Nadmierne korzystanie z prywatnej komunikacji samochodowej w miastach, a co za tym idzie wysoki poziom wypadkowości, hałasu i zanieczyszczenia środowiska naturalnego, wymusza zmiany koncepcji do zarządzania ruchem komunikacji miejskiej, a nawet zmian układu sieci transportu publicznego. Celem niniejszego artykułu jest przedstawienie koncepcji platformy logistycznej funkcjonującej na terenie miasta opartej o nowy układ komunikacyjny z uwzględnieniem uruchomienia szybkiego tramwaju na przykładzie aglomeracji szczecińskiej. W artykule przedstawiono ideę platformy logistycznej w nowoczesnej komunikacji miejskiej. Zbadany został popyt na usługi transportu publicznego oraz przeanalizowano kierunki polityki transportowej Unii Europejskiej, kraju i strategia województwa zachodniopomorskiego w zakresie rozwoju sektora transportu. W trakcie przeprowadzonych badań zdefiniowany został szereg podstawowych zasad, które powinny być uwzględnione przy kształtowania nowego układu sieci transportu publicznego z uwzględnieniem uruchomienia szybkiego tramwaju w ramach funkcjonowania platform logistycznych.

Excessive use of the private automotive transport in cities, and thus a high level of accidents, noise and environmental pollution, forces changes in traffic management concepts in public transportation, and even changes to the public transport network. The purpose of this article is to present the concept of a logistics platform functioning in the city area based on the new communication system including the fast tram launch on the example of Szczecin agglomeration. The article presents the idea of the logistics platform in a modern public transport. The demand for public transport services was examined and directions of transport policy of the European Union, the Poland and the strategy of West-Pomeranian Voivodeship in the transport sector development was analyzed. In the course of the research a number of basic principles that should be considered during designing of new system of public transport networks including the launch fast tram in the logistics platforms operation has been defined.

Transport i logistyka to kluczowe sektory polskiej gospodarki, mające przychody na poziomie 100 mld zł, z prawie 5% udziałem w PKB, zatrudniające ponad 400 tys. pracowników. Dla rozwoju gospodarki TSL ważne znaczenie ma międzynarodowa wymiana handlowa, korzystna lokalizacja naszego kraju na mapie Europy oraz ciągła poprawa stanu infrastruktury transportowej. Decydującą rolę w rozwoju sektora TSL odgrywa coraz częściej spotykana rezygnacja z dotychczasowego podejścia do świadczenia usług logistycznych przez wdrożenie koncepcji integracji potencjałów technologicznych i informatycznych różnych firm TSL opartej na szerokim dostępie do informacji o stanie realizacji zlecenia w czasie rzeczywistym oraz skuteczne zarządzanie tym procesem. W związku z tym kluczowa staje się integracja tych firm w ujednolicone platformy logistyczne oferujące klientom całe spektrum usług, w tym: 1. logistykę zaopatrzenia – skierowaną na wsparcie procesu przepływu towarów z miejsca ich produkcji przez ewentualne pośrednie przechowywanie w magazynach do miejsca odbioru wyznaczonego przez zaopatrywane przedsiębiorstwo, 2. logistykę produkcji – polegającą na wsparciu procesu przepływu surowców z magazynu zaopatrzenia przez miejsce ich przetwarzania do magazynu wyrobów gotowych, 3. logistykę dystrybucji – skierowaną na wsparcie procesu przepływu wyrobów gotowych z magazynu przez magazyny zbiorcze, a następnie do odbiorców końcowych, 4. logistykę utylizacji – obejmującą wsparcie procesu zwrotu niewłaściwych dostaw, jak również przepływu takich dóbr, jak opakowania zwrotne, surowce wtórne i odpady. Niniejszy artykuł ma na celu analizę zasadności budowy platform logistycznych zdolnych do zintegrowania potencjałów technologicznych i informatycznych różnych portów morskich oraz zaproponowanie innowacyjnego podejścia do organizacji takich platform w Polsce.

This paper presents the results of the analysis of the merits development of logistics platforms able to integrate technological and IT potentials of seaports. The paper contains characteristics of the evolution stages starting from the functional organization of logistics processes leading to the organization in accordance with the logistics platform concept. The success of logistics platforms is the ability to transition from the execution of individual transport tasks to accomplish this task, the entire delivery of the consignment through the use of integrated transport chains. This integration includes various transport modes, therein waterborne and overland. Positive economic results recorded after years of logistics platforms exploatation have initiated work directed to find out effective strategies for different TSL companies integration. The article describes chosen strategies used in seaports. An innovative approach to the organization of logistics platform in Polish sea ports is proposed. Opportunities and threats of the proposed solution were analyzed by the SWOT method. It was found that the construction of logistic platform based on the concept of technological and information potencial integration in seaport has the greatest chance to increase the competitiveness level of their region and country.

Logistics platforms represent a modern approach aimed towards fostering and facilitating logistics activities and business exchange with associated flows in a specific geographic area. Though a widespread buzzword in political and business circles the logistics platform still lacks a clear definition and thorough understanding of the concept in its entirety. We examined the understanding of that term among various types of organizations in Slovenia and Poland. Cross-sectional and inter-state research was conducted in Slovenia and Poland. Web-based survey responses from four different types of organisation were obtained, namely: logistics companies; production or service non-logistics companies; branch association/state agency/chamber interest groups; educational institutions. This paper seeks to raise awareness of the implementation complexity of this particular inter-organisational concept, namely logistics platforms. From a practitioner viewpoint, knowing that different stakeholder groups could have differing perceptions of the concept’s content is important.

W artykule przedstawiono charakterystykę techniczno-eksploatacyjną statku handlowego jako mobilnej platformy transportu morskiego. We wstępie omówiono ewolucję żeglugi morskiej i tendencje rozwojowe konstrukcji okrętowych. W dalszej części scharakteryzowano potencjał transportowy statków towarowych oraz omówiono ich podstawowe założenia techniczno-projektowe, takie jak wymiary podstawowe i parametry techniczno-eksploatacyjne. Przedstawiono też podstawowe systemy klasyfikacyjne statków morskich dotyczące kryteriów: środowiskowych, techniczno-konstrukcyjnych oraz przeznaczenia i funkcjonalności. Na zakończenie podano stan ewidencyjny i ogólną specyfikację polskiej floty handlowej na koniec roku 2011 oraz scharakteryzowano notowania naszego największego przewoźnika morskiego - Polskiej Żeglugi Morskiej.

In the article are presented technical-in service characterization of the merchant ship as the mobile platform of the sea carriage. In introduction are presented evolutions seagoing and developmental tendencies of shipping constructions. In the further part are characterized potential of cargo vessels and presented their basic foundations technical-project, such as leading dimensions and technical-in service parameters. Are presented also basic classificatory systems of sea-boats concerning of criteria: environmental, technical-constructional and destinations and functionalities. In conclusion one gave the information state and the general specification of the Polish shipping finally the year 2000 and are characterized noting of our greatest marine carrier with Roland Maritime.
