W artykule przedstawiono wybrane problemy restrukturyzacji linii kolejowych oraz metodę analitycznych obliczeń, umożliwiającą oszacowanie kosztów ewentualnej restrukturyzacji. Metoda dyskontowa UNIDO zalecana do rozwiązywania tego typu problemów przez Bank Światowy wymaga prawidłowej oceny wydatków ponoszonych w czasie, związanych z restrukturyzacją linii oraz sporządzenia trafnych prognoz kosztów eksploatacji linii w kolejnych latach po restrukturyzacji. Oszacowanie tych wartości musi być podstawą podejmowania decyzji dotyvzących kształtowania struktury systemy transportowego.

The paper presents selected problems of railway lines restructuring together with the method of analytical calculation allowing the estimation of the cost of the possible restructuring. The UNIDO Discount method, recommended by the World Bank for solving this type of problems, requires a correct assessment of the expenses borne for line operation prior to the restructuring, together with the adequate calculation of time structure of the restructuring - related expenditure. The accurate forecasts of the line operation costs in the subsequent years following the restructuring are also required. The assesment of these values must be a basis for taking rational decisions as to the shaping of the transportation system structure.
