Purpose: In recent years, the rapid growth of virtual reality has opened up new possibilities for creating an immersive virtual world known as Metaverse. With advancements in technology, such as virtual reality headsets, and the emergence of applications with social interaction, Metaverses offer exciting opportunities for cities to build the future and a competitive advantage. The paper focuses on analyzing the theoretical and practical aspects of the Metaverse, particularly in the field of city development. This paper aims to discuss the potential benefits and challenges of the Metaverse projects for building cities' competitive advantage. Design/methodology/approach: The article comprehensively describes the use of Metaverse as a project created to build the city's competitive advantage in a technology-based future. Therefore, in the article, we asked a research question: What is the potential of Metaverse projects for cities as a tool for building competitive advantage? The method used was an in-depth literature study based on an electronic basis, e.g., SCOPUS for theory background. In the empirical part, we have done the qualitative research using the multiple case study (Three selected cities: Seoul, Tampere, and Dubai) associated with bibliographic and documentary research. Findings: Metaverse has become one of the hot topics in society and, consequently, is the theme of scientific research worldwide. The development of the Metaverse world will inject new vitality into modern cities, open up more application scenarios for smart cities, and push them forward. It can also be stated that the fundamental concept of Digital Twins emerged with a Digital twin of a person (DToP) and a Digital twin of a customer (DToC). The Metaverse is an entirely new concept, and there are still too many unknowns and uncertainties about its development direction. Originality/value: This article comprehensively describes using the Metaverse as the project for building a city's competitive advantage. The cross-sectional case study and comparison of three cities provided valuable insights into cities' challenges in creating a metaverse project. The main contribution is identifying repeatable decision-making areas that scops become future potentials of Metaverse for cities in building competitive advantages.

Purpose: This paper aims is to identify the key business opportunities and potential threats to companies that arise as Metaverse-like platforms development. The focus is on companies which can use the functionalities Metaverse offers and on the fact that their customers may soon be spending their time there in great numbers. Design/methodology/approach: From company perspective, the purposes set out in this paper are pursued under strategic analysis. In this context, SWOT analysis comes as an appropriate method. This paper does not pertain to a specific company or industry; therefore, the analysis will be confined to Opportunities and Threats that are, in essence, independent of the business sector and concern Metaverse’s impact on the business world. The source materials for the said analysis derive from the latest research literature and reports of consulting companies. Findings: This paper identifies the fundamental business opportunities in the context of the envisaged Metaverse development. They were confronted with issues and risks associated with the practical development and use of such platforms. Research limitations/implications: Metaverse is in its initial development phase; therefore, the identification of opportunities and threats is tentative and it should be revised as the technology progresses and the practical solutions become established. Moreover, the analysis in question is based on the projected development of Metaverse, hence the ensuing conclusions should be approached with caution. Practical implications: This paper provides a list of the fundamental business opportunities and threats which should be taken into account by companies devising their strategy concerning the use of Metaverse platforms. Social implications: The pertinent threats fundamentally affect the situation of the society in the digital world. Hence, it is too important to be aware of the threats, pursue appropriate polices of privacy, ethical business, social responsibility, and finally to adopt relevant legal regulations on the state level. Originality/value: One of the first research papers discussing the business potential and threats surrounding the development of Metaverse.

Hybrid warfare is currently among the most trending topics. Hybrid threats arise in digital, cybernetic, and virtual environments and materialise in the real world. Despite being a somewhat vague term, hybrid activities include cyberwarfare, information warfare, and the emerging and evolving concept of cognitive warfare which appears from their intersection. These buzzwords gained popular attention in the context of the Russo- -Ukrainian conflict and such terms are now in vogue. Even though these topics are in the spotlight, there is also widespread confusion about what exactly these usages mean and what the implications are in branding them as “warfare”. Indeed, all these concepts are fluid, nebulous, and lack an undisputed legal definition. This article aims to clarify their meaning and to shed light on the characteristics of such terms – differences, similarities and overlaps – in the context of hybrid warfare and show the faulty reasoning upon which misunderstandings are based. The paper concludes with a glimpse into the future, closing with a reflection on multi-domain operations facilitated by a fully integrated human- -computer interaction in the metaverse, where physical reality is merged and interacts with digital virtuality.
