The energetic and economic analysis of combined heat and power production in distributed generation

The development of combined heat and power energy (CHP) constitutes an essential way of increasing energetic effectiveness and protecting natural environment. It is the only way of simultaneous use of different fuels to produce heat and electric energy of high effectiveness and low levels of emission. The basic condition for CHP is the existence of local demand for heat. In this paper the conditionings of functioning of small power sources on local markets of energy will be presented. The results of energetic and economic analysis of chosen systems of combined heat and power production will be shown.

W artykule zestawiono podstawowe przepisy prawa, które powinny determinować kształt lokalnych rynków energii oraz wymagania, jakim powinny odpowiadać wymagane prawem energetycznym opracowywane przez gminę założenia do planu zaopatrzenia w ciepło, energię elektryczną i paliwa gazowe. Gmina jest podmiotem suwerennym w określonym prawem zakresie, a jej władze mają obowiązek formułowania zbiorowych potrzeb i interesów społeczności zamieszkałej na jej obszarze. Wypełnianie obowiązków przez gminę polega m.in. na opracowaniu założeń do planu zaopatrzenia w ciepło, energię elektryczną i paliwa gazowe. Założenia te powinny w szczególności zapewniać możliwość substytucji poszczególnych rodzajów energii lub jej nośników oraz stwarzać warunki do utworzenia rynku konkurencyjnego, tj. aby w poszczególnych sektorach, podsektorach rynku każdej z form energii lub jej nośników działały przynajmniej trzy przedsiębiorstwa energetyczne różnych właścicieli. W celu realizacji planu zaopatrzenia w energię i jej nośniki gmina może powołać nowy podmiot - przedsiębiorstwo energetyczne - bez konieczności korzystania z usług już istniejących na rynku przedsiębiorstw energetycznych. Przy wyborze właściwej strategii działania gmina powinna angażować możliwie szeroką reprezentację przedstawicieli lokalnych społeczności oraz specjalistów, tworząc gremia, które zapewnią poparcie społeczne dla strategii formułowania celów planu zaopatrzenia w ciepło energię elektryczną i paliwa gazowe, a następnie ich realizacji.

In the report were presented the basic regulations which should determine a form of local energy markets and requirements to be fulfilled by elaborated by Gmina (the smallest-self governed administrative unit) as required by Energy Law Act's regulations, "assumptions for plan of heat, electric energy and gas fuels supply". Gmina is a sovereign entity, in area defined by Law and Gmina's authorities are responsible for expressing the common needs and interests of Gmina's inhabitants. Gmina's responsibilities consist among others the preparation (elaboration) of assumptions for the plan of heat, electric energy and gas fuels supply. Those assumptions in particular should create possibilities of substitutions of individual type of energy or its carriers by individual energy users and should create conditions for creating competitive market. Competitive market, in sense of Polish anti-monopoly law, means that there are at least three energy enterprises of different owners (each one should share no more than 40% of market capacity) operating within separate sector, subsector of each type of energy or its carriers market. To perform a plan of energy and its carriers supply Gmina is allowed to set up a new entity - an energy enterprise - without obligation to use services of enterprises existing on a market. Selecting a right strategy of operation, Gmina should involve as wide as possible representation of local representatives and experts to create bodies which will assure the social support for selected strategy and then realization.
