Security is not a stable state, moreover it should not be taken for granted neither as something permanent. In everyday life there appear continuous threats, both origining either from the forces of nature or the unintended and intended effects of human activity. In order to ensure the desired level of safety, the security system is created in which the key component is logistics. The integration of logistics’ entities and strategic dimension of logistics (appreciation of the strategic function of logistics) cause the increase of the importance of integrated logistics systems and of security in logistics flows. Logistics activities aimed at optimization of the structures and processes within the network and logistics chains are playing an increasingly greater role from the perspective of safety management system.

Bezpieczeństwo nie jest stanem stabilnym, ponadto nie należy przyjmować go za pewnik ani jako coś trwałego. W życiu codziennym pojawiają się ciągłe zagrożenia, zarówno wynikające z sił natury, jak i jednostkowych i zamierzonych skutków działalności człowieka. W celu zapewnienia pożądanego poziomu bezpieczeństwa tworzony jest system bezpieczeństwa, w którym kluczowym elementem jest logistyka. Integracja podmiotów logistycznych i strategiczny wymiar logistyki (uznanie strategicznej funkcji logistyki) powoduje wzrost znaczenia zintegrowanego systemu logistycznego i bezpieczeństwa w przepływach logistycznych. Działania logistyczne mające na celu optymalizację struktur i procesów w sieci i łańcuchach logistycznych odgrywają coraz większą rolę z punktu widzenia systemu zarządzania bezpieczeństwem.

W artykule omówiona została logistyka w ratownictwie podczas imprez masowych z uwzględnieniem możliwości dokonania zamachu terrorystycznego, z użyciem środków chemicznych, biologicznych. Ze względu na szeroki zakres wymogów, procedur oraz technik reagowania, w szczególności zwrócono uwagę na przeprowadzanie dekontaminacji osób poszkodowanych oraz neutralizacji skażonego terenu, budynków i sprzętu. Zaprezentowano także typy urządzeń służących do wczesnego wykrywania substancji niebezpiecznych, oraz systemy umożliwiające wyznaczanie stref skażenia. Analizą objęto proces neutralizacji czynników zagrażających życiu, odbywający się w modułach mobilnych stacji dekontaminacyjnych.

The article discusses the logistics of rescue during mass events including the possibility of a terrorist attack using chemical or biological weapons. Due to the wide range of requirements, procedures and response techniques, in particular attention was paid to carry out the decontamination of the victims and neutralization of contaminated land, buildings and equipment. It also presents the types of equipment used for early detection of hazardous substances, and systems that enable determination of zones of contamination. The analysis includes the process of neutralizing the factors threatening the life held in the mobile station modules decontamination.

W artykule podjęto próbę usystematyzowania organizacji o strukturze sieciowej w obszarze logistyki społecznej w odniesieniu do sytuacji kryzysowych. Pokazano definicję logistyki społecznej na tle istniejącego rozumienia logistyki. Dokonano charakterystyki logistyki w sytuacjach kryzysowych i wskazano na organizacje o strukturze sieciowej obecnie realizujące zadania logistyki w sytuacjach kryzysowych. W pracy zawarto przegląd i klasyfikację organizacji sieciowych oraz przedstawiono charakterystykę struktur międzyorganizacyjnych. Określono również rodzaje relacji sieciowych istotnych dla logistyki w sytuacjach kryzysowych. W artykule zidentyfikowano rodzaje organizacji o strukturze sieciowej, które mogą mieć istotne znaczenia dla realizacji zakładanych celów w zarządzaniu kryzysowym. Przedstawiono warunki tworzenia i rozwoju organizacji o strukturze sieciowej w obszarze logistyki w sytuacjach kryzysowych.

The article attempts to systematize the organization with a network structure in the area of social logistics in reference to crisis situations. The definition of social logistics against the existing understanding of logistics was presented. Logistics in crisis situations was also characterized with indication to organization with a network structure that implements logistics tasks in crisis situations. The study included the review and classification of the network organizations and the characteristic of the network structure. The types of network relations, which are important in the area of logistic in crisis situations, were defined. The article identified types of organization with a network structure, which may have significant importance for the realization of the objectives in crisis management. The conditions for the creation and development of the organization with a network structure in the area of logistics in crisis situations were shown.

Artykuł składa się ze wstępu i trzech rozdziałów oraz wniosków. Przedmiotem teoretycznych rozważań referatu jest logistyka w sytuacjach kryzysowych. Podmiot obsługi, środowisko i cel funkcjonowania, to tylko niektóre wyznaczniki odróżniające ją od swoich poprzedników (logistyki wojskowej i cywilnej). W artykule przedstawiono również problemy dotyczące zadań logistycznych, procesów logistycznych, zarządzania logistycznego realizowane w ramach sytuacji kryzysowych. Ciekawym momentem artykułu jest nowatorska definicja (w szerokim ujęciu) logistyki kryzysowej.

This article consists of an introduction, three chapters and conclusions. The subject of theoretical considerations of this paper is logistics in critical situations. Serving entity, the environment and the objective of functioning are just some of the determinants of distinguishing it from its predecessors (military and civilian logistics). The article presents problems of logistics tasks and processes, logistics management that are implemented in critical situations. An interesting moment of this article an innovative definition (in broad terms) of logistics crisis.
