W sferze programowej narzuca on uproszczoną wizję świata, pomijając potencjał twórczy, intelektualny i kulturalny wielu społeczności i środowisk. Postawiono tezę, że obecny model funkcjonowania mediów publicznych i ich finansowania wyczerpał się. Przyszłości tych mediów należy upatrywać w finansowaniu programów społecznie ważnych ze środków publicznych i rozwoju tzw. nowych mediów.

The article presents deficiencies of Polish media law and the negative effects of the oligopoly on the television broadcasting market. In relation to the programming offer, the oligopoly dictates a simplified vision of the world, omitting the creative, intellectual and cultural potential of many communities and environments. Both the legal and the financing system grasp the specificity of licensed local media, which programming offer is usually of public nature. The thesis was put forward that the current model of functioning of public media and its funding has been exhausted. The future of these media should be seen in the financing of socially-important programs from public funds and the development of so-called new media.
