Part I presented the characteristics of non-military crisis situations, including natural threats and technical failures, terrorist threats, hybrid activities and disturbance of public order. The specified crisis situations imply specific actions of the public administration, which carries out its mission on the basis of national and international legal regulations. However, the forces and resources of the civil administration are not always able to provide assistance to all victims of crisis situations, in accordance with the applicable procedures. The implementation of procedures for providing aid and liquidating the effects of crisis situations requires specific, logistically prepared forces and resources. The legal regulations introduced on the basis of experience make it possible to use military forces to provide logistical support to the administration in crisis situations. Hence, in the second part of the article, the authors focused on presenting and familiarizing the reader with the possibility of using the Armed Forces in logistic support of civil administration, with particular emphasis on engineering troops and their support components, prepared to eliminate the effects of crisis situations.

W pracy rozpatrzono zagadnienie identyfikacji potrzeb logistycznych jednostek organizacyjnych hierarchicznego Systemu Obrony Cywilnej Kraju (SOCK), zapewniających pożądany poziom bezpieczeństwa ochranianych obiektów. Dokonano analizy czynników determinujących przedmiotowe potrzeby logistyczne i ich dyslokację. Sformułowano problem wyznaczania potrzeb logistycznych jednostek organizacyjnych SOCK. Zaproponowano metodę wyznaczania optymalnego wariantu wyposażenia jednostek organizacyjnych SOCK w ujęciu umożliwiającym opracowanie systemu ekspertowego, wspomagającego określanie optymalnego wyposażenia logistycznego służb/inspekcji i administracji samorządowej oraz podmiotów gospodarczych partycypujących w ochronie ludności i zapewnieniu bezpieczeństwa powszechnego na poszczególnych poziomach administracyjnych kraju. Opracowanie przedmiotowego systemu ekspertowego jest celem dalszych prac badawczych autorów.

The aim of this study was to identify the logistics needs of organizational units of the hierarchical National Civil Defense System (NCDS), in order to deliver the desired level of security to the protected entities (objects). The determinants of the above logistics needs and their dislocation were analyzed. A research problem that involved defining the logistics needs of organizational units of NCDS was formulated. A method for determining the optimal equipment standards of NCDS was proposed, and it was illustrated with the example of two fire brigades operating at the municipality level.
