Maritime and logistics perspectives on short sea shipping sustainable sollutions to road congestion

The paper presents the European Union’s approach to promote the advantages of short sea shipping as efficient and sustainable alternative solution to the global issues of road congestion. European Commission has made Short Sea Shipping one of the major priorities for European transport and maritime industries have made it one of their key areas for development. Short Sea Shipping plays an important role in reaching the objectives of the European Transport Policy, as it can help curb the forecasted substantial increase in heavy goods vehicle traffic, rebalance the modal shares and bypass land bottlenecks. In the paper are presented the advantages of Short Sea Shipping and the measures adopted by the European Union in order to better promote the use of this mode. Short Sea Shipping needs to be developed within an integrated and participatory approach, with the reliable involvement of stakeholders from the entire sector in order to fulfil its economic, commercial, social and environmental role.

Przedstawione w artykule procesy i zjawiska związane ze zmianami aktywności gospodarczej w handlu i transporcie morskim wywierają silny wpływ na tworzenie nowego kształtu globalnej logistyki morskiej i jej sieci dostaw oraz lądowo-morskich łańcuchów transportowych, a w tym organizacji przewozów multimodalnych. Wzrost powiązań i zależności we współczesnym biznesie powoduje, że zdolności do generowania wartości dodanej morskiego produktu logistycznego jest warunkowany ścisłą współpracą między przedsiębiorstwami uczestniczącymi w procesach logistycznych.

Processes and phenomena presented in this article and related to the changes in economic activity in trade and maritime transport have a strong influence on the formation of a new shape of the global maritime logistics and supply chain and its marine transport chains, including multimodal transport organization. The increase in connections and relationships in today's business environment makes the ability to generate value-added marine logistics product is conditioned by close cooperation between the companies involved in logistics processes.

W artykule podjęto próbę przedstawienia, jak na przestrzeni lat, zmieniała się rola portów morskich. Porty w Europie musiały dostosować się do obsługi znacznie większego ruchu żeglugi towarowe. Porty przestały pracować indywidualnie stając się częścią globalnego łańcucha dostaw. Porty aby mieć silną pozycję w ruchu morskim dążą do współpracy z innymi portami i transportem lądowym. Obecnie poprzez swoją wielofunkcyjność stały się integralną częścią logistyki transportu mając znaczący wpływ na proces zarządzania łańcuchem dostaw. W pierwszej części artykułu scharakteryzowano etapy rozwoju europejskich portów morskich, zwracając szczególną uwagę na procesy zarządzania w logistyce morskiej. Następnie przedstawiono współczesne tendencje zarządzania portami. Artykuł zamykają rozważania na temat sytuacji portów polskich i ich działań restrukturyzacyjnych.

The present article serves as an attempt to show how, over the past years, the role of seaports has changed. European ports have had to adapt to handling considerably greater cargo shipping activities. The ports stopped working individually, thus becoming a part of global supply chain. Ports, in order to retain a strong position in maritime traffic, aim at cooperating with other ports and land transport units. Presently, through their multifunctioning, they have become and integral part of transport logistics, thus having significant impact on supply chain management processes. The first part of the article characterizes stages of European seaports' role, with particular focus on management processes in maritime transport. Then, there have been depicted modern tendencies in port management. The concluding deliberations are on the topic of Polish ports' situation and their restructuring operations.

Artykuł dotyczy działań na rzecz rozwoju logistyki morskiej Unii Europejskiej. W tym celu dokonano przeglądu działań w zakresie dążenia do osiągnięcia nowych standardów systemu transportowego, zintegrowanego podejścia do polityki morskiej Unii Europejskiej, priorytetów i polityki transportu morskiego do 2018 roku oraz podjętych i planowanych działań na rzecz stworzenia nowych zasad funkcjonowania zintegrowanego łańcucha logistycznego, w tym udziału transportu morskiego w tym łańcuchu.

This article applies to actions for the development the European Union's maritime logistics. For this purpose, a review of activities aiming to achieve new standards of the transport system, an integrated approach to Maritime Policy, Priorities and maritime transport policy until 2018 and the actions taken and planned to create new rules for the operation of an integrated supply chain, including the participation maritime transport chain.
