Celem artykułu jest podjęcie próby zrozumienia i wyjaśnienia bezpieczeństwa za pomocą języka, komunikacji, prawa oraz ich wpływu na władzę. Ze względu na subiektywną, procesualną perspektywę bezpieczeństwa staje się ono domeną wykorzystywaną do inicjowania bądź neutralizowania konkretnych zjawisk społecznych – mniej lub bardziej powiązanych z władzą zarówno oficjalną, państwową realizującą każdorazowo określone polityki bezpieczeństwa, jak i nieformalną, związaną z mechanizmami działań zakulisowych. Warto podkreślić, że do obszaru badawczego bezpośrednio związanego z analizą dyskursu o bezpieczeństwie możemy zaliczyć próby uzyskania odpowiedzi na następujące pytania: Jak modelować, czy moderować dyskurs o bezpieczeństwie, żeby minimalizować zagrożenia? Czy takie moderowanie dyskursu jest istotne? Jakie ma znaczenie w kontekście dezinformacji i walki informacyjnej? Jakie normy prawne pozwalają moderować i modelować dyskurs o bezpieczeństwie? Artykuł ma charakter wprowadzający do problematyki.

This paper aims to make an attempt at understanding and explaining security through language, communication and law, and the impact these three aspects have on power and authority. Due to its subjective, processual perspective, security becomes a domain used to initiate or neutralise specific social phenomena that are more or less interconnected: it involves the official, state-mandated implementation of specific security policies, as well as the informal dimension of the mechanisms at work behind the scenes. It is worth stressing that the investigation related to security discourse analysis involves the following questions: How to model or moderate security discourse to minimise threats? Is such discourse moderation relevant? What is its significance in the context of disinformation and information warfare? What legal norms permit the moderation and modelling of security discourse? The following article provides an introduction into these issues.

Air pollution is a global threat leading to large impacts on health and urban ecosystems.The air quality index is based on measurement of particulate matter (PM2.5 and PM10), Nitrogen Dioxide (NO2), Sulfur Dioxide (SO2), Carbon Monoxide (CO) and Ozone (O3). Recent the years in Kosovo are installed nation air quality monitoring in different areas such as residential areas, industrial, roadside and reference areas. The study was conducted in Prishtina region between November-December 2021 and January 2022 in five monitoring stationes. The purpose of this paper is to determine compliance with air quality limit value, to detect pollutant levels (NO2, SO2, CO, O3), particulate matter (PM10 and PM2.5) and to study the values of exceedances, from the standards values for air quality. Air quality monitoring in this study was done in the study area Agglomeration-AKS1 (IHMK, ex-Rilindja, Obiliq, Dardhishte and Palaj). Particulate matter (PM10) and (PM2.5) and Nitrogen Dioxide (NO2) have shown exceedancces value from the standard values for air quality in Agglomeration-AKS1area in Prishtina. Nitrogen Dioxide (NO2) have shown exceedancces value (100-120 μg/m3) from the standard values for air quality at the ex-Rilindja (132.2 μg/m3). PM2.5 has exceeded the limit values (20–25 μg/m3) in monitoring stations:IHMK,Obiliq, Dardhishte and Palaj. The respect and application of international standards for air quality strengthens the image of Kosovo, preserves the health of citizens, fulfills environmental criteria, while the contribution of the media is considered important.

In this article, we attempt to identify Russia’s social-impact operations in the context of information operations conducted by the Russian Federation during 2022 in the war against Ukraine. The need to undertake the analysis of the creation and proliferation of information threats, as a result of Russia’s actions in the ongoing conflict, is dictated by the growing impact of communication processes on global security. This article discusses the impact and role of mass media on the shaping of people’s minds, by exposing the mechanisms behind the formation of public opinion.

Podjęcie analizy tworzenia i rozprzestrzeniania się zagrożeń informacyjnych w wyniku podejmowanych działań przez Rosję w trwającym konflikcie jest podyktowane coraz większym wpływem procesów komunikacyjnych na globalne bezpieczeństwo. W niniejszym artykule został zaprezentowany wpływ mediów masowych na kształtowanie świadomości przez odsłonięcie mechanizmów kreowania opinii publicznej.

Wojna, którą prowadzi Rosja przeciwko Ukrainie od 24 lutego 2022 roku, jest brutalna i określana jako pełnoskalowa, tj. z wykorzystaniem wszystkich sił i środków. W erze dynamicznie rozwijających się mediów także informacja stała się bronią, która jest świadomie używana w tym konflikcie. Dokonując przeglądu najważniejszych informacji, które znalazły się w centrum zainteresowania dużej części mediów w Polsce podczas pierwszego półrocza od napaści Rosji na Ukrainę, można stwierdzić, że obszernie informują one o wojnie w Ukrainie, ale nie ograniczają się jedynie do relacjonowania konfliktu, odnoszą się także do dezinformacji i propagandy, a nawet dotykają sfery resentymentów, które są wciąż żywe pomiędzy różnymi krajami. Zestawienie informacji uzmysławia jak ważną rolę we współczesnym świecie odgrywają media oraz że dbałość o ich rozwój i zabezpieczenie infrastruktury medialnej jest strategicznym zadaniem państwa.

The war that Russia has been waging against Ukraine since 2022 is brutal and described as full-scale, i.e. with the use of all forces and means. In the era of dynamically developing media, information has also become a weapon that is consciously used in this conflict. When reviewing the most important information that was the focus of interest of a large part of the media in Poland during the first half of the year after the Russian attack on Ukraine, it can be stated that the media in Poland extensively inform about the war in Ukraine, but they do not limit themselves to reporting the conflict, they also refer to to disinformation and propaganda, and even touch on the sphere of resentment that is still alive between different countries. The summary of information makes it clear how important the media are in the modern world and that care for their development and securing the media infrastructure is a strategic task of the state.

Treść opracowania uwypukla wpływ tendencji w tworzeniu zagrożeń informacyjnych będących determinantami zagrożeń społecznych. W treści artykułu znaczące miejsce zajmują metody i techniki wykorzystywane przez aparat propagandowy Rosji oraz aktywności prowadzone podczas rozgrywającego się współcześnie pełnoskalowego konfliktu zbrojnego.

The article addresses selected problems related to the functioning of social impact activity in the context of Russia’s information operations conducted in 2022 during the war with Ukraine. Analysing the emergence and proliferation of information threats resulting from Russia’s operations in the ongoing conflict was prompted by the growing impact of communication processes on global security. The article highlights the impact of prevailing tendencies in creating information threats, which are determinants of social threats. The methods and techniques used by the Russian propaganda apparatus and the activities carried out during the ongoing full-fledged armed conflict also occupy a prominent space in this article.

The subject of the article is creating the image of local communities in the media in the context of humanitarian aid. The rationale for taking up the topic are extraordinary events and the resulting humanitarian needs as well as the media creating the image of the victims and the need to help them. The information presented by the media is a signpost for donators of humanitarian aid. They make it possible to recognize the needs of the victims and provide them with full-value assistance. The assistance provided enables the local community to readapt, and also draws attention to the situation in a given area. The article adopted the research goal of defining the role of the media in creating the image of the local community in the context of providing humanitarian aid. The research goal adopted in this way allowed for a hypothesis that the media constitute the basis for creating the image of local communities in need of humanitarian aid. Composing a social view of humanitarian aid beneficiaries appoints the media as an organ that determines the type, direction and volume of humanitarian aid. The formulated hypothesis was verified thanks to the use of research methods in the form of a case study, desk research and an analysis of the scientific literature. The article presents the media as a key area in creating the image of humanitarian aid beneficiaries.

The results of research on the activation of the microflora by using post-harvest green manure crops were presented. As a result of the conducted studies, the positive effect of sidereal crops of Raphanus sativum and Phacelia tanacetifolia on activity increase of microflora in black soil with little humus was revealed. Application of post-harvest siderates increased the number of non-sporous species of bacteria and actinomycetales, contributed to improvement of soil environment under the influence of siderates, which had a positive effect on creating more comfortable conditions for growing potatoes. The usage of green fertilizers had a positive influence on microbiology activity of soil.

Fundamentalnym elementem bezpieczeństwa oraz poczucia braku zagrożenia jest ich społeczne komunikowanie. Wraz z rozwojem społeczeństw, postępem związanym z procesami cyfrowymi i informatyzacją w obszarze komunikowania oraz łatwością przekazywania informacji i danych, personalizacją przekazu, która prowadzi jednocześnie do zupełnie nowych form aktywności, coraz większą rolę zaczęły odgrywać media społecznościowe oraz przekazy, które nie mają charakteru powszechnego odbioru. Dotyczy to wszelkich zdarzeń i zjawisk związanych ze sferą publiczną i oddziaływaniem na sferę publiczną, sposobów oceny przez określone grupy społeczne lub społeczeństwa jako prawdziwe, z którymi mogą się utożsamiać.

The fundamental element of safety, and of a sense of being out of danger, is the social communication of these. As societies continue to develop and progress is being achieved through digital processes and informatisation in communications, and the ease with which information and data can be transmitted, and with communications becoming personalised, engendering entirely new forms of activities, an increasingly prominent role has been played by social media and communications not intended for broad audiences. This is true for all events and phenomena associated with the public sphere and with how it is influenced, as well as for how certain social groups or societies are considered genuine and relatable.

The purpose of this paper is to examine the relationship between GDP growth rate and growth rate of advertising expenditure and to analyze the advertising expenditure in different media with special focus on 2020 pandemic period. Secondary data was used for this study which was obtained from Economic survey 2020-21, Pitch Madison Report 2021 and Pitch Madison Advertising Report 2020. It was found that advertising expenditure moved in tandem with GDP and different media had experienced a major change in their share in total advertising expenditure. The study estimate an increase in advertising expenditure with growth in GDP in future.

The article presents two models of journalism, i.e. concerning the presentation of operations carried out by the Armed Forces and the activities carried out by the Police. The author presents a way of re-porting information by the media representatives from the so called “horse’s mouth” and the conditions of functioning of journalists, informing about military operations, as well as media representatives publishing information about police activities. He also notes how journalists should behave so as not to lose their integrity and credibility in the conditions under which they are required to comply with the rules governing military operations and investigations and, in particular, the information policy related to these areas of activity.

Artykuł prezentuje dwa modele dziennikarstwa, tj. takiego, który dotyczy przedstawiania operacji realizowanych przez Siły Zbrojne, a także dotyczącego działań prowadzonych przez Policję. Autor prezentuje sposób przekazywania informacji przez przedstawicieli mediów z tzw. „pierwszej linii” oraz uwarunkowania funkcjonowania dziennikarzy informujących o operacjach wojskowych, jak również przedstawicieli mediów publikujących informacje o działaniach policyjnych. Zauważa także, w jaki sposób dziennikarze powinni się zachowywać, aby nie stracić rzetelności ani wiarygodności w warunkach, w których są zobowiązani do poszanowania unormowań operacji wojskowych, śledztw i dochodzeń, a zwłaszcza – związanej z tymi obszarami działań – polityki informacyjnej.

The article presents the characteristics of the service of a press officer of the Armed Forces and the Police. The article discusses the role of press spokesmen as a media liaison in the field of information, responsible for creating an image and shaping the relations of the uniformed formation represented with the media. The role of the Military Public Communication Service in shaping the information policy and the image of the Armed Forces is also presented. Furthermore, the role of police spokesmen, who play a particular role in shaping a positive image of the police force and overall public security, is presented.

Poruszono w nim rolę rzeczników prasowych jako podmiotu odpowiedzialnego za współpracę z przedstawicielami mediów w zakresie informacyjnym jak również tworzącego wizerunek oraz kształtującej relacje reprezentowanej formacji mundurowej z mediami. Przedstawiono również rolę Wojskowej Służby Komunikacji Społecznej w kształtowaniu polityki informacyjnej i wizerunku Sił Zbrojnych. Ponadto zaprezentowano rolę rzeczników prasowych policji, którzy odgrywają szczególną rolę w kształtowaniu pozytywnego wizerunku służby policyjnej i formowaniu bezpieczeństwa publicznego.

Autor pokazuje w nim związki i zależności pomiędzy bezpieczeństwem a edukacją. Wiele miejsca poświęca charakterystyce zagrożeń w cyberprzestrzeni. Wobec dynamicznie zmieniającej się rzeczywistości, szczególną uwagę autor nakazuje zwrócić na nowoczesne sposoby przeciwdziałania zagrożeniom płynącym z cyberprzestrzeni. Teść artykułu pokazuje jak istotnym aspektem życia człowieka jest szeroko pojęta profilaktyka oraz edukacja we wszystkich możliwych etapach korzystania przez człowieka z cyberprzestrzeni.

The aim of this article is to review main issues connected with the protection of a child in the cyberspace. It indicates the issue of the scientific discourse within the key terms: cyberspace and security of an underage in the online and offline environment. In the context of his position as mass media recipient and an user of cyberspace, several threats have been indicated and allocated to two basic categories: of macro-social and individual character. Premises shaping the systems of child’s security in the cyberspace have been indicated and the use of legal instruments and alternative methods in terms of specific security threats has been noted. Ultimately, current challenges to increase the effectiveness of providing security in the cyberspace for an underage were formulated.

Celem artykułu jest przegląd głównych zagadnień, łączących się z ochroną dziecka w cyberprzestrzeni. Wskazuje on na problematykę dyskursu naukowego w obrębie kluczowych pojęć, tj. cyberprzestrzeń i bezpieczeństwo małoletniego w środowisku on-line i off-line. W kontekście jego pozycji jako odbiorcy mass mediów i użytkownika cyberprzestrzeni, stypizowano poszczególne zagrożenia, przyporządkowując je dwóm podstawowym kategoriom: o charakterze makrospołecznym i indywidualnym. Wskazano na przesłanki kształtujące systemy ochrony dziecka w cyberprzestrzeni oraz zasygnalizowano stosowanie instrumentów prawnych i metod alternatywnych względem konkretnych zagrożeń. Finalnie sformułowano aktualne wyzwania dla zwiększenia efektywności zapewnienia małoletniemu bezpieczeństwa w cyberprzestrzeni.

W prezentowanym opracowaniu odniesiono się do znaczenia komunikacji strategicznej w budowaniu wizerunku państwa czy innego podmiotu, co ma na celu realizowanie przyjętej strategii wśród odbiorców masowych, zogniskowanych zarówno wokół jedności narodu, jak i wspólnoty międzynarodowej. W opracowaniu wskazano typy, rodzaje i funkcje strategii, odnosząc się do pojęć komunikacji strategicznej i wiedzy z zakresu public relations. Celem opracowania jest wskazanie różnicy pomiędzy strategią komunikacyjną w naukach o zarządzaniu i jakości (PR) a strategią komunikacyjną w naukach o bezpieczeństwie. W dobie rozwijającej się technologii i masowego przepływu informacji budowanie mocarstwa cywilnego, w oparciu o miękkie zasoby państw, wydaje się powszechną strategią obecności na rynku międzynarodowym, co czyni wybraną tematykę aktualną i potrzebną społecznie. W pracy odniesiono się zatem do cywilnej i militarnej płaszczyzny prowadzonych działań informacyjnych.

The presented study refers to the importance of strategic communication in building the image of a state or other entity which aims to implement the adopted strategy among mass recipients, focused both on the unity of the nation and the international community. The study identifies the types, kinds and functions of the strategy, referring to the concepts of strategic communication and knowledge in the field of public relations. The aim of the study is to indicate the difference between a communication strategy in management and quality (PR) science and a communication strategy in security sciences. In the era of developing technology and the mass flow of information, building a civilian power, based on the soft resources of states, seems to be a universal strategy of presence on the international market which makes the current and socially necessary subject matter selected. The work referred to the civil and military plane of information activities.

The article presents definitions of and approaches to the concept of safety in order to confirm the subjective character of its determination, description, and interpretation. By presenting examples of security statistics and safety-related behaviours, its ambiguity and complexity are revealed. The author draws attention to the media’s attitude towards safety-related incidents. With reference to contemporary scientific knowledge about the methods of improving safety in transportation organizations, the author also suggests that safety improvement initiatives should focus more strongly on facilitating closer cooperation between leaders, superiors and subordinates with different levels of experience.

With far right-wing ideologies coming to prominence in both Europe and the USA, we should ask to what extent the process is stimulated by the right-wing media whose discourse is based on Strict Father morality, grounded in the ancient concept of the Great Chain of Being. The application of such morality in politics and politically-biased media leads to the emergence of language of oppression, with the Other being stigmatised just for being the Other. This is seen as a threat to sustainable development, which aims at reducing inequalities based on disability, race, ethnicity, origin, religion.

Nawrót popularności ideologii skrajnie prawicowych po obu stronach Atlantyku skłania do refleksji nad tym, w jakim stopniu proces ten jest stymulowany przez dyskurs prawicowych mediów, których oceny oparte są w dużej mierze na moralności Surowego Ojca. Ideologia ta ma korzenie w starożytnej koncepcji Wielkiego Łańcucha Bytu, na którym miała opierać się wszelka hierarchizacja świata. Zastosowanie takiej moralności w polityce i politycznie nastawionym dyskursie prowadzi do powstania języka opresji, skierowanego przeciwko Innemu, i stanowi zagrożenie dla idei zrównoważonego rozwoju.
