Artykuł zawiera wyniki badań obrazujące możliwości wykorzystania logistycznego potencjału gospodarki narodowej jako części potencjału logistycznego niezbędnego do realizacji procesu zabezpieczenia logistycznego sił zbrojnych. Szczegółowo przedstawione są kryteria wyboru zewnętrznych (w stosunku do wojskowego systemu logistycznego) dostawców usług logistycznych i zagrożenia wynikające z ich zaangażowania na rzecz wsparcia logistycznego wojsk uczestniczących we współczesnych operacjach wojskowych. Taka sytuacja jest przyczyną istnienie wielu dylematów decyzyjnych, jakie należy rozstrzygać w czasie podejmowania decyzji dotyczących integracji potencjałów logistycznych gospodarki i sił zbrojnych. Treści zawierają także postulat wyodrębnienia logistyki ogólnej, jako podstawy teoretycznej logistyk branżowych.

The article contains results of surveys illustrating the possibilities of using the logistic potential of the national economy as a part of the logistics needed to realise the process of combat service support. The article examines the choices facing external logistic service suppliers (for the purposes of military logistic system), and highlights the dangers resulting from their involvement in the logistic support of forces participating in contemporary military operations. This is the reason for the existence of the many dilemmas that should be resolved when taking decisions concerning the logistic potential of economic and military integration. It also postulates the isolation of general logistics as a theoretical basis of industrial logistics.

Functioning of logistics in the subsystems of the Polish Armed Forces branches, the Air Force including, has been presented in this part of the article. There has been shown the way and the number of levels on which the supplying potential is organised for the combat helicopter group. The so called tactical and strategic storage (reserves) and their permanent transportation means have been presented. The support in air munitions and fuels for combat helicopters groups have been defined and also the variants to deliver supplies for the combat helicopters groups and their organisation have been suggested. New variants of organisation structure, material technical bases, supplies command position in logistic areas of military districts have been proposed. The article has been summed up by conclusions for the organisers of the combat helicopters group logistic support. Final conclusions sum up both parts of the article.

This article (part 2 to follow in the next issue) presents supply requirements of combat helicopters (regiment) group in combat. They have been discussed in two aspects: an assortment - quantity aspect resulting from „tactical and technical” combat equipment possibilities of combat helicopters group and a space - time aspect which can be called „tactical - operational” requirements. Defining these requirements should enable to answer basic logistic questions: „what to deliver and how much/many” and also „where to deliver and when”. The characteristics of assortment - quantity requirements are presented as a comparison of needs (requirements) of the present and future combat helicopters group, in which Mi -2 helicopters will be replaced by W -3 helicopters. The transport needs have been taken into account, which enables to compare them (in part 2) with current transport capabilities of organic supply battalion in combat helicopters group. Considering principles of tactics and military operations of both land forces and air force as well (so called „tactical - operational” background), the time - space parameters have been described for supply subsystem from the receiver’s point of view, i.e. combat helicopters group.

Armies use up more and more means of materials in military conflicts. The development of military technology, the changes in tactics of actions and increased manoeuvrability caused the necessity to extend the transport network. Thus conducting combat actions requires a well extended transport infrastructure. Destroying the enemy’s transportation lines is perceived as important as the attacks on command positions and supply sources. The role and importance of transport in Air Force and Air Defence Forces have been discussed in the article. The requirement, set for the transport system used in these forces, is, first of all, the ability to ensure a constant performing of transport duties. To achieve this, the military transport system has to be resistant, solid and restorative. Differences between transport functioning in peacetime and wartime have been discussed in the article.
