Ensuring the quality of goods and services for the army has been of interest to military logisticians for years. Today, logistic civil-military cooperation is developing very dynamically, changing the face of military logistics. The aim of this article is to characterize a new method for evaluation of tenders by external actors performing logistical tasks for the Polish Armed Forces, as well as to describe the methodology for determining it.

The issue concerning logistic service support of Polish Armed Forces units outside Poland is gaining more and more importance. These matters are key requirements in the operational and strategic capabilities area posed for military units conducting these tasks in expeditionary operations. Particular importance is drawn to strategic and operational capability of airlift, air-to-air refueling, possibility of conducting an operation individually and further supplying forces in the theatre of operation. Therefore, these tasks should be included into the catalogue of activities which the Polish Armed Forces must be ready to carry out and this fact justifies the necessity and need to discuss this subject. Moreover, the current analysis of events taking place on the international arena and its influence on Poland’s security, as well as our commitments resulting from NATO membership allow making an assumption that the tasks connected with Polish Military Contingent’s logistic service support will be dominant for the Polish Armed Forces in the nearest future.

Moreover, a current analysis of events on the International arena and its influence upon Poland’s security, as well as Polish obligations to the Alliance allow supposing that tasks connected with Polish Military Contingent’s logistic support will be dominant for the Polish Armed Forces in the nearest future.

Moreover, the current analysis of events on the international arena and its influence on Poland’s security as well as the alliance commitments allow supposing that tasks connected with Polish Military Contingent’s logistic service support will be one of the dominant ones for the Polish Armed Forces in the nearest future.

Contemporary search to find a place for logistic management bodies in division’s staff is connected, among others, with their role in decision making process. Commanding and managing the troops in combat requires cohesion in the staffs works, G-4 team including which conditions making decisions adequate to an operational - tactical situation. The decision making process initiates establishing the location of the troops’ combat potential. Technical potential is its important component. In the article the author focuses on sources of necessary information, ways how to gain and transform it in the time of establishing the location of division and brigade forces and technical assets.

The article continues on military logistic system modelling presented in Part 1 and focuses, due to system research methodology, on the second phase of modelling process called decision modelling. Its aim is to find a set of limitations and criterion function determining the logistic system managing. Contrary to identification model, the decision model includes military logistic system in the operations dynamics as a series of appropriately controlled logistic support processes. In general, the way to manage this system should be optimal due to accepted evaluation criterion of its effectiveness. Searching for strategies leading to fulfill this criterion is the main aim of the whole modelling process. Modern computer technology, expert systems in particular contribute greatly in the development and improvement of decision modelling.

In multinational (allied) joint operations the troops groups may consist of different national contingents’ units. The level of training and preparation of Polish Armed Forces units selected for them, their logistic support level including, should enable conducting joint operations. The article discusses the range of logistic functioning in operational, tactical and selected for NATO units [it has been defined in the Land Forces’ Logistic Doctrine ALP-9 (b)]. Moreover, organisational - executive endeavours concerning troops’ logistic suport on particular levels and commanders’ powers in this respect have been presented.

Poland’s membership in NATO causes that its armed forces, land forces including, may participate in coalition (alliance) operations that can be carried out on the territory of Poland or outside its borders. Poland’s geographical position, however, makes it possible, in case of military conflict on a large scale to include its area, to conduct land forces operations, particularly in the introductory stage of the conflict, carried out only by national forces with the support of Polish and NATO air force. Moreover, Polish land forces may carry out operations on our territory in so called armed local conflicts and they (Land Forces military contingents) may also participate in peace missions in various regions of Europe and the world. These conditions cause that the organisation of land forces’ (or Land Forces military contingents) logistic support conducting operations (participating in these operations) would be different each time. It is caused by the variety of different factors determining logistic support of fighting troops in particular kinds of operations. The authors of this article, identifying factors determining the process of troops logistic support in particular kinds of operations and taking into account the area (region) of their carrying out, present the concept of Polish land forces logistic support organisation to conduct these operations (participate in them).

The authors, analysing NATO logistic modern principles and standards, see the necessity of our Armed Forces “logistic support”, Air Force logistics including. The first part of the article stresses the Polish Air Force participation conditions in “operations other than war”, i.e. in Combined Joint Task Forces - CJTF, recognised as the most complex and new for our Armed Forces operational requirements. Fulfilling these requirements, according to the authors may take place as a result of new legal regulations on different levels (inside the Armed Forces, state and international, with international and non-governmental organisations) and including lawyers into logistics staffs. The second part of the article presents the structure of legal NATO documents on the background of the process interpretation and standardisation levels. The authors suggest updating our Armed Forces “logistic regulations” and developing similar regulations foe selective armed forces branches, the Air Force including.

The article presents a mathematical model of military logistic systems infrastructure built in a general systems theory convention. Three categories of logistic infrastructure comprising physical transmission infrastructure, logistic services’ infrastructure and information streams infrastructure have been subordinated for each of the six traditionally selected logistic functional systems. Respective logistic infrastructure categories have been presented according to unified system as an arranged set of components and relations joining the elements themselves and with the outside environment. Logistic infrastructure defined in this way makes a system transformation platform of statistical logistic resources in dynamic logistic processes that enable developing appropriate logistic support tasks.

The article deals with the concept of organisation of logistic units integrated command on brigade and division level that should be carried out by a logistic regiment command. The command tasks have been presented on the background of activities performed by division’s logistics of planning - G 4 in the process of troops’ command. Also the organisation and competence structure of logistic regiment command post have been suggested. A lot of attention has been focused in the article on technical equipment and organisation of communication inside the logistic regiment command post. Suggested solutions are based on an analysis of regulations binding the armies of leading NATO countries in the area under discussion, the author’s own experiences in the field of logistic support management, and they are the author’s creation of “ The Concept of the Polish Armed Forces Logistics by the Year 2012” prepared by General Staff in 1998.

This study is the continuation of considerations included in the article entitled “The Concept of Logistic Units Integrated Command on Brigade and Division Level - Part 1”. The article shows the organisation of work of division logistic units’ integrated command, i.e. logistic regiment command on command post. It has been presented on the background of general troops’ command model binding in NATO armies. The author also raised the most essential issues connected with computerising logistic regiment command post. Suggested solutions related to the organisation of work at logistic regiment command post are convergent with procedures binding in NATO leading armies and with the author’s “Logistic Concept of the Polish Republic’s Armed Forces to the Year 2012” worked out by Polish General Staff in 1998.

The defensive character of war doctrine, preferring to conduct operations by the armed forces on their own territory, favours taking advantage of civilian terrain infrastructure resources in the forces logistic support process. However, in order to ensure rational taking advantage of these resources requires fulfilling, according to the author, two basic conditions. Firstly, these resources in peacetime have to be prepared in a strictly directed way (e.g. fulfilling the armed forces expectations). Secondly, there must exist a system of these resources efficient distribution for fighting forces. In the article the author presents the conception to prepare terrain civilian infrastructure resources in peacetime, distributed in wartime for the armed forces and he also suggests the ways to distribute these resources for the fighting forces.

The article presents an outline of doctrine and general procedures applied while planning, organising and conducting air manoeuvres in the North Atlantic Alliance armed forces. There have been discussed the aims and tasks of aeromobile forces, the ways of organising them, and also planning the successive phases of these forces actions. There has been analysed the use of other forces branches while conducting air manoeuvres: artillery, land forces air force, air defence, radio-electronic warfare. The principles of command and cooperation have been defined. The characteristics of aeromobile logistic units (subunits) have been presented.
