Freedom of speech in international regulations in the face of digital media development

In the face of technological development, the relationship between freedom, including freedom of speech, and security – especially its digital variety, namely cybersecurity – is a particularly difficult relation. It should be pointed out that the international plane is an indispensable dimension of human rights protection, since it is in the international plane that new standards in the field of human rights are created, which are then brought into the system of domestic law and the practice of states. Meanwhile, the existence of international legal regulations increasingly often becomes a guarantee of the effectiveness of domestic legal systems. International institutions often become the institution of appeal for individuals and a lever to force state governments to respect fundamental human rights and freedoms. Support for individuals, communities or nations fighting for their rights, and their success in this struggle, contribute to the formation of a new democratic international order.

W warunkach rozwoju technologii szczególnie trudną relację stanowi związek wolności – w tym wolności słowa i bezpieczeństwa – zwłaszcza jego cyfrowej odmiany, czyli cyberbezpieczeństwa. Należy wskazać, że płaszczyzna międzynarodowa stanowi niezbędny wymiar ochrony praw człowieka, gdyż to w niej są tworzone nowe standardy w dziedzinie praw człowieka, które są następnie wnoszone do systemu prawa wewnętrznego i praktyki państw. Z drugiej strony, istnienie regulacji prawnomiędzynarodowych jest w coraz większej mierze gwarancją efektywności systemów prawa wewnętrznego. Instytucje międzynarodo¬we stają się często instancją odwoławczą dla jednostek oraz środkiem nacisku na rządy krajów nieprzestrzegających podstawowych praw i wolności człowieka. Poparcie dla jednostek, społeczności czy narodów walczących o swoje prawa, ich sukcesy w tej walce czynią jeden z elementów kształtowania nowego, demokratycznego porządku międzynarodowego.

Zarysowana problematyka dotyczy znaczenia społeczno-kulturowego mediów cyfrowych, ze szczególnym uwzględnieniem ich wpływu na przemiany paradygmatów edukacyjnych i rozwój lokalnej przestrzeni edukacyjnej szkolnictwa wyższego. Przemiany te są podstawą kształtowania kultury informacyjnej w społecznościach lokalnych, czyniąc je „uczącymi się społecznościami informacyjnymi”.

Outlined the issue is the importance of socio-cultural digital media, with particular emphasis on their impact on the transformation of educational paradigms and the development of local higher education area. These changes are the basis for development of the information culture in local communities, making them „learning information communities”.

Z końcem ubiegłego roku zakończyła się realizacja największego dachu wspornikowego i największego „nieba” LED na świecie. Dach ten jest integralną częścią siedziby Międzynarodowego Festiwalu Filmu - Busan International Film Festival (BIFF) w Busan/Pusan, największym mieście portowym Korei Południowej. 23 marca br. na wielkiej gali proklamowano Światowy Rekord Guinnesa za to osiągnięcie, honorując tym także projektantów.

At the end of last year, the execution of the largest cantilever roof in the world was completed. The roof is an integral part of an international center for film festivals Busan International Film Festival (BIFF) in Pusan, the largest port city in South Korea. On 23rd March 2012, during a great gala, the Guinness World Record for this achievement was proclaimed, honoring the designers at the same time. COOP HIMMELB(L)AU’s design for the Busan Cinema Center and home of the Busan International Film Festival (BIFF) provides a new intersection between public space, cultural programs, entertainment, technology and architecture, creating a vibrant landmark within the urban landscape. LED saturated outdoor roof elements acting as a virtual sky connect building-objects and plaza-zones into a continuous, multifunctional public urban space. Media, technology, entertainment and leisure are merged in an open-architecture of changeable and tailored event experiences. The result is a responsive and changing space of flows acting as an urban catalyst for cultural exchange and transformation. The concept envisions an urban plaza of overlapping zones including the Urban Valley, the Red Carpet Zone, the Walk of Fame and the BIFF Canal Park. The urban plaza is formed by building and plaza elements sheltered by two large roofs that are enabled with computer programmed LED outdoor ceiling surfaces. The larger of the roofs includes a column-free cantilever of 85 meters over a multifunctional Memorial Court event plaza. The urban zones defined by functional surfaces in the plan are further articulated in a sectional dialogue between stone-clad “ground” forms of the Cinema Mountain and BIFF Hill, and the metal and LED clad “sky” elements of the roofs. The dynamic LED lighting surface covering the undulating ceilings of the outdoor roof canopies gives the Busan Cinema Center its symbolic and representative iconographic feature.

Dokonano przeglądu osiągnięć grupy normalizacyjnej MPEG na tle podstawowych technik multimedialnych, tj. kompresji, selekcji, transportu i integracji. Scharakteryzowano aktualne prace i omówiono planowane aktywności grupy MPEG. Przeprowadzono dyskusję tematów badawczych podejmowanych w obszarze hybrydowych mediów cyfrowych integrujących multimedialne sceny rzeczywiste z multimedialnymi scenami wirtualnymi.

A survey of achievements within multimedia normalization activities by MPEG group is included with basic multimedia techniques as the background: compression, selection, transportation and integration. It describes current MPEG works and presents nearest plans of the group. Finally a discussion of research topics proposed within hybrid digital media that integrate multimedia real scenes with multimedia virtual scenes.
