The task of increasing efficiency and quality of public transport has gotten special acuteness for large cities of Russia in connection with expansion of service by commercial carriers. There have no works done on the city of Omsk, where the transport system has its own characteristics. In this paper, characteristics of Omsk urban public transport are researched. The scheme that clearly demonstrates what factors have a negative impact on the development and functioning of the Omsk passenger transport system is developed. The measures that improve the efficiency of the passenger transportation system and provide an opportunity to advance the implementation of logistics principles are proposed. The activities took into account the experience of reforming the public transport system in other cities, the characteristics of the Omsk city system and a view to engagement of other scientists in this field of science.

W artykule przedstawiono zarys ewolucji praktyki i teorii logistyki wojskowej. Skupiano uwagę na trzech wielkich wydarzeniach historycznych, w których docenienie przez dowódców znaczenia procesów zaopatrywania wojsk, zaowocowało wielkimi sukcesami na polu walki. Był to okres rozwoju państwa asyryjskiego, macedońskiego za czasów Aleksandra Wielkiego oraz Cesarstwa Rzymskiego. Podjęto również próbę analizy ewolucji definicji logistyki oraz zasad logistycznych.

The article presents an outline of the evolution of the practice and theory in military logistics. The focus was on three great historical events, in which the importance of the process of supplying troops to the army led to great successes in the battlefield. It was the period of development of the Assyrian state, the Macedonian state during the time of Alexander the Great and the Roman Empire. An attempt was also made to analyze the evolution of the definition of logistics and logistical principles.
