Artykuł przedstawia propozycje procedur sprawdzania przez pracodawców kwalifikacji osób, którym przedsiębiorca zamierza powierzyć czynności kierownictwa lub dozoru ruchu w odkrywkowych zakładach górniczych – w odniesieniu do czynności i specjalności, jakie nie wymagają stwierdzenia kwalifikacji przez organy nadzoru górniczego.

The people who become in charge of management and supervision of open-pit mine operations should have adequate qualifications and professional experience, as required by the Geological and Mining Law. This is a formal obligation, which is essential to mining companies and employers. The provisions of the Geological and Mining Law do not specify the procedure for verifying the qualifications of candidates specializing in disciplines which are not under obligatory review by mining authorities. Depending on the formal relations between the candidates to management and supervision positions and employers and mining companies, different procedures for verifying their qualifications are required. A proposal of such procedures is included presented in the study (figs. 1-4).

Artykuł przedstawia wymagane przygotowanie i doświadczenie zawodowe osób, którym powierza się wykonywanie czynności kierownictwa i dozoru ruchu, na tle funkcji, struktury technicznej i organizacyjnej odkrywkowych zakładów górniczych. Omawia też tryb stwierdzania przedmiotowych kwalifikacji i znaczenie osób je posiadających dla ruchu zakładu górniczego.

Individuals responsible for the management and supervision in open pit mining plants should have appropriate qualifications and professional experience. This is required by law, but it is also in the interests of mining entrepreneurs and employers. Therefore, the organisational structure of a mining plant and the qualifications of management and supervisory personnel are of significant importance in terms of: – safety: of the team and people in the mining plant and its surroundings (general safety), as well as productive assets (usually of high value), – performance of the terms and conditions of the concession and environmental protection, including a proper management of mineral resources, – technical and economic effects of the current and future deposit exploitation. Broadly understood, the qualifications of management and supervisory personnel include: – properly targeted professional education, – knowledge of the technical and organisational structure of a mining plant and regulations concerning performed activities – understanding of technological processes, including natural and technical conditions of their occurrence, resulting from professional experience also in terms of a practical management of technological processes, – ability to effectively manage risks associated with natural conditions, which change or at times are not identified comprehensively, and to act in the face of possible or identified threats. It is also important to be respected by subordinates and trusted in terms of relations with superiors, which are based on professionalism and professional conduct for the most part. The article presents legal requirements in terms of preparation and professional experience of people who apply for the statement of qualifications to perform the responsibilities of a manager of operations, manager of operations departments, higher operations supervisor, and supervisor in open pit mining plants, as well as the method for determination of the above-mentioned qualifications by mining supervision authorities and employers. In addition, the article points out that when maintenance activities in a mining plant are carried out by a third party, a mining entrepreneur should ensure under civil law that they have an effect on the quality enforcement of qualifications of management and supervisory personnel in a mining plant.
