Transport morski umożliwiający przewóz dużych ilości ładunku, pełni wiodącą rolę w handlu międzynarodowym, stwarzając jednak jednocześnie znaczne zagrożenie dla środowiska naturalnego. W celu zwiększenia poziomu bezpieczeństwa żeglugi i ochrony środowiska morskiego, wprowadza się systemy monitorowania i kontroli ruchu statków. Komisja Europejska, Europejska Agencja Bezpieczeństwa Morskiego (EMSA) i państwa członkowskie Unii Europejskiej rozszerzają zakres działania systemu monitorowania ruchu statków i przekazywania informacji o statkach (VTMIS) bazującego na sieci brzegowych stacji AIS o wykorzystanie innych środków obserwacji. W ramach tych działań w Polsce realizowany jest obecnie projekt „Krajowy System Bezpieczeństwa Morskiego – KSBM”. Realizowany jest on dwuetapowo. W artykule przedstawiono inwestycje przeprowadzane w obu etapach projektu ze szczególnym uwzględnieniem podsystemu radarowego.

Maritime transport allows relatively cheap transport large amounts of cargo and plays a leading role in international trade, but at the same time creates a significant threat to the environment. In order to increase the level of safety of navigation and marine environment are introduced systems to monitor and control vessel traffic. The European Commission, the European Maritime Safety Agency (EMSA) and the Member States of the European Union extend the scope of activities led by Vessel Traffic Monitoring and Information System (VTMIS) based on vessel monitoring system by the nets of the shore based AIS stations to use other means of observation. As part of these activities in Poland is currently implementing a project "National Maritime Safety System - KSBM". It is implemented in two stages. The article presents the investments planned to be carried out in two stages of the project with particular emphasis on the radar subsystem.

In this paper, there are presented the main reasons and results of changes in maritime navigation. The following issues are discussed: substance of maritime navigation; the main reasons of changes in maritime navigation; integration of the ship’s navigation process and its results; the growing necessity of supervising all the human activities performed at sea; steady increase of the amount and differentiation of the human activities at sea and; the main results from the changes in maritime navigation. This paper should be considered as further précising and developing the authors’ considerations and conclusions presented in the earlier papers.
