Artykuł przedstawia wyniki badań oceniających kompetencje kierowników projektów unijnych realizowanych w Polsce. Kierownicy projektów unijnych to osoby dobrze wykształcone, chętnie poszerzające swoją wiedzę i umiejętności, dobrze znające zasady i procedury unijne, a także posiadające doświadczenie w zarządzaniu głównie projektami unijnymi. W mniejszym stopniu posiadają oni potrzebną wiedzę i umiejętności w zakresie różnych metodologii zarządzania projektami i kierowania zespołem projektowym.

The article presents the results of the survey, which aim was to apprise the competences of the managers of the projects co-financed by the EU funds in Poland. The EU project managers are well educated and willing to broaden their knowledge and skills. They know the EU rules and procedures concerning realization of projects very well. They also have experience in realization of only EU projects. On the other hand they are less qualified and skilled in different methodologies of management of a project and project group.

Aspects related to the proper carrying out of the feasibility study and subsequently the effective management of the project cycle, in particular its implementation phase, represent a new area of knowledge for all who execute the European projects. Consequently, the dissemination of this knowledge will certainly to a large extent increase the chances of communes in making well-prepared application forms and thereby will contribute to better use of the European funds in the years 2007-2013.

The article concentrated on the methodology of constructing a logical matrix and indicated its effectiveness in managing investment projects funded by structural funds at the stage of formulating and evaluating them.

W artykule przedstawiono metodologię budowy matrycy logicznej i wskazano na jej przydatność do zarządzania projektami inwestycyjnymi finansowanymi z funduszy strukturalnych na etapie jego formułowania oraz ewaluacji.
