The role of rivers in creating a blue-green city economy on the example of Wroclaw and Gdansk

The article aims to analyse and critically evaluate the use of blue-green infrastructure in the city. The study was conducted on the example of the Wrocław and Gdańsk rivers. An essential element of the analysis is to determine the possibilities of introducing and improving blue-green infrastructure by using good practices in these urban units, particularly those relating to the role of rivers. During the study, the following research questions were formulated: What megatrend of urban development is defined by current conditions, and what do urban units gain in this way? Is the blue-green potential of the examined cities effectively used? What is the state of development of blue-green zones in and around the river? The methods used to write the article are desk research, case study, analysis of the researched areas using up-to-date cartographic materials, IDI, literature, and legal status analysis. The study supports the exchange of information between cities and the management of the river in the city.

Celem artykułu jest analiza i krytyczna ocena wykorzystania zielono-niebieskiej infrastruktury w mieście. Badanie zostało przeprowadzone na przykładzie rzek Wrocławia i Gdańska. Istotnym elementem analizy jest określenie możliwości wprowadzenia oraz poprawy stanu wykorzystania zielono-niebieskiej infrastruktury, przy wykorzystaniu dobrych praktyk w tych ośrodkach miejskich, w szczególności odnoszących się do roli rzek. W trakcie przeprowadzonego badania sformułowano następujące pytania badawcze: Jaki megatrend rozwoju miast określają współczesne uwarunkowania oraz co jednostki miejskie w ten sposób zyskują? Czy zielono-niebieski potencjał badanych miast jest efektywnie wykorzystany? Jaki jest stan zagospodarowania zielono-niebieskich stref w przestrzeni rzeki i w jej pobliżu? W opracowaniu posłużono się takimi metodami badawczymi jak: desk research, studium przypadku, szczegółowa analiza badanych terenów wykorzystująca aktualne dane kartograficzne, indywidualny wywiad pogłębiony, analiza literatury oraz aktów prawnych. Badanie wspomaga wymianę informacji między miastami i zarządzanie rzeką w mieście.

The aim of the paper is to identify the direction of evolution, the conditions of organisation and the impact of the new concept of digital innovation ecosystem in boostering circularity development. The traditional model of innovation brokerage and the new circularity broker paradigm in the development of the circular economy is presented. The authors discuss the circularity broker as an IT interface, equipped with wide range of IT tools, and above all, self-learning applications with AI elements. The circularity broker is accompanied by its watch dog, i.e. a set of IT tools used to search, process and transfer information dedicated to specific stakeholders, exactly when they need this information. The concept of circular brokerage is anchored in the area of the regional clusters dedicated to circular economy development.

This paper summarises the ongoing transformation in the structure of Polish power system. This is a very complex process which fits into global megatrends in this matter. It needs to take into account such crucial elements like socially responsible investments, life cycle assessment, policy changes and investments strategies. United Nations climate policy urges to take certain actions to combat climate change and its impact. It highlights new record high levels of greenhouse gases content in the atmosphere. Presented graphs contain data extracted from the Polish power system showing intra-day, monthly and annual load distribution. Particular attention is paid to the variability of wind energy sources and their efficiency (full load equivalent operating hours factor). Discussed aspects does not address any issues related to the stability of the power system. Additionally, it does not contain any polemic with the cited research results. On their basis it can be pointed out that wind farms contribute to a local temperature and precipitation increase. The nature of this phenomenon (positive or negative) in the context of global warming is currently the subject of worldwide research. Nevertheless, it can be said with certainty that the environmental impact of renewable sources usage is significantly lower than in the case of classic power plants based on fossil fuels.

W artykule przedstawiono zagadnienia związane z szeroko pojętym rozwojem energetyki wiatrowej. Jako tło nakreślono strukturę mocy i produkcji energii na świecie, przeanalizowano prognozy rozwoju energetyki na najbliższe lata (analiza megatrendów) i w tym kontekście dosyć szczegółowo omówiono zagadnienia związane z rozwojem energetyki wiatrowej. Na podstawie dostępnych badań przybliżono także zagadnienia związane z czynnikami wpływającymi na rozwój odnawialnych źródeł energii oraz ich oddziaływaniem na środowisko naturalne. W tym celu odniesiono się do wyników dwóch badań. Autorzy nie podejmują jednakże ich krytyki, czy nawet oceny, natomiast odniesienia do takowej krytyki, przeprowadzonej przez innych autorów, przywołano w treści. Praca nie podejmuje także zagadnień związanych z bezpieczeństwem i stabilnością pracy systemu elektroenergetycznego. Stwierdzono, że elektrownie wiatrowe przyczyniają się do lokalnego wzrostu temperatury w miejscu ich zainstalowania, a także do wzrostu opadów. Niezależnie od oceny wyników tychże badań z całą odpowiedzialnością można stwierdzić, że oddziaływanie odnawialnych źródeł energii jest znacząco mniejsze niż źródeł konwencjonalnych.

W artykule przedstawiono zagadnienia związane z szeroko pojętym rozwojem energetyki wiatrowej. Omówiono stan rozwoju energetyki na świecie, przeanalizowano prognozy rozwoju energetyki na najbliższe lata i w tym kontekście dosyć szczegółowo omówiono zagadnienia związane z rozwojem energetyki wiatrowej. Na podstawie dostępnych badań przybliżono także zagadnienia związane z czynnikami wpływającymi na rozwój odnawialnych źródeł energii oraz ich oddziaływaniem na środowisko naturalne. Praca nie ma charakteru polemiki z przywołanymi w jej treści wynikami badań zespołów naukowych, jednakże autorzy zamieścili odniesienia do takowych polemik. Praca nie podejmuje także zagadnień związanych z bezpieczeństwem pracy systemu elektroenergetycznego. Stwierdzono, że elektrownie wiatrowe przyczyniają się do lokalnego wzrostu temperatury w miejscu ich zainstalowania, a także do wzrostu opadów. Charakter tego zjawiska (pozytywny, negatywny) w kontekście globalnego ocieplenia jest na razie przedmiotem badań wielu uczonych. Oddziaływanie źródeł odnawialnych jest znacząco mniejsze niż źródeł konwencjonalnych.

Presented are the issues related to the widely understood development of wind energy industry. Discussed is the current state of the world power generation development, analysed are energy industry development forecasts for the coming years and in this context the issues related to the wind energy development are discussed in quite some detail. On the basis of available studies, outlined are also issues related to factors influencing the development of RES and their impact on climate. The paper is not a polemic with research results of the cited scientific teams, but references to such polemics are included. Also, the paper does not address issues related to the safety of the power system operation. On the basis of the research cited in the article it can be concluded that wind farms contribute to the increase of both local temperature and rainfalls. The nature of this phenomenon (positive, negative) in the context of global warming is currently the subject of research conducted by many scientists, however it can be said with certainty that the impact of RES on the climate is significantly smaller than that of fossil fuels.

In order to meet global challenges, cities must be governed efficiently, be compact, and as a result more sustainable, socially coherent, strong and competitive at economic level. Initiatives taken in favour of urban mobility may help in shaping of the global society, putting the main focus on the quality of life, citizens› needs and the principle of sustainable development. These actions aim at focusing citizens› attention on the need to improve air quality, decrease congestion in city’s main streets, but most of all to invest in your own health and physical condition, which increases the level of citizens’ life conditions, and in turn provides the city with considerable economic benefits. However, is it quite a challenge to ensure a sustainable urban mobility pattern which requires a high level of stakeholders’ participation and establishing a detailed complex planning process. The aim of the paper is to present, based on the available literature and data sources and also survey research results, shaping life quality in the aspect of mobility in the context of current megatrends, taking as a case study the CIVITAS DYN@MO project implementation in the city of Gdynia.

Artykuł poświęcony jest identyfikacji megatrendów determinujących oraz dynamizujących kierunki rozwoju logistyki i zarządzania łańcuchem dostaw (SCM). Autor prezentuje znane w skali światowej wyniki badań dotyczące strukturyzacji megatrendów i wyzwań współczesnej logistyki. W oparciu o częstość i ważność wskazań badanych megatrendów w literaturze oraz własne badania, autor wskazał w ujęciu hierarchicznym podstawowe megatrendy, podejmując próbę identyfikacji ich istoty i struktury oraz przejawów oddziaływania na rozwój i funkcjonowanie logistyki. Kombinacje megatrendów, wyznaczają zakres i intensywność zmian odnośnie formułowania nowych przedsięwzięć strategicznych w sferze logistyki i SCM.

The article concerns the identification of megatrends affecting and dynamizing the directions of logistics and supply chain management. The author present world-widely known results of the research concerning the structuring of the megatrends and challenges of the contemporary logistics. Based on the researched megatrends within the literature as well as the own research, the author shown in the hierarchical way basic megatrends, taking into advance the attempt of the identification of the nature and structure of the megatrends as well as their influence symptoms on the development and functioning of logistics. The combinations of megatrends show the scope and intensity of the changes concerning the formulation of the new strategic undertaking within the area of logistics and supply chain management.

Współczesna logistyka nie tylko musi nadążać za współczesnymi zmianami, ale w wielu wypadkach je wyprzedzać, spełniając oczekiwania swoich klientów. Stałym elementem działalności logistycznej powinno być badanie i prognozowanie zmian. Wymaga to jednak nie tylko dostrzeżenia nowych uwarunkowań i nowych wyzwań dla logistyki, ale ich wieloaspektowej analizy, zrozumienia wzajemnych realizacji i oddziaływania. Takie podejście służyć będzie budowaniu nowych koncepcji logistycznych, które w pełni wykorzystywać będą nowe pojawiające się możliwości wynikające z rosnącego tempa rozwoju technologicznego określanego mianem „rewolucji technologicznej”. Jakie będą najistotniejsze uwarunkowania tych koncepcji i kierunki ewolucji – trudno jednoznacznie określić - warto jednak zwrócić uwagę na kilka z nich. Celem artykułu jest przedstawienie w sposób syntetyczny wybranych trendów i kierunków rozwoju polskiej logistyki ze szczególnym uwzględnieniem roli innowacyjności w jej rozwoju, w tym implementacji najnowszych zdobyczy techniki i technologii teleinformatycznych.

Logistics not only must keep pace with today's changes, but in many cases, stay ahead of them, meeting the expectations of its clients. A constant element of the logistics activities becomes studying and forecasting changes. However, this requires not only noticing the new circumstances and new challenges for logistics, but also multiple analysis and understanding mutual implementation and interaction. This approach will serve to build new logistics concepts that fully utilize new emerging opportunities arising from the increasing pace of technological development known as "technological revolution". It is difficult to explicitly determine what the most important determinants of these concepts and directions of evolution will be, however, a few of them are worth paying attention to. The aim of the article is to present a concise selected trends and directions of development of Polish logistics with particular emphasis on the role of innovation in its development, including the implementation of the latest technology and ICT.

Złożoność zadań przed jakimi stoi logistyka w połączeniu z jej globalnym charakterem powoduje, że jest ona obecnie jednym z najtrudniejszych i najważniejszych elementów współczesnej gospodarki. Coraz bardziej zmienny i bardziej dynamiczny rynek, na którym działają współczesne firmy logistyczne sprawia, że skuteczna do tej pory metodologia polegająca na weryfikacji, ewolucji i ciągłym dostosowywaniu jest coraz mniej efektywna. Coraz częściej pojawia się potrzeba wprowadzania kompleksowych i innowacyjnych rozwiązań wyprzedzających nie jako czas działań, a więc zmian o charakterze rewolucyjnym, a nie ewolucyjnym, bowiem świat zmienia się bardzo szybko, to co jest efektywne dzisiaj nie zawsze będzie adekwatnym i dobrym rozwiązaniem jutro. Logistyka nie tylko musi nadążać za współczesnymi zmianami, ale w wielu wypadkach je wyprzedzać, spełniając oczekiwania swoich klientów. Stałym elementem działalności logistycznej musi się stać badanie i prognozowanie zmian. Wymaga to jednak nie tylko dostrzeżenia nowych uwarunkowań i nowych wyzwań dla logistyki, ale ich wieloaspektowej analizy, zrozumienia wzajemnych realizacji i oddziaływania. Takie podejście służyć będzie budowaniu nowych koncepcji logistycznych, które w pełni wykorzystywać będą nowe pojawiające się możliwości wynikające z rosnącego tempa rozwoju technologicznego określanego mianem „rewolucji technologicznej”. Jakie będą najistotniejsze uwarunkowania tych koncepcji i kierunki ewolucji – trudno jednoznacznie określić - warto jednak zwrócić uwagę na kilka z nich.

The complexity of challenges facing logistics, along with its global nature, makes it currently one of the most difficult and important elements of contemporary economy. The market, in which modern logistics companies operate, is more and more volatile and dynamic, and makes the existing methodology of verification, evolution and continuous adjusting less and less effective. There is an emerging need to implement comprehensive and innovative solutions which some-what run ahead of actions and, therefore, become revolutionary and not evolutionary changes. The contemporary world is changing so rapidly that the solutions which are effective today may not be adequate for tomorrow’s conditions. Logistics not only must keep pace with today's changes, but in many cases, stay ahead of them, meeting the expectations of its clients. The last decades of the twentieth century and the beginning of the third millennium saw the significant acceleration of globalization processes, which has fundamentally changed and is still changing the world order and the face of the Earth. The qualitative changes that affect the nature of today’s global economy require measures necessary for the adjustment to the reality and the specific nature of international relations. This is of particular importance for the principle of sustainable development, which depends on the on-going civilizational change largely shaped by the social expectations. Therefore, the analysis of megatrends in the future civilizational changes becomes essential in the context of the achievement of sustainable development, which is discussed in this article. The discussion focuses on the processes of urbanization, the development of air transport, public networking, institutional changes, and the environment, which have been identified as the key elements of civilizational change in the 2050 horizon, determining sustainable development in its economic, social, and environmental dimension.

Znaczne przyspieszenie procesów globalizacji obserwowane w ostatnich dekadach XX wieku i na początku trzeciego tysiąclecia zasadniczo zmieniło i zmienia porządek i oblicze świata. Zaistniałe zmiany jakościowe wpływające na naturę współczesnej gospodarki światowej wymagają działań dostosowawczych do dzisiejszych realiów i specyfiki stosunków międzynarodowych. Ma to szczególne znaczenie w odniesieniu do zasady zrównoważonego rozwoju, której realizacja uwarunkowana jest zachodzącymi zmianami cywilizacyjnymi ukształtowanymi w dużym stopniu przez oczekiwania społeczne. W związku z tym istoty nabiera analiza megatrendów przyszłych zmian cywilizacyjnych w kontekście wprowadzania zrównoważonego rozwoju w życie, co stało się przedmiotem niniejszego artykułu. Rozważania skoncentrowano wokół procesów urbanizacji, rozwoju komunikacji lotniczej, usieciowienia społeczeństwa, zmian instytucjonalnych oraz środowiska, zidentyfikowanych jako główne czynniki zachodzących zmian cywilizacyjnych w perspektywie roku 2050 i warunkujące tym samym rozwój zrównoważony w wymiarze ekonomicznym, społecznym oraz środowiskowym.
