Purpose: The article aims to formulate basic assumptions defining the resilience of complex systems falling within social logistics' scope of interest. The article emphasizes the importance of general systems theory for the contemporary understanding of management sciences, with particular emphasis on logistics. The authors of the article have also characterized, based on the current state of literature, the concept of social logistics as one of the three "clean" types of logistics, positioning it alongside military and economic logistics Design/methodology/approach: The article presents an overview of approaches to the crystallizing issue of social logistics in literature. The analyzed object of research was referred to the general theory of systems and conclusions were drawn in the form of proposals to shape the social logistics system. In addition, the authors presented an original proposal for the composition of the social logistics system based on observation of the activities of social entities and in-depth analysis of Polish and foreign literature. Findings: Then it was proposed to consolidate the term 'social logistics system resilience' and to conduct empirical research along with an outline of the research procedure. The proposed research procedure will be used and the results of research conducted in accordance with it – described in subsequent articles of the authors. Social implications: In the article, it was concluded that the subject of the study is relatively broad, and the link between the topic of social logistics and supply chain resilience is a research gap that will be filled by series of articles, the starting link of which is this one. The analyzes contained in the article refer to a large extent to the problems of comfort in social life, with particular emphasis on human needs of a social nature. Originality/value The originality of the article express in compiling the issues of social logistics with issues of systems’ resilience. In the face of the constantly observed negative phenomena disrupting the functioning of social logistics systems, the topic of their resilience is of particular importance.

Zaprezentowano charakterystykę transportu kolejowego, stan infrastruktury oraz możliwości przewozowe Polskich Kolei Państwowych. W ramach artykułu wskazano rynek towarów i usług, główne korytarze transportowe oraz przewozy intermodalne z wykorzystaniem transportu kolejowego w Polsce. Na podstawie przeprowadzonych badań opisano wybrane problemy polskiej kolei oraz zaproponowano kierunki rozwoju transportu kolejowego.

The article presents rail transport as an element of the Polish logistics system. Firstly, it presents basic information about rail transport such as rail’s infrastructure, main companies responsible for the organization of transport and transport capability of the Polish State Railways. Secondly, the paper indicates the market of goods and services, main transport corridors and intermodal transport with the use of rail transport in Poland. Furthermore, based on the conducted research, selected problems of the Polish railways were described. The Article is finished by a propose the directions for the development of rail transport.

Z kolei właściwa realizacja tych zadań jest przesłanką zapewnienia bezpieczeństwa w rozumieniu braku zagrożeń dotyczących wystąpienia określonych trudności w zaspokojeniu potrzeb logistycznych. Dla zapewnienia warunków bezpieczeństwa konieczne jest zatem całościowe rozumienie potrzeb i takowe ich zaspokojenie, przy jednoczesnym rozumieniu działań jako ciągu zdarzeń tworzących określony proces.

In turn, the proper implementation of these tasks is the premise to ensure security within the meaning of the absence of threats against certain difficulties in logistics needs. To ensure that the security environment it is therefore a comprehensive understanding of the needs and any of their satisfaction, while the meaning of actions as a string of events that make up the specified process.

Municipal waste is a special waste group that requires a specifically organized logistic system, which is managed from the level of a single municipality and coordinated in the entire region. The aim of the article is to present selected aspects describing the state of waste management in the Silesian Voivodeship, in particular information on the amount of waste generated and regional infrastructure enabling collection and processing as well as waste management. The article is complemented by information about the circular economy, which is a new look at the problem of waste utilization.

Odpady komunalne stanowią szczególną grupę odpadów, która wymaga specyficznie zorganizowanego systemu logistycznego, który zarządzany jest z poziomu pojedynczej gminy i koordynowany w sakli całego województwa. Celem artykułu jest przedstawienie wybranych aspektów opisujących stan gospodarki odpadami w województwie śląskim, a zwłaszcza informacje o ilości powstających odpadów oraz regionalną infrastrukturę umożliwiającą zbieranie i przetwarzanie oraz zagospodarowanie odpadów. Całość uzupełniają informacje dotyczące gospodarki obiegu zamkniętego, która stanowi nowe spojrzenie na problem wykorzystania odpadów.

This is the second part of an article concerning allsafe products (first is available in TT 1/2018, pp. 71–86) – it focuses on the planning role in the supply chain and the mechanisms that need to be taken into account during the process of the road transportation. Furthermore, the paper presents the results of an investigation that relates to the proper functioning of the supply chain in the distribution of 12,000 [kg] of strawberries. A weighted average method was used in reference to an analysis of load securing based on the products of three producers with the aim of indicating the safest and most modern way to secure the load in a semi-trailer. Rules of proper load placement and restraint inside the semi-trailer are also addressed, together with a loading plan associated with the analysis of the technical parameters of a semi-trailer and load securing systems.

W drugiej części prezentowanego opracowania (pierwsza dostępna jest w numerze TT 1/2018, s. 71–86) zwrócono uwagę na rolę prawidłowego przebiegu planistycznego łańcucha dostaw analizowanego ładunku w funkcjonowaniu nowoczesnego transportu drogowego. Przedstawiono mechanizmy, jakie muszą być uwzględnione przy organizacji takiego specjalnego przewozu towaru. Zaprezentowano efekty związane z prawidłowym przebiegiem łańcucha dostaw przewozu 12 000 [kg] truskawek. Zastosowano metodę wagową (średniej ważonej), analizując systemy zabezpieczenia ładunków trzech producentów i określając najbezpieczniejszy i najnowocześniejszy sposób zabezpieczenia ładunku w nowoczesnej naczepie ciężarowej dla analizowanego ładunku. Opisano również zasady prawidłowego umieszczenia i zabezpieczenia ładunku na części przewozowej (towarowej) na naczepie drogowej oraz kompleksowy plan załadunku związany z analizą parametrów technicznych dla naczepy ciężarowej oraz systemów zabezpieczenia ładunków.

Several organisational changes were made in the Polish Armed Forces during last years. These changes were due to the need of the armed forces potential adaptation for the new conditions and challenges. Poland’s accession to the North Atlantic Treaty Organisation (NATO) and the European Union (EU) imposed the implementation of new command and control procedures. It was also crucial to fulfil particular standards, inter alia in the matter of training, troops’ combat potential and logistic potential in the frame of territorial logistic support system based on Logistic Regional Bases (LRB) and Garrison Logistic Units (GLU).

The search for directions of logistician's development in the environment of Polish theoreticians and practitioners is not often the subject of research, and it is important from the point of view of research needs of young scientists, especially those who undertake doctoral studies and face the dilemma of choosing the topic of the doctoral dissertation related to logistics. Thus, there is a problem situation that allowed to identify the scientific research problem: What are the directions of development of logistics in Poland? The same aim of the research was to determine the directions of development of logistics in Poland and to identify their determinants. The article presents the results of research obtained on the basis of a system approach to logistics, using the ideographic model as a basis for analyzing and evaluating phenomena, and, consequently, for specifying the directions of development of logistics in Poland.

The task of increasing efficiency and quality of public transport has gotten special acuteness for large cities of Russia in connection with expansion of service by commercial carriers. There have no works done on the city of Omsk, where the transport system has its own characteristics. In this paper, characteristics of Omsk urban public transport are researched. The scheme that clearly demonstrates what factors have a negative impact on the development and functioning of the Omsk passenger transport system is developed. The measures that improve the efficiency of the passenger transportation system and provide an opportunity to advance the implementation of logistics principles are proposed. The activities took into account the experience of reforming the public transport system in other cities, the characteristics of the Omsk city system and a view to engagement of other scientists in this field of science.

The enterprise assessment is used to verify its activity and is a point of departure to make future decisions. The assessment quality depends on its executor’s knowledge, experience and capabilities. Enterprises have adopted an assessment performance method based on their needs and activity specifics. In the ever changing environment the applied enterprise assessment algorithm should be progressively improved. The present enterprise assessment satisfies its basic needs but is not sufficient. The assessment should be enriched by a number of elements that will consider the enterprise logistic system multidimensionality. Numerous factors and their mutual relations should be taken into account in the assessment. This makes it necessary to form a pattern of the enterprise assessment algorithm that would function as a guide.

Zaopatrzenie wojsk było od zawsze kluczowym czynnikiem decydującym często o powodzeniu operacji wojskowych, ale także - w przeciwieństwie do procesów zaopatrzenia realizowanych na potrzeby firm cywilnych - zaopatrzenie wojsk jest czynnikiem decydującym o bezpieczeństwie zarówno personelu biorącego bezpośredni udział w operacji jak i pozostałych interesariuszy, których dana operacja dotyczy. W przypadku operacji obronnej, realizowanej w skali całego kraju, właściwe zaplanowanie i zorganizowanie procesów zaopatrzenia wojsk będzie decydować nie tylko o wyniku prowadzonej walki, ale również docelowo o bezpieczeństwie wszystkich obywateli danego kraju. W artykule postanowiono udowodnić tezę, iż utrzymanie zdolności bojowej w trakcie realizacji zadań na współczesnym polu walki wymusza wprowadzenie nowych rozwiązań organizacyjno-technicznych. Przeprowadzone analizy wskazują, że Siły Zbrojne RP powinny dążyć do ulepszenia systemów zaopatrzenia wojsk poprzez skorzystanie z najnowszych rozwiązań oraz doświadczeń państw sojuszniczych.

Supplies for troops has always been a key factor in the success of military operations, but also - unlike supplies for civilian companies - military supply is a decisive factor for the safety of both personnel directly involved in the operation and other stakeholders whose operations concerned. In the case of defense operations, conducted nationwide, the proper planning and organization of military supplies will determine not only the outcome of the fight but also the security of all nationals. The article was to prove the thesis that the introduction of new organizational and technical solutions is necessary to maintaining combat capability while performing operations on the contemporary battlefield. The analyzes indicate that the Polish Armed Forces should strive to improve military supply systems by taking advantage of the latest technical developments and experiences of the allied states.

W nomenklaturze wojskowej powszechnie jest stosowane określenie kierowanie zabezpieczeniem logistycznym oraz organy kierowania czy też podsystem kierowania. Biorąc pod uwagę podmiot i przedmiot kierowania, okazuje się, że to nie do końca może być poprawne. Wielu autorów uważa, że w przypadku dysponowania potencjałem nie powinno się tych czynności odnosić do kierowania lecz traktować jako zarzadzanie z pełną konsekwencją tego słowa. Oznacza, że należy dostrzegać cztery składowe, takie jak: planowanie, organizowanie, motywowanie i kontrolowanie. Autor skłonny zaakceptować taki punkt widzenia wskazał w dalszej części potrzebę przestrzegania zasad w procesie zarzadzania logistyką. Najbardziej właściwymi zdaniem Autora, są zasady Henri Fayola, oczywiście interpretowane na miarę XXI wieku. W końcowej części artykuł zawiera sugestie dotyczące podjęcia szerokiej dyskusji i przyjęcia ostatecznego jednego sposobu definiowania czynności realizowanych przez przełożonych w ramach realizacji zadań zabezpieczenia logistycznego wojsk.

Means that you should detect four components, such as: planning, organizing, motivating, and controlling. An author willing to accept such a point of view stated in the further part of the need to adhere to the principles in the process of managing logistics. The most relevant task the author, are the rules of Henri Fayola, of course, interpreted for the 21st century. In the final part of the article contains suggestions on how to take a wide discussion and adoption of the final one how to define the actions carried out by his superiors in the framework of the implementation of the tasks of the logistics security troops.

W artykule poruszono problematykę błędnej geolokalizacji. Opracowano algorytm poprawy błędnych adresów i przetestowano go na 31 000 adresach. Wykonano geolokalizację adresów z dokładnością do numeru budynku przed zastosowaniem opracowanego algorytmu zyskując wynik 2240 błędnych adresów (7,2% wszystkich adresów), natomiast wdrożenie algorytmu zaowocowało poprawą jakości danych i uzyskaniem 1145 błędnych adresów (3,7% wszystkich adresów) co stanowi poprawę o 3,5 pp.

The range of problems of erroneous geolocalization is broken in the article. The algorithm of improvement of erroneous addresses is worked out and he is tested on 31000 addresses. Geolocalization of addresses is executed within the number of building before application of the worked out algorithm obtaining the result of 2240 erroneous addresses (7,2% of all addresses), but introduction of algorithm bore fruit the improvement of these qualities and receipt of 1145 erroneous addresses (3,7% of all addresses) what presents an improvement about 3,5 pp.

The logistic services belong to the network services and it is possible to look similarity with other services such as transport and telecommunications. On this basis, the paper shows that by use of sufficient disaggregation, the logistic system can be analysed by network layers. This new theoretical approach will be represented by designed logistic system model based on three layers: logistic infrastructure, technology of transportation and passive infrastructure of logistic network.
