect the degree of their perception by the inhabitants and the social relations taking place in them. This in turn, influences the degree of the social involvement in development processes and the creation of more or less spontaneous, bottom-up activities.

The article emphasizes the need to reclaim green areas in cities. It presents the assets of the Kossak Square area as a public space and pays special attention to the historic context of the areas surrounding Kossak Square, related to the course of the former Młynówka Królewska mill race, which was the place where the members of the Kossak Family used to live and create their art. On the basis of selected planning documents and an analysis of the existing condition of the areas in question, the author argues for the need of their revitalisation. She also presents a concept of how the areas could be redeveloped.

Współczesne użytkowanie historycznie ukształtowanych obszarów miasta jest wypadkową obranych i realizowanych kierunków rozwoju oraz czynników ekonomicznych i społecznych, które pozostają w znacznej mierze poza narzędziami kontroli. Lizbona stanowi przypadek miasta o relatywnie zwartej strukturze urbanistycznej rozwijającej się wokół centralnie położonych zabytkowych dzielnic. W artykule zostanie przedstawiony rozwój kilku wybranych obszarów miasta, zarówno historycznie ukształtowanych jak i powstałych w ostatnich latach. Spośród nich szczególnie istotny ze względu na strategiczne położenie, rolę jaką odgrywał w mieście oraz z uwagi na unikatowy układ urbanistyczny jest obszar historycznej dzielnicy Baixa zniszczonej i całkowicie odbudowanej w drugiej połowie XVII w. Obecny rozwój Lizbony zostanie ukazany w kontekście działań i programów rewitalizacji, które określają kierunki dalszych przekształceń substancji miasta.

Contemporary utilisation of historically formed city areas is a resultant of undertaken and implemented development directions and economic and social factors, which largely remain beyond any control tools. Lisbon is an example of a city with a relatively compact urban structure, developing around centrally located historic districts. This paper presents the development of several selected parts of the city, both the ones formed in the past and the ones that came into being in recent years. Amongst them, the area which is particularly important due to its strategic location, the role it played in the city, and owing to its unique urban layout, is the area of the historical district of Baixa, destroyed and completely reconstructed in the second half of the 17th century. The present development of Lisbon is illustrated in the context of revitalisation actions and programmes, which define the directions of further transformations of the substance of the city.

Shopping centres constitute an important point on the city life map. Due to a wide range of offered services and diversified attractions, shopping is often not the only reason why people decide to spend their time there. A created form, atmosphere along with a great diversity of functions made us call them cities within the city. Nevertheless, can the space that is tailored to consumer’s expectations aspire to become the real urban area? The concept of non-places by a French anthropologist, Marc Augé, is crucial while struggling to answer the question.

Centra handlowe są ważnym punktem na mapie miejskiego życia. Szeroka oferta usług i bogactwo atrakcji powodują, że coraz częściej powodem do ich odwiedzania nie są już tylko zakupy. Ich wykreowana forma, nastrój wraz z różnorodnością funkcji sprawia, że zwykliśmy nazywać je miastami w mieście. Czy jednak przestrzeń skrojona na miarę oczekiwań konsumpcyjnego odbiorcy może pretendować do miana prawdziwej przestrzeni miejskiej? W poszukiwaniu odpowiedzi na to pytanie koncepcja nie-miejsc francuskiego antropologa Marca Augé zajmuje szczególne miejsce.

Drugi odcinek cyklu traktuje o przedmiocie regulacji ustawy z 13 września 1966 o utrzymaniu czystości i porządku w gminach. Autor wyodrębnia cztery kręgi tematyczne tej ustawy: 1) postępowanie z odpadami komunalnymi, 2) postępowanie z nieczystościami ciekłymi, 3) oczyszczanie miejsc publicznych, 4) postępowanie ze zwierzętami: utrzymanie zwierząt domowych ze względu na wymagania czystości i porządku, ochrona przed bezdomnymi zwierzętami, usuwanie i unieszkodliwianie zwłok zwierzęcych i ich części.

The article presented as Part 2 of the series addresses the issue of the subject of legal regulation of the Act on Maintaning Cleanness and Order in Municipalities of 13 September 1966. The author identifies four thematic spheres of the Act: 1) municipal waste handling, 2) liquid waste handling, 3) cleaning public places, 4) animals handling, keeping domestic animals with respect to cleanness and order requirements, protection against homeless animals, removal and disposal of dead animals' corps or their parts.
