Joint Management Committee in Renewable Energy Projects as a Tool for Efficient Risk Management and Coordination

The Renewable Energy (RE)sector has been developed in some degree by government policies, but tools must be applied on a private-commercial scale for this sector to grow even more. These tools can be applied through the contractual relationships between the participants in a RE project. Many contracts are involved in a RE project that are not integrated in such a way that cooperation for improving risk management is possible. To reach that goal some contractual institutions are needed. One of them is the joint management committee (JMC). JMC has been used in the context of oil and gas contracts for a long time. And it has been one of the reasons that petroleum projects despite having high risks and long terms, thrive. In this research, the application of a similar structure for renewable energy has been studied and a format for that has been proposed. Hence, it has concluded that this structure can bring authorities, RE producers, and utilities together, and provide integrity to the contracts involved with a RE project.

Koniec 2020 r. w sposób jednoznaczny pokazuje, że nie ma innego rozwiązania, zwłaszcza w Polsce, ale nie tylko, niż transformacja energetyki w trybie innowacji przełomowej za pomocą rynków elektroprosumeryzmu. To te rynki mają potencjał najlepszej, obarczonej najmniejszym ryzykiem, realizacji dwóch celów politycznych UE 2050: neutralności klimatycznej oraz Europejskiego Zielonego Ładu. W wypadku pierwszego chodzi o realizację najbardziej efektywną, najniższym kosztem. W wypadku drugiego chodzi o realizację najbardziej innowacyjną w sferze rozwoju technologicznego i najbardziej skuteczną, zrównoważoną w sferze społecznej. W wypadku tego celu rynki elektroprosumeryzmu otwierają drogę do społeczeństwa progresywnego, empatycznego i będą – ze względu na ich właściwości i ze względu na ich bardzo wielką potencjalną wartość – jednym z największych obszarów i najsilniejszych czynników kształtowania takiego społeczeństwa. Jest to szansa – szczególnie ważna w wypadku lokalnych społeczności – na łagodzenie ryzyka alienacji społecznej związanego z przemysłem 4.0 i sztuczną inteligencją, których nadejście jest nieuchronne. Równocześnie z rozwojem rynków elektroprosumeryzmu będzie słabła najpotężniejsza społeczność korporacyjna, mianowicie społeczność wielkoskalowej energetyki paliw kopalnych, która nie jest już społecznością na XXI w.

The end of 2020 clearly shows that there is no other solution – especially in Poland, but not only – than transformation of the energy sector in the breakthrough innovation mode with the use of electroprosumerism markets. These are exactly the markets which have potential of the best and carrying the smallest risk realization of two EU 2050 political goals: climate neutrality and the European Green New Deal. In case of the first one the point is that we want to achieve the most efficient realization with the lowest cost possible. In the second case it is about realization being the most innovative in the sphere of technical development and the most effective and balanced in the social sphere. Moreover, the electroprosumerism markets pave the way to the emphatic and progressive society and – in view of their properties and considering their big potential value – they will be one of the biggest areas and the strongest factors of shaping it. It is a chance – particularly important in case of local societies – to mitigate the risk of social alienation which is connected with the unavoidable coming of industry 4.0 and the AI (artificial intelligence). And together with the development of electroprosumerism markets the most powerful corporate community – the one of the large scale fossil fuels power industry – will become gradually weaker as it is no longer the community appropriate for the XXI century.

Already in the 1970s, it was predicted that the scale of thermal imaging applications would be limited only by the imagination. It happened thanks to the elaboration of solid-state, Focal Plane Arrays of IR detectors (IR FPA) connected with electronics readouts (ROIC CCD). In the last 20 years, thanks to the appearance of uncooled detectors, and recently also photon detectors in the high operation temperature versions, cameras have become significantly smaller, lower weight, consume lower power and are cheaper. It made them more attractive for civil applications, with optimal adaptation to very different tasks. The aim of this study is to present a brief review of the specifics of non-pure-thermographic markets for these IR detectors. The growing interest of many markets, with more affordable prices of better and better detectors, and the available knowledge base, create good conditions for innovative projects and business programs.

An aim of this article is to present the Catholic social teaching in regard to one basic institutions of economic life that is the market. The analysis starting point is an Encyclical of Pope Leo XIII, Rerum novarum, who initiated Catholic social teaching. All the social encyclicals were studied, which directly or indirectly refer to the market category. In the final part of the article, a synthesis of teaching the Catholic Church in market terms was carried out.

W artykule przedstawiono analizę sytuacji na międzynarodowych rynkach węgla energetycznego w 2008 roku oraz w pierwszych siedmiu miesiącach 2009 r. Opisano przyczyny wzrostów i spadków cen węgla w tym okresie, a na wykresach zilustrowano skalę zmian. Zwrócono uwagę na rosnącą rolę banków w kształtowaniu cen węgla na rynkach spot oraz na rynkach finansowych. Omówiono najnowsze prognozy w odniesieniu do cen oraz podaży węgla, a także prognozy rozwoju międzynarodowego handlu węglem energetycznym. Płynące z różnych rynków sygnały świadczą o zbliżającym się końcu kryzysu gospodarczego na świecie. Jednak ceny węgla pozostaną w tym roku na poziomie znacząco niższym jak w 2008 r., a ich wzrost w 2010 r. będzie umiarkowany.

Paper presents an analysis of international steam coal market conditions in 2008 and in firs seven months of 2009. Reasons for coal price increases and decreases during this period has been described and price movements have been illustrated on the graphs. Attention has been paid to the increasing role of banks in price shaping on coal spot markets, both physical and financial. The most recent forecasts of coal prices and supply as well as international stem coal trade development have been discussed. Signals coming from different markets prove that the economic crisis is close to its end. However, coal prices in 2009 remain at level significantly lower than in 2008, and price increase in 2010 will be moderate.

Celem artykułu jest wprowadzenie czytelnika w zagadnienie laserów półprzewodnikowych, postrzegane z perspektywy aktualnych kierunków ich rozwoju. Omówiono w nim ważniejsze aspekty technologii laserów dużej mocy, laserów niebieskich i laserów typu VCSEL oraz rynku na te przyrządy. Przedstawiono nowe perspektywy związane z technologią kropek kwantowych. Całość materiału została uzupełniona krótkimi wykładami wyjaśniającymi zasady działania i budowy omawianych laserów.

The aim of the paper is to acquaint the reader with semiconductor lasers looked at in perspective of their current development and further progress. Topics related to high power lasers, blue-violet lasers and VCSELs, including markets for these devices, are discussed. New features associated with quantum dots are also presented. The contents is supplemented by short lectures on devices in question.
